With the complex climate change and the potential for floods and landslides in 2025, the province still faces significant challenges. To mitigate losses caused by natural disasters, the province has recently issued Plan No. 48-KH/TU to concretize Resolution No. 14-NQ/TU of the Standing Committee on reviewing, relocating, and stabilizing the population in areas at high risk of flash floods, landslides, and waterlogging in the province during the 2025-2030 period.

According to 2025 statistics, 18 out of 22 types of natural disasters occurred in the province, including heavy rains causing flash floods, landslides, and mudslides in many localities. In particular, heavy rains caused by Typhoon No. 9 and the remnants of Typhoon No. 10 damaged approximately 1,000 hectares of crops; damaged over 900 houses; and caused landslides at 9 locations, disrupting traffic… The major flood on the Ma River alone caused widespread flooding and severe damage to the people of the communes of Chieng So, Huoi Mot, Muong Lam, Bo Sinh, Chieng Khuong, Chieng Khoong, Muong Lan, Sop Cop, Muong Hung, and Muong Leo… The damage caused by these natural disasters makes a systematic strategy for relocating and resettling residents urgently necessary.

In 2025, the People's Committee of Son La province submitted a report to the Ministry of Agriculture and Environment , proposing financial support from the central government's contingency budget to implement the relocation, resettlement, and stabilization of residents in areas affected by typhoons No. 10 and 11 and other storms and heavy rains in 2025 within the province.

Due to rain and storms, a landslide area has formed in Lun village, Chieng Coi ward, affecting 20 households. Of these, 9 households have two-story houses, and 11 have one-story houses; some households have cracks in their fences and yards, impacting the lives of the residents. In 2025, the province proposed to the central government support the implementation of the "Relocation and Resettlement Project for Disaster-Affected Residents in Lun Village, Chieng Coi Ward," aiming to relocate these households to a new, safe location.

Mr. Nguyen Van Than, Chairman of the People's Committee of Chieng Coi Ward, informed: The scale of the project "Relocation of residents in the disaster-stricken area of ​​Lun village, Chieng Coi Ward, Son La Province" includes: Construction of a 0.45 km road leading to the resettlement site and 0.5 km of internal roads; leveling of land for 30 households, water supply system, electricity system, and wastewater drainage system. The project area is expected to be approximately 2.5 hectares of land for annual crops in Lun village. The project implementation time is 2025-2026; the total estimated cost is approximately 25 billion VND.

In Tang village, Nam Lau commune, due to the heavy rains and floods in July 2025, a large crack appeared, posing a risk of landslides and rockfalls, affecting 15 households. After discovering the landslide, the commune People's Committee quickly relocated property and residents to a safe place. Simultaneously, they reported to the Provincial People's Committee and began searching for a suitable site for construction and resettlement for the 15 households, prioritizing on-site resettlement. The Provincial People's Committee issued Decision No. 2561/QD-UBND dated October 15, 2025, promulgating an emergency construction order for the project: Arrangement and relocation of residents in the landslide-prone area of ​​Tang village, Nam Lau commune, to ensure the safety and stability of the lives of households affected by natural disasters.

Mr. Cam Bun Loc, Chairman of the People's Committee of Nam Lau commune, said: The resettlement of 15 households in Tang village is being carried out in situ, with the construction site located in the center of the village, ensuring long-term safety and stability. The project covers an area of ​​1.7 hectares, with a total investment of over 11 billion VND and is divided into two phases. Phase 1 involves land clearance and the construction of essential facilities to ensure the minimum living conditions and housing needs of the people. Currently, Phase 1 of the project has been basically completed, creating favorable conditions for people to build houses and stabilize their lives.

Against the backdrop of complex climate change developments, on March 31, 2026, the Son La Provincial Party Committee issued Plan No. 48-KH/TU. Accordingly, in the third quarter of 2026, the province will complete a comprehensive review of residential areas located in high-risk and very high-risk zones. A new feature of the plan is the detailed classification of different handling methods: concentrated relocation, mixed relocation, or on-site stabilization. This helps optimize resources and aligns with the actual land availability of each locality.

Drawing on lessons learned from previous resettlement projects, Plan No. 48-KH/TU emphasizes the principle of relocating residents in conjunction with land use planning and socio-economic development. Residents in their new homes must be guaranteed adequate access to transportation, electricity, clean water, schools, and health centers. Beyond providing residential land, the province focuses on creating land for production, supporting the restructuring of crop and livestock farming, and providing vocational training so that people can "leave their homes but not their livelihoods."

As the rainy season approaches, the province is focusing on directing relevant agencies to accelerate the modernization of the early warning system. The province currently has 114 meteorological stations, 45 automatic rain gauge stations, and 5 flood warning water level stations providing accurate weather information. After processing the data, the Son La Meteorological and Hydrological Station broadcasts forecasts and warnings through mass media. Simultaneously, it shares this information via digital platforms as quickly as possible so that the public can be informed and proactively respond.

Mr. Le Sy Tuyen, Deputy Head of the Irrigation and Water Resources Sub-Department, Department of Agriculture and Environment, said: After the two-level local government came into operation, the Civil Defense Command Boards of the communes have been strengthened and consolidated. The assignment of tasks to members is clear, especially the active application of technology and digital transformation in information, communication, warning, and forecasting, aiming to promptly inform the people about unusual weather developments and raise their awareness of disaster response.

The entire province is striving to complete the upgrading of manual hydrological monitoring stations to automatic ones by the end of 2026, allowing for real-time data collection; and to build at least one village-level early warning system integrating various types of natural disasters such as landslides, mudslides, and flash floods before the fourth quarter of 2027. This will give communities sufficient time to proactively respond and protect the safety of the people.
