Review and arrange working headquarters of provincial agencies when merging Bac Ninh and Bac Giang provinces

The arrangement of headquarters is based on the principle of utilizing existing offices in Bac Giang city to arrange and ensure workplaces for the Provincial Party Committee, the National Assembly Delegation, the People's Council, the People's Committee, the Vietnam Fatherland Front Committee and agencies, departments, branches and sectors of the province after the merger of Bac Ninh and Bac Giang provinces.

Scientific arrangement, ensuring convenience, minimizing the need for an agency to arrange multiple locations; in accordance with the standards and norms of working area stipulated in Decree No. 152/2017/ND-CP dated December 27, 2017 of the Government; ensuring the number of leadership rooms and professional rooms in accordance with the province's arrangement project; agencies and units have shared areas (living rooms, meeting rooms, conferences, etc.).

Accordingly, it is expected that the Provincial Party Committee headquarters will be located at the current Bac Giang City Party Committee (7-storey building). The Provincial People's Committee headquarters proposes two options: One is to keep it at the current location; the other is to locate it at the current headquarters of the City People's Council and People's Committee; The Party Newspaper and the Provincial Radio and Television Station will locate it at the current headquarters of the Bac Giang Newspaper and the Provincial Radio and Television Station.

The newly inaugurated 21-storey building will house the following agencies: Public Administration Service Center, Department of Finance, Department of Agriculture and Environment, Department of Construction, Department of Science and Technology. In addition to the plan to keep the current location of the Provincial Inspectorate and take over the old Bac Giang City Social Insurance headquarters, there is also a plan to move it to the current headquarters of the People's Council and People's Committee of Viet Yen town...

Speaking at the meeting, members of the Review Team basically agreed with the principles and planned arrangements. Some opinions suggested calculating additional working conditions for specialized departments to ensure convenience and meet work requirements.

Concluding the meeting, Comrade Nguyen Viet Oanh highly appreciated the working spirit of the members. The group has adhered to the principles in the process of arranging the headquarters. He informed that after the arrangement, the number of communes and wards in Bac Giang has decreased by nearly 70% compared to before, and that of Bac Ninh has decreased by more than 66%. Among the communes and wards after the merger of the two provinces, there are some communes with large population and area to create room for development.

To ensure effective operation after the reorganization, he requested that members, departments and branches coordinate closely. After the merger, they will immediately start working together with high determination to further develop the province.

He suggested that the Department of Construction of the two provinces should soon study a long-term vision for the framework traffic route. Regarding the provincial People's Committee headquarters, the Group unanimously proposed the option of keeping the current location, but carefully evaluating the advantages and disadvantages.
