Reporter: Dear comrade, after the success of the 20th Provincial Party Congress , what are the key tasks that the Provincial Party Executive Committee focuses on implementing to soon put the Resolution into life?
Provincial Party Secretary Quan Minh Cuong: The 20th Congress of the Provincial Party Committee took place in 3 days with the spirit of democracy, intelligence and responsibility and was a great success . The Congress elected the Executive Committee of 55 comrades, the Standing Committee of the Provincial Party Committee of 15 comrades and elected the Secretary and Deputy Secretaries of the Provincial Party Committee in accordance with regulations.
In the coming term 2025-2030, the Provincial Party Congress documents have clearly identified these as extremely meaningful and important historical milestones, along with the development of the country, the era of national development, in the documents of the 20th Provincial Party Congress and the entire congress unanimously approved 12 main targets to be implemented in the next 5 years. Cao Bang province focuses on and develops, first of all , infrastructure, including traffic infrastructure, key roads, opening up golden opportunities for development. The Dong Dang - Tra Linh expressway project is being implemented, along with the Bac Kan - Cao Bang expressway about to start construction, which will create favorable conditions, shorten the distance, connecting Cao Bang with the capital Hanoi and major economic centers.

Besides, Cao Bang has advantages and terrain for developing tourism economy, based on natural potential and revolutionary historical tradition. Cao Bang has extremely wonderful landscapes such as Ban Gioc Waterfall, Nui Thung (Mountain God's Eye).... Cao Bang does not only have pure tourism but also tourism associated with the revolutionary roots, where on January 28, 1941, Uncle Ho returned to Pac Bo after 30 years of wandering to find a way to save the country. From here, he and the Party and the people built the revolutionary movement and established the Democratic Republic of Vietnam. Cao Bang has a very heroic traditional history from the time of Thuc Phan - An Duong Vuong 2,600 years ago, then to the hero Nung Tri Cao, a Tay ethnic leader from Cao Bang, this can be said to be an ancient historical tradition to a modern historical tradition, Cao Bang carries all of that glorious tradition and Cao Bang has 96% of ethnic minorities: Tay, Nung, Mong, Dao, Lo Lo, San Chi... with diverse, rich and vibrant cultural characteristics, if developing culture combined with revolutionary tradition, combined with visiting historical sites, these are very unique types of tourism. The province focuses on prioritizing tourism development, with the vision of becoming a key economic sector, accounting for an increasingly high proportion in the province's economic structure.
Along with that, Cao Bang is also a province with a border of over 333km adjacent to China and is the province with the longest border in the country. In the Resolution of the 20th Party Congress, it is clearly determined to develop border gate economy, expand international border gates , build digital border gate models, smart border gates to improve customs clearance capacity, promote trade and logistics development; in particular , in addition to calling for domestic and foreign investors , it will promote trade and implement the contents signed between the two governments of Vietnam and China in border gate economic activities most effectively .
The resolution of the 20th Provincial Congress clearly stated: " Cao Bang is a locality with many precious minerals such as zinc, copper, nickel... we will focus on exploiting them safely and effectively and ensuring environmental protection, this is a spearhead economy and with mountainous terrain accounting for 85% and currently forest trees are covering a fairly large area compared to the whole country with an area of 85-87%, the province will develop the economy under the forest canopy, develop specialty trees with high value but must ensure both agricultural development, agricultural economy, but must ensure environmental protection, forest protection, water resource protection, this is a very important issue ", the Provincial Party Secretary emphasized.
In particular, with its border location, the task of maintaining national security and social order and safety is always put first to create a stable environment for development. At the same time, the province is determined to consolidate and build a clean and strong Party organization system, improve combat capacity and each Party cell and each Party member must be exemplary in order to be worthy of being a leader and servant of the People.
Reporter: One of the major policies is to build a streamlined, effective and efficient government apparatus. Could you please tell us about the key solutions immediately after the Congress?
Provincial Party Secretary Quan Minh Cuong: Implementing two-level local government After the reorganization, the province has 53 communes and 3 wards. The new apparatus has been in operation for nearly 3 months. It can be said that the apparatus is operating quite stably , more effectively, more compactly, and closer to the people . People can directly handle public procedures and services quickly, without intermediaries, thereby maintaining security and order, reducing crime, and significantly increasing people's satisfaction.

Besides, there are still some bottlenecks in telecommunications infrastructure , the whole province has an area of over 6,700km2 with 56 communes and wards, all of which are mountainous areas. There are still more than 100 places without mobile signal, the rate of ethnic minorities is high, not everyone has the conditions to use smartphones, not everywhere has enough computers for the government to operate ; from small communes merged into large communes , there are many officials who have not been trained in basic computer skills , have not met the requirements of law, international relations, word processing skills, reporting skills on the iOffice system. To overcome the above limitations, the province has coordinated with the Academy of Posts and Telecommunications , Hanoi University of Science and Technology and mobile telecommunications service providers in the province to deploy a digital popular education program . Up to now, more than 10,000 training sessions have been conducted for cadres, civil servants and public employees with the motto: "Those who know a lot teach those who know little, those who are good teach those who are weak ", or hand-holding and guiding, especially paying attention to implementing digital transformation and information technology according to Resolution 57 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation. The province has also coordinated with the Academy of Posts and Telecommunications to organize training on the application of artificial intelligence for hundreds of cadres ; international cooperation and linkage with Guangxi province ( China ) Preparing to open the third training class on artificial intelligence (AI) applications for provincial civil servants and public employees, each class has about 30 people.
Cao Bang province is determined to develop comprehensively in all fields: industry , agriculture , import-export , mineral exploitation, traffic development, infrastructure development, including traffic infrastructure, water supply and drainage infrastructure, electricity system, telecommunications network system ... Currently, the province is deploying and implementing the Dong Dang expressway ( Lang Son province ). – Tra Linh ( Cao Bang province) is worth about 24,000 billion and will start construction of the Bac Kan - Cao Bang expressway in 2026. In addition, we will deploy 19 traffic axis systems across the province and build 21 schools, with a scale of 150 billion to 200 billion. in the inter-level border communes according to the direction of the Politburo ; in addition , the next 5-year plan of the province will build 01 hospital, phase 01 will be 500 beds and phase 02 can be up to 1,500 beds... Cao Bang has a beautiful geographical location , has humanity , has the aspiration to become the province with the highest Happiness Index in Vietnam.
Reporter : The 20th Congress has set the target of improving the " Happiness Index " . Could you please share more clearly your expectations on this issue?
Provincial Party Secretary Quan Minh Cuong: Happiness index is not Cao Bang strives to develop into the largest industrial province in Vietnam , not to be the province with the highest income. The Happiness Index can be understood as people living in a safe environment , security and order, low crime, guaranteed social order and safety , full and fair health care , social insurance, health insurance ; children have a proper education; rich spiritual life.
Provincial Party Secretary Quan Minh Cuong encouraged ethnic minorities in Tam Kim commune to unite, preserve and promote unique indigenous cultural values to build and improve cultural life.
Happiness Index is people living together in harmony and love. People must live in a clean natural environment .
The Happiness Index is also about people’s trust in the government, the kindness of officials, and the solidarity in the community. It is also about preserving and promoting traditional culture – from the stilt house, the long tong festival of the Tay people, the cap sac custom of the Dao people… to the heroic revolutionary heritage. Cao Bang province can completely achieve the goal of becoming the locality with the highest Happiness Index in Vietnam, with its own internal strength, aspiration to rise and the consensus of all ethnic people of the province.
The 20th Provincial Party Congress called on all cadres, party members, soldiers of the armed forces and people of all ethnic groups in the province to promote the tradition of solidarity, unanimity, and determination to successfully implement the socio-economic development goals and tasks set out by the Congress. In the face of difficulties and challenges, the whole province needs to uphold the spirit of initiative and creativity, take advantage of opportunities, seek the attention of the Central Government, and the coordination and support of neighboring provinces; at the same time, strongly promote internal strength, arouse potential and strengths, especially the values bearing the unique identity of the province, to build the homeland to develop more and more rapidly and sustainably.
