EVN: Key projects boost the system.
Vietnam Electricity Group (EVN) has three projects participating in the online connection event: the grid connection of Unit 1 of the Hoa Binh Hydropower Plant Expansion Project, the inauguration of the Vinh Yen 500 kV Substation, and the groundbreaking ceremony for the Tri An Hydropower Plant Expansion Project.
The Hoa Binh Hydropower Expansion Project comprises two generating units with a total capacity of 480 MW, located on the right bank of the existing Hoa Binh hydropower dam, with an investment capital of VND 9,220.83 billion.

The expanded Hoa Binh hydropower plant will share the reservoir, dam, and spillway components with the existing Hoa Binh hydropower plant, and will include new construction components such as: the intake channel, the intake gate, the water diversion tunnel, and the power plant.
The project, once operational, will increase the peak power generation capacity of the national electricity system, enabling the maximum utilization of the annual excess water discharged during the flood season from the existing Hoa Binh hydropower plant for electricity generation; improve frequency regulation and stability of the national electricity system; contribute to reducing system costs; reduce the workload of existing generating units, thereby extending equipment lifespan and saving maintenance and repair costs.
After being put into operation, Unit 1, with a capacity of 240 MW, will work together with the existing Hoa Binh Hydropower Plant to contribute even more effectively to the project's main objectives of power generation, regulation, flood control, water supply, and transportation.
Currently, construction and installation forces on the site are striving to complete Unit 2 of the project in October 2025 and aim for the completion of the entire project in 2025.
Also among the 34 locations for live television broadcasts on August 19, 2025, is the Vinh Yen 500 kV Substation Project.
The 500 kV Vinh Yen substation and connecting transmission line, invested by the National Power Transmission Corporation (EVNNPT), a member of EVN, was built in Trung My commune, Binh Xuyen district, Vinh Phuc province (formerly), now Binh Tuyen commune, Phu Tho province.

The project involves the construction of a new 500/220/35 kV substation with two 900 MVA transformers, each connected in combination from three 300 MVA single-phase transformers. Within the project area, 500 kV and 220 kV outgoing feeder bays will also be constructed, along with two connecting transmission line sections totaling 4.7 km.
The 500 kV Vinh Yen substation was successfully energized on July 21, 2025, and is a crucial node in the overall Lao Cai - Vinh Yen 500 kV transmission line, which is "braving the sun and rain" to reach completion on this occasion.
At the other end, Phase 2 of the Lao Cai 500 kV Substation, located in Coc Toong village, Xuan Quang commune, Lao Cai province, is urgently working to complete the technical energization process on August 19, 2025.
Along with the 500 kV substations in Vinh Yen and Lao Cai, the Lao Cai - Vinh Yen 500 kV transmission line project, with a total length of 252 km, commenced construction in early March 2025, is one of the largest power transmission infrastructure projects in the North at present.
Upon completion, the project will connect the Northwest power system to the national grid, ensuring the transmission of power from hydropower and renewable energy plants, while also enhancing regional energy security.

Also commencing construction on August 19th was the Tri An Hydropower Plant Expansion Project in Dong Nai province, which has been approved by the Prime Minister as part of the National Power Development Plan for the period 2021-2030, with a vision to 2050. The project, invested by EVN, has a total investment of over 3,900 billion VND and an installed capacity of 200 MW (including 2 units of 100 MW each). The main components include: the inlet channel, water intake gate, pressure pipeline, power plant, downstream discharge channel, and access road.
The investor will self-finance approximately 30% and secure commercial loans for approximately 70% from KfW and BIDV. According to the schedule, the plant will begin generating electricity from Unit 1 in Q3/2027, Unit 2 in Q4/2027, and the entire project will be completed in Q4/2027.

Also on this occasion, the electricity sector inaugurated the Monsoon - Thanh My 500 kV transmission line project (the section within Vietnamese territory), which was successfully energized on January 23, 2025. This is a key transmission grid project, serving the import of electricity from the Monsoon Wind Power Plant (Laos) to Vietnam, adding 600 MW to the national power system in the 2024-2025 period.
Meanwhile, the boiler of Unit 1 at Quang Trach 1 Thermal Power Plant successfully fired oil for the first time. This is an important milestone in the project's implementation, transitioning from construction to the unit's commissioning phase and moving towards synchronization and power generation for Unit 1 in 2025 and both units in 2026.
Hanoi Power Corporation (EVNHANOI) also commenced construction on two key projects: the Hoa Lac 220 kV Substation and the Phu Cat 110 kV Substation. These are two of the 250 particularly important projects celebrating the 80th anniversary of the August Revolution and National Day of the Socialist Republic of Vietnam, and mark a new step forward in the development of the capital's power grid infrastructure.
Petrovietnam : Realizing environmentally friendly gas-fired power generation.
The O Mon IV Thermal Power Plant at the O Mon Power Center is one of 250 exemplary projects commenced on this occasion. It is also the first downstream project in the Block B - O Mon gas-electricity project chain, marking a strategic step forward on the national energy map.

Given the urgent need to meet the supply chain deadline, the Prime Minister has assigned the Vietnam National Energy Corporation (Petrovietnam) as the investor for this project, thereby promoting the downstream segment and ensuring the synchronization of the entire chain. The project is consistent with the revised Power Development Plan VII and Power Development Plan VIII, and contributes to achieving the commitment of net zero emissions by 2050.
The commencement of construction of the O Mon IV Thermal Power Plant marks the first downstream link of the Block B - O Mon Gas-Electricity value chain entering the synchronized construction phase. The project contributes to creating a clean and stable power source for the Mekong Delta, increasing the reliability of the national power system.
The project is being undertaken by a consortium of Doosan Enerbility (South Korea) and PECC2 (Vietnam) as the EPC general contractor. The plant's designed capacity is approximately 1,155 MW. The plant utilizes new-generation combined-cycle gas turbine technology, offering high efficiency, fuel savings, and environmental friendliness. Commercial operation is expected to begin in December 2028, coinciding with the process of bringing gas from Block B ashore.
When commissioned, the O Mon IV Thermal Power Plant will contribute to increasing the total power generation capacity managed by Petrovietnam to over 9,300 MW (equivalent to about 10% of the system capacity). It will also provide a clean and stable power source for the Mekong Delta region – where electricity demand is rapidly increasing but there is a shortage of local power generation.
TKV: additional sources of funding to ensure security. for energy security
The Ha Rang mine expansion project (Hon Gai Coal Company) was also selected as one of 34 projects for the August 19, 2025 commemoration, with the goal of contributing to national energy security and creating stable jobs for many workers.
According to Decision No. 893/QD-TTg dated July 26, 2023, of the Prime Minister, the Ha Rang mining area needs to be expanded for exploitation during the period 2021-2030. The project aims to effectively utilize the explored reserves, maintain stable production, meet the coal needs of the economy, and ensure jobs and income for workers.

Based on that, Hon Gai Coal Company has proactively and gradually completed the legal and technical procedures, creating momentum to accelerate the progress of the Ha Rang mine expansion project.
Accordingly, the project has an industrial reserve of 8.93 million tons of clean coal, equivalent to 11.85 million tons of raw coal; a mining capacity of 900,000 tons/year; and a mine lifespan of 17 years. The total investment is 1,413 billion VND; the mining depth ranges from -50 to -250 meters.
The seam opening will be carried out using inclined shafts combined with cross-seam excavation, applying a longwall mining system along the direction of the shaft along with modern mechanized technologies, and supporting the longwall with mobile frame supports or flexible supports, depending on geological conditions. It is expected that the first longwall will be put into operation in the first quarter of 2028.
Also being simultaneously implemented at TKV are four other projects. Specifically, these include the Coc Sau - Deo Nai Cluster Mining Project, with a capacity of 2.7 million tons/year and a total investment of approximately 2,074 billion VND; the Tan Yen - Dong Trang Bach underground mining project, with a capacity of 0.45 million tons/year and a total investment of approximately 1,111 billion VND; the Nam Mau Coal Screening Plant Project, with a capacity of 2.5 million tons/year and a total investment of approximately 1,019 billion VND; and the Nui Beo Coal Joint Stock Company's underground worker dormitory, with a total investment of approximately 299 billion VND, comprising 398 rooms based on a one-person/apartment model, to be implemented from 2025 to 2027.
These are key projects of TKV that are of significant importance in enhancing the capacity for coal production, processing, and supply, meeting national energy needs, and contributing to the modernization of the coal industry and improving working and living conditions for workers.
Renewable energy: a resurgence.
The Hai Anh Wind Power Plant project, located in Huong Phung and Lao Bao communes (formerly Huong Hoa district), is a Group B, Level II energy project with a capacity of 40 MW and a total investment of 1,500 billion VND mobilized by the investor.
The project received investment approval from the Quang Tri Provincial People's Committee in March 2021, commenced construction in December 2023, and to date, the investor has implemented and completed all contract packages including connecting roads, internal roads, substations, 110 kV power lines, expansion of the Lao Bao 110 kV switchgear, installation of 8 turbine towers, fire protection system, and other related items.

Specifically, the wind turbine project features turbines with a capacity of 5 MW each, a tower height of 125 meters, a rotor diameter of 172 meters, and generator technology including medium-speed geared hydrogen and permanent magnet generators.
Regarding the 22 kV underground cable project, four underground cable lines connecting the wind turbines to four 22 kV outgoing bays installed in the distribution room of the 22/110 kV Hai Anh Wind Power Plant substation have been completed, each outgoing line comprising two wind turbines… In addition, the project has completed the 22/110 kV substation, the 110 kV connecting line with a length of 3.38 km; and the construction and expansion of one bay at the Lao Bao substation…
On June 29th, the Hai Anh Wind Power Plant was granted an electricity operation license by the Quang Tri Provincial People's Committee. The plant has completed the initial energization of the 110 kV substation for trial runs and acceptance testing, meeting the requirements of the National Power System and Electricity Market Operation Company. Following the inauguration on August 19th, the plant will commence commercial operation.
