The year 2024 concluded with many remarkable and impressive growth milestones across various sectors. The achievements resulting from the great efforts, high determination, and decisive actions of the Party Committee, government, people of all ethnic groups, and the business community in the province will be the fundamental foundation and important driving force for Thanh Hoa to rise with the rest of the country into a new era.
Impressive growth momentum
Looking back at 2024, despite the challenges and difficulties, thanks to the leadership and guidance of the Central Party Committee, the National Assembly, and the Government, and the coordination and support of central ministries, departments, and agencies; the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the Provincial Committee of the Vietnam Fatherland Front, and all levels of Party committees and authorities in the province have focused on leadership and guidance, formulating many correct, timely, scientific, and effective policies and measures to promote socio-economic development and achieved many impressive results in the fields of economy, culture and society, Party building, and the political system.
Typically, the Gross Regional Domestic Product (GRDP) growth rate is estimated at 12.16%, exceeding the plan and ranking second nationwide (only after Bac Giang province with a growth rate of 13.85%). Specifically, agriculture, forestry, and fisheries increased by 4.17%; industry and construction increased by 17.62% (industry 21.67%; construction 7.71%); services increased by 8.12%; and product taxes increased by 8.38%.
During the year, agricultural, forestry, and fisheries production achieved fairly comprehensive results. Total food production exceeded the plan by 1.9%; land consolidation reached 6,569 hectares, exceeding the plan by 6.2%. Livestock farming developed stably, with no outbreaks of disease. The National Target Program for New Rural Development exceeded the plan; the One Commune One Product program achieved its set targets. In 2024, an additional 2 districts and 17 communes will meet the New Rural Development standards; 2 districts and 26 communes will meet the advanced New Rural Development standards; 11 communes will meet the model New Rural Development standards; and 120 OCOP products will be launched. Alongside this, disaster prevention and control efforts were carried out seriously and effectively, minimizing damage to people and property caused by natural disasters.
Industrial production increased sharply; the industrial production index in 2024 is estimated to increase by 19.25%; 17 out of 19 key industrial products increased compared to the same period. The construction sector developed well; state management of planning, investment in construction, and construction quality was implemented decisively. Service sectors continued to develop. Total retail sales of goods and service revenue exceeded the plan by 5.1% and increased by 14.3% compared to the same period; export value exceeded the plan by 4.9%, increasing by 23.4%; import value increased by 20.3%.
Tourism activities have been vibrant; the province has successfully organized tourism stimulus activities, linked and cooperated in tourism development with other localities nationwide, and promoted the Thanh Hoa tourism brand; organized diverse cultural, sports, and tourism events, along with the operation of entertainment services at Sun World Sam Son Water Park, Flamingo Ibiza Hai Tien, and new tourism products - Trekking... gradually affirming the brand "Thanh Hoa Tourism - The Beauty of Four Seasons". The total number of tourists in 2024 is estimated at 15.3 million, exceeding the plan by 10.9%, an increase of 22.5% (of which international tourists are estimated at 719,000, an increase of 16.7%); total tourism revenue exceeded the plan by 4.4%, an increase of 38%; and transportation revenue exceeded the plan by 1.7%, an increase of 14.5%.
Another testament to Thanh Hoa province's determination and decisiveness in its leadership and management is the estimated state budget revenue for 2024 reaching 55,585 billion VND, exceeding the forecast by 56.3%, increasing by 28.7% compared to the same period last year, the highest ever, ranking first in the North Central region and eighth nationwide; of which, domestic revenue is estimated at 34,750 billion VND, exceeding the forecast by 57.8%, increasing by 31.6% compared to the same period last year; revenue from import and export activities is estimated at 20,835 billion VND, exceeding the forecast by 53.8%, increasing by 24.3%.
Along with the above results, foreign relations and regional linkages associated with investment promotion continued to be emphasized. During the year, provincial leaders organized delegations to promote investment, trade, and tourism in Singapore, Taiwan, South Korea, China, France, the Netherlands, Australia, and New Zealand; and met and worked with many large corporations and investors to attract investment to the province, such as: WHA Group, Korea Electric Power Corporation, DIC Group, SAB Group, Sovico Group... At the same time, they focused on resolving difficulties and obstacles for projects such as: Nghi Son LNG power plant; Duc Giang chemical plant; industrial parks: Lam Son - Sao Vang, Phu Quy, Dong Vang; Quang Thanh commercial center; Ben En ecological resort complex... Total social investment capital mobilized is estimated at VND 138,856 billion, exceeding the plan by 2.9% and increasing by 4.5% compared to the same period. The province attracted 108 projects (including 19 FDI projects), with a total registered capital of VND 13,321.6 billion and USD 422.9 million, a 1.3-fold increase in the number of projects and a 15.9% increase in registered capital compared to the same period. Public investment activities were also decisively, flexibly, and effectively directed; by December 20, 2024, the disbursed value of public investment capital managed by the province reached over VND 11 trillion, equivalent to 82% of the plan, 7.5% higher than the same period. The results of establishing new businesses exceeded the plan by 19.1%, an increase of 10.1%, ranking first among the North Central provinces and eighth nationwide...
The socio-cultural fields, ensuring national defense and security, and the work of building and rectifying the Party and the political system also achieved many positive results. During the year, four more intangible cultural heritage items were recognized as national intangible cultural heritage. Mass education has seen positive changes; in the 2024 High School Graduation Examination, Thanh Hoa province had the highest number of perfect scores (914), with an average score of 6.82, ranking 18th nationwide, an increase of 3 places compared to 2023. The quality of advanced education has been maintained; in the 2023-2024 National High School Student Excellence Competition, the province led the country in the percentage of participating students winning awards and ranked 4th nationwide in the number of first-place winners. At international competitions, students from our province won 1 silver medal at the International Physics Olympiad and 1 bronze medal at the 58th Mendeleev International Chemistry Olympiad. High-performance sports teams participated in 128 competitions, winning 956 medals of all kinds; the Dong A Thanh Hoa Football Club successfully defended its National Cup championship title in 2024.
The work of protecting, caring for, and improving the health of the people has been emphasized; the work of addressing employment and social security has been carried out promptly, synchronously, and effectively. The reorganization of the administrative apparatus and units at all levels has been implemented synchronously, in accordance with the directives and guidelines of the Central Government, ensuring a streamlined, effective, and efficient operation. Administrative reform continues to be given attention and promoted. Political and social stability is maintained, and national defense, security, and social order are ensured. The work of building and rectifying the Party and the political system continues to innovate and achieve positive results; many difficulties and obstacles have been resolved; many shortcomings and violations in various fields have been rectified and handled promptly. Unity within the Party and among the people has been strengthened.
This result further affirms the spirit of solidarity, unity, and the people's trust in the Party's leadership and the government's administration. It is also a meaningful gift to welcome the new year of the Snake 2025 and a tribute to beloved Uncle Ho in the process of striving to fulfill his teaching that "Thanh Hoa must become a model province."
Stepping confidently into a new era.
The year 2025 holds a particularly important role with many major political events of the Party, the country, and the province; it is the year of finalization, determining the results of implementing the Resolution of the 19th Provincial Party Congress, term 2020-2025, and the 5-year socio-economic development plan 2021-2025. Building upon the glorious revolutionary tradition and the aspiration for prosperity of the people of Thanh Hoa, along with the achievements of 2024, the Provincial Party Committee and the Provincial People's Council have decided on 27 key targets to be implemented in 2025, including: 12 economic targets, 9 socio-cultural targets, 3 environmental targets, 1 security and order target, and 2 Party building targets; among which, the projected growth rate of the Gross Regional Domestic Product (GRDP) is 11% or higher.
Forecasts for 2025 indicate that the global situation will continue to be complex and unpredictable; domestically and within the province, there will be many opportunities and advantages, but the difficulties and challenges will be significant. To successfully achieve the set goals, consolidate confidence, and create a strong impetus to move forward with the whole country into a new era, the Party Committee, government, military, and people of all ethnic groups in our province must effectively implement the following tasks and solutions:
Firstly, focus on directing, managing, and organizing the decisive, synchronized, and effective implementation of tasks and solutions in each sector and field; strive to achieve 100% of the goals and tasks for 2025; direct the review and assessment of the implementation of the 2021-2025 five-year plan, and propose breakthrough solutions in the spirit of "committing to completing targets that have not yet been achieved, and improving the quality and effectiveness of targets that have already been achieved," contributing to the successful implementation of the Resolution of the 19th Provincial Party Congress, term 2020-2025.
Secondly, direct the review and comprehensive improvement of institutions, mechanisms, and policies; effectively remove difficulties, obstacles, and bottlenecks, without shirking or avoiding responsibility, unlock resources, create new momentum, and rise together with the rest of the country. Focus on resolving definitively the difficulties, obstacles, and bottlenecks in institutions, mechanisms, and policies under the province's authority, creating particularly clear changes in key areas, focusing on: investment and business procedures, access to land, land clearance, land allocation, land leasing, land use fee calculation, handling of public assets, progress of industrial park and cluster infrastructure projects, and the quality of human resources...
Thirdly, focus on reviewing and building a "lean, efficient, effective, and efficient" administrative apparatus in accordance with the directives of General Secretary To Lam; after the reorganization, quickly stabilize the organization, ensure effective operation, and promote development. Prepare well for the elections, consolidate, and arrange cadres after the Party Congresses at all levels for the 2025-2030 term; promptly address the benefits and policies for cadres, civil servants, and public employees after the reorganization, prioritizing those who have shared and sacrificed for the province's development. Strengthen administrative discipline and order, and enhance the responsibility of leaders and cadres, civil servants, and public employees in performing their duties.
Fourth, direct the continued and substantial improvement of the investment and business environment; strengthen support activities for businesses; and effectively implement measures to manage state budget revenue collection.
Continue to promote administrative reform and improve the investment and business environment towards openness, transparency, and attractiveness; review and minimize the time for processing administrative procedures; and strengthen the use of online public services throughout the entire process of receiving and resolving administrative procedures. Promote legal support activities for businesses, creating the most favorable conditions for businesses to access and effectively utilize resources for development, such as capital, land, and technology.
Implement decisively, synchronously, and effectively the tasks and solutions to increase budget revenue, striving to complete and exceed the highest level of the state budget revenue forecast for 2025. Organize the review, inventory, handling, and arrangement of public assets, especially the buildings and land of agencies, districts, and communes after mergers. Strengthen the management and use of the budget economically and efficiently to focus resources on development investment and urgent tasks.
Fifth, vigorously promote traditional growth drivers, focusing on developing new growth drivers; continue restructuring the economy in conjunction with innovating the growth model and enhancing the competitiveness of the economy.
Accelerate the disbursement of public investment capital right from the beginning of the year, especially for important provincial programs and projects, and national target programs. Innovate investment promotion activities towards a proactive and selective approach; prioritize investment promotion for strategic investors and high-value projects.
High growth, modern technology, widespread impact, connection to global production and supply chains, and environmental friendliness. Strong development of the domestic market, stimulation of consumer demand, and promotion of the "Vietnamese people prioritize using Vietnamese goods" campaign.
Promote new growth drivers, such as digital transformation, green transformation, and new industries and sectors. Continue to effectively implement Project 06, focusing on the comprehensive development of all three pillars: digital government, digital economy, and digital society; the development of the digital economy must be linked to the green economy and circular economy, striving to be among the leading provinces and cities in digital transformation by the end of 2025.
Sixth, to implement synchronously, decisively, and effectively the Party's regulations and State laws on preventing and combating corruption, practicing thrift, and combating waste, especially in accordance with the directives of General Secretary To Lam; Political Bureau Directive No. 27 dated December 25, 2023; Prime Minister's Telegram No. 125 dated December 1, 2024; and the province's annual program on practicing thrift and combating waste for the period 2021-2025. All levels and sectors must always consider this a key, urgent, and ongoing task for the entire political system and society, aiming towards building a "culture of thrift".
Seventh, continue to improve the quality of cultural, educational, and health activities; thoroughly address existing shortcomings and weaknesses, accelerate the implementation of cultural and tourism infrastructure projects; improve the quality of comprehensive education; effectively resolve the shortage of teachers and inadequacies in education management; maintain the leading positions in advanced education and high-performance sports nationwide; effectively implement measures to prevent and control diseases and provide healthcare for the people; overcome the shortage of medicines, equipment, and medical supplies at medical facilities and the difficulties in financial autonomy at public hospitals; direct the thorough preparation of conditions for celebrating the Lunar New Year of the Year of the Snake (2015). Effectively implement social welfare policies, visit, encourage, and care for policy beneficiaries, meritorious individuals, poor households, and vulnerable groups during Tet (Lunar New Year), ensuring that everyone and every family can celebrate Tet joyfully, safely, and economically, "leaving no one behind." Effectively carry out the campaign to support the construction of housing for poor households, policy beneficiary households, and households facing housing difficulties, ensuring that the set goals are achieved and that poor households, policy beneficiary households, and households facing housing difficulties receive support for building or repairing their homes.
Eighth, strengthen national defense and security, ensure social order and safety, and prevent any passive or unexpected situations; resolutely combat and suppress all types of crime, preventing its increase; ensure traffic safety; prevent and control fires and explosions; and effectively carry out disaster prevention and control and search and rescue operations. Promote inspection and citizen reception activities; improve the efficiency of resolving petitions, complaints, and disputes arising at the grassroots level, preventing complex incidents from escalating into hotspots.
The Spring of the Year of the Snake 2025 will be a spring of new advancements and milestones on the province's development journey, joining the whole country in entering a new era. On the occasion of the New Year 2025 and in preparation for the Spring of the Year of the Snake, I respectfully send my best wishes for health, happiness, and success to the officers and soldiers of the armed forces, the business community, the people of all ethnic groups in the province, and to the people of Thanh Hoa living, working, studying, and serving in all parts of the country and abroad, as well as to people from other provinces and foreigners living, working, and studying in Thanh Hoa; and to continue to uphold the spirit of patriotism, solidarity, and unity to overcome all difficulties and challenges, turn opportunities into reality, and build a more prosperous and thriving homeland and country.
