The effective arrangement and exploitation of public headquarters and land not only aims to prevent waste and loss, but also contributes significantly to improving the effectiveness and efficiency of the administrative apparatus, better serving the needs of people and businesses.
Speed up the progress of handling public assets after arrangement
Pursuant to Official Dispatch No. 80/CD-TTg dated June 1, 2025 of the Prime Minister, together with the request from the Central Internal Affairs Committee, the Central Steering Committee on Science, Technology Development, Innovation and Digital Transformation, and the direction of the Government Party Committee, the Ministry of Finance requests ministries, central agencies and provincial People's Committees to direct specialized agencies to urgently review all public assets, especially assets at the district level that have been handed over to agencies and units at the commune or provincial level but to date there has been no decision on handling by competent authorities.
These cases must be compiled and reported to the Chairman of the Provincial People's Committee for consideration and decision on the transfer of assets to the receiving unit, ensuring that no State assets are left out or lost. The review process must be compared with the results of the general inventory of public assets carried out in accordance with Decision No. 213/QD-TTg, ensuring that the data is complete and accurate.
The Ministry of Finance emphasized that, according to the provisions of Official Dispatch No. 68/CD-TTg dated May 20, 2025 and Decree No. 186/2025/ND-CP, ministries, branches and localities are responsible for completing the arrangement and adjustment of internal working headquarters within 3 months from the date the arrangement project is approved.
Along with that, units must develop specific plans for managing, using, and handling headquarters that are no longer in use or are being used inefficiently to avoid waste. Delays will directly affect the effectiveness of the agency's operations, while increasing the risk of loss of public assets.
Prohibition of sale of assets attached to land
In the guidance document, the Ministry of Finance recommends that localities and ministries and branches flexibly implement many forms of handling public assets, suitable to practical conditions. Specifically: it is possible to arrange for many agencies and units to share headquarters; maintain operations at many headquarters in the initial phase after the arrangement; swap and transfer facilities between units; or convert the functions of redundant headquarters for public purposes such as healthcare, education , culture, public administration, and community activities.
In particular, the Ministry of Finance noted that the sale of assets attached to land should not be applied, unless permitted under the provisions of the law on public assets. The handling of assets must ensure the principles of publicity, transparency, compliance with regulations, and long-term effectiveness as the main goal.
For assets that are no longer exploitable, especially in remote areas, demolition and destruction can be carried out according to the process to transfer the land to the People's Committee at the commune level for management and use according to the provisions of the law on land. This is a necessary solution to avoid abandoning assets causing prolonged waste.
The Ministry of Finance said that up to now, the number of surplus public offices and land after administrative unit reorganization is still very large nationwide. Therefore, responsible agencies and units must focus on directing the development of specific handling plans in accordance with legal regulations; at the same time, strengthen inspection and examination work to promptly detect and handle cases of slow implementation, non-compliance with regulations or losses.
During actual operation, if any problems arise from the facilities that have been arranged as headquarters or public service facilities, localities need to continue to review and rearrange to ensure suitable working conditions for cadres, civil servants, public employees and workers; at the same time, ensure the ability to provide public services and carry out administrative procedures for people and businesses.
The Ministry of Finance also noted that localities need to promptly disseminate and fully update new regulations on the management and use of public assets to the commune level. Units need to base on current decrees and decisions to determine standards and norms for the use of public assets for each subject and each management level. This is an important basis for implementing investment, procurement, arrangement and handling of public assets in accordance with regulations, avoiding waste, over-investment or wrong purposes.
According to current regulations, by the 25th of each month at the latest, ministries, branches and localities must send reports on the arrangement and handling of headquarters and public assets after administrative unit reorganization to the Ministry of Finance according to the prescribed form attached with the guiding document. The submission of reports is done through the General Inventory of Public Assets Software developed and managed by the Ministry of Finance.
Particularly for July 2025, in addition to the regular report, units are required to add three important contents such as: the leadership and direction of the Party Committee and the government on the handling of public assets; the results of developing a plan to handle surplus houses and land; a comprehensive assessment of the review, arrangement, and renovation of headquarters after the administrative unit arrangement. The deadline for submitting the supplementary report is before July 27, 2025.
The Ministry of Finance affirmed that the synchronous, drastic and serious implementation of the above contents is a key solution to improve the efficiency of public asset use, limit loss and waste of the state budget; at the same time, contribute to building a streamlined, modern, effective and efficient administrative system, meeting development requirements in the new period.
