“3 connection” route
There has just been more movement related to the investment implementation of the Phu Yen - Dak Lak expressway (the road axis is considered a strategic infrastructure project with "3 connections": East - West, forest with sea and traffic infrastructure of the Central Highlands with the Central Coast).
In Official Dispatch No. 6765/BXD-KHTC recently sent to the Dak Lak Provincial People's Committee, the Ministry of Construction provided instructions for the locality to complete the investment plan for the Phu Yen - Dak Lak expressway under the public-private partnership (PPP) method.
Previously, in Official Dispatch No. 5830/VPCP-CN, Deputy Prime Minister Tran Hong Ha assigned the Ministry of Construction to preside over and coordinate with the People's Committees of Phu Yen province, Dak Lak province and relevant agencies, based on Decree No. 144/2025/ND-CP stipulating the decentralization and decentralization in the field of state management of the Ministry of Construction, Decree No. 71/2025/ND-CP of the Government on amending and supplementing a number of articles of Decree No. 35/2021/ND-CP detailing and guiding the implementation of the Law on PPP Investment; the Prime Minister's direction and relevant legal provisions to consider proposals and recommendations on the investment plan for the construction of the Phu Yen - Dak Lak expressway of the Dak Lak - Phu Yen inter-provincial People's Committee.
“The Ministry of Construction shall clarify the adjustment of the planning and assign competent authorities to implement the Project in accordance with their authority, ensuring progress and efficiency; and report to the Prime Minister on issues beyond their authority,” Official Dispatch No. 5830/VPCP-CN noted.
In Official Dispatch No. 6765/BXD-KHTC, the Ministry of Construction said that in Resolution No. 202/2025/QH15 dated June 12, 2025 of the National Assembly on the arrangement of provincial-level administrative units, in which the two provinces of Phu Yen and Dak Lak were merged into a new province named Dak Lak province from July 1, 2025.
“Therefore, in order to have a basis for studying and handling local recommendations, the Ministry of Construction requests the Dak Lak Provincial People's Committee to review, update and report specifically on the investment plan for the Phu Yen - Dak Lak expressway,” noted Mr. Bui Xuan Dung, Deputy Minister of Construction.
It is known that there are 5 contents that the state management agency in the field of construction and structural investment proposed to the People's Committee of Dak Lak province to complete the investment plan for the Phu Yen - Dak Lak expressway under the PPP method.
Firstly, the legal basis related to the proposed investment plan for the Phu Yen - Dak Lak expressway under the PPP method, including the provision that the locality is the competent authority to invest in the project.
Second, the need for investment and the project's objectives are to meet the needs of socio-economic development, ensure national interests, national defense and security of the locality to propose investment in the route before 2030.
Third, evaluate and analyze the advantages of the project when investing under the PPP method, BOT contract type compared to other investment methods.
Fourth, the preliminary calculation of the total investment of the Project ensures compliance with regulations, in which the investment rate of the Quy Nhon - Pleiku Expressway Construction Investment Project, which was approved by the National Assembly in Resolution No. 219/2025/QH15 dated June 27, 2025, can be referred to as the investment rate of the National Assembly in Resolution No. 219/2025/QH15 dated June 27, 2025, because the two projects have similar locations, lengths, scales, and characteristics.
Specifically, according to the investment policy just approved by the competent authority, the Quy Nhon - Pleiku expressway is about 125 km long, with a scale of 4 complete lanes, with a preliminary total investment of 43,734 billion VND.
Fifth, estimate capital sources and the ability to balance capital sources for project investment, including the ability to arrange local resources to participate in investment.
A representative of the Vietnam Association of Road Construction Investors (VARSI) said that the contents that the Ministry of Construction has just requested to be clarified or supplemented are basic parameters that help competent authorities have a basis to consider and decide on investment.
“Because the Phu Yen - Dak Lak Expressway Investment Project is expected to be implemented under the PPP method, issues related to financial parameters, investment rate, State capital participation... need to be carefully calculated to ensure feasibility during implementation,” shared a representative of VARSI.
Prioritize PPP options
In mid-June 2025, the People's Committee of Phu Yen - Dak Lak inter-provincial area issued Document No. 141/LT-DL-PY requesting the Prime Minister to consider allowing adjustment of the investment progress of the Phu Yen - Dak Lak expressway before 2030 and the starting point of intersection with the North - South Eastern expressway (CT.01) in the Road Network Planning for the period 2021 - 2030, with a vision to 2050.
The leaders of the two provinces proposed that the head of the Government approve the Phu Yen - Dak Lak Expressway Investment Project under the PPP investment method, eliminate the BOT contract and add the Project to the investment portfolio from the central budget in the medium-term plan for the period 2026 - 2030.
“The People's Committee of Phu Yen province (during the period before the province's merger) and the People's Committee of the new Dak Lak province (when the province is merged) are the competent authorities to implement the Investment Project to build the Phu Yen - Dak Lak expressway, the section from the North - South expressway in the East to National Highway 14”, Document No. 141/LT-DL-PY clearly stated.
It is known that in the Road Network Planning for the period 2021 - 2030, with a vision to 2050, the Phu Yen - Dak Lak expressway (code CT.23) is about 220 km long, starting at Bai Goc port, Phu Yen province; ending at Dak Rue border gate, Dak Lak province.
Currently, the section from Bai Goc port to the North-South Eastern Expressway (CT.01), Dong Hoa town, Phu Yen province (before the merger) is about 10 km long, passing through residential areas, urban areas, and the South Phu Yen Economic Zone. The investment has been basically completed with a scale of 4 lanes to serve the local transportation needs and connect Bai Goc port and neighboring areas in the South Phu Yen Economic Zone. Therefore, the two localities believe that it is not necessary to invest in the expressway section through this area.
Besides, investing in the entire CT.23 expressway is not feasible because the section from National Highway 14 to Dak Rue border gate has low traffic volume and is not really urgent for the process of transporting goods and circulating in the area.
Therefore, in Document No. 141/LT-DL-PY, the two provinces proposed to prioritize investment in the Phu Yen - Dak Lak expressway from the North - South expressway in the East to National Highway 14 with the investment progress before 2030. Specifically, the Phu Yen - Dak Lak Expressway Construction Investment Project has a total estimated length of about 122 km with the starting point intersecting with the North - South expressway in the East; the end point intersecting with National Highway 14.
The route is invested in a complete 4-lane scale, with a continuous emergency lane, a roadbed width of 24.75 m; a design speed of 100 km/h. The expressway is fully equipped with interchanges according to highway design standards and regulations to connect political and economic centers, industrial parks, economic zones, and economic corridors, opening up new development space, contributing to socio-economic development, ensuring national defense and security.
The preliminary total investment of the Project is about 29,655 billion VND (excluding interest during construction), of which compensation, support and resettlement costs are 3,366 billion VND; construction and equipment costs are 20,895 billion VND; project management costs, construction investment consultancy and other costs are 1,672 billion VND; contingency costs are 3,722 billion VND.
Phu Yen and Dak Lak provinces proposed to prepare for investment in the Project from 2025 to 2026; and carry out construction investment from 2026 to 2029.
According to the assessment of the two localities that have now merged into Dak Lak province, if the Project is implemented under the PPP method, it will bring many advantages such as mobilizing social resources, reducing pressure on state budget capital; taking advantage of technological strengths and management experience from the private sector; and reasonably dividing risks between the State and investors during the investment and exploitation of the project.
“To ensure financial efficiency and facilitate the attraction of non-state budget investment capital under the public-private partnership method and shorten the payback period, the percentage of capital between the State and investors will be studied in detail during the next step of implementation after the Project is approved for investment under the PPP method and BOT contract,” stated Submission No. 141/LT-DL-PY.
In the next steps, the authorities will continue to research advanced technical solutions in design and construction such as viaducts, reinforced retaining walls, tunnels, large-span bridges, etc., to minimize the scope of encroachment and the area affecting forest land.
