Expanding the safety net

- Through many practical emulation movements associated with professional tasks, in recent years, Social Insurance Region V has improved the quality and efficiency of its operations, creating positive changes, gradually affirming its central role in implementing social security policies in the province.

Provincial Social Insurance officers propagate and mobilize people to participate in voluntary social insurance and family health insurance.

Ms. Nong Thi Phuong Thao, Director of Social Insurance Region V, said: In recent years, Social Insurance Region V has implemented many exciting emulation movements under the guidance of Vietnam Social Insurance and the Provincial People's Committee, closely linked to the implementation of the political tasks of the industry, focusing on innovating the content and form of organization, promptly rewarding and praising advanced models. Thereby, motivating and encouraging cadres and civil servants in the entire industry to register for emulation and actively respond to emulation movements, creating an exciting emulation atmosphere that contributes significantly to the successful completion of assigned tasks.

Accordingly, Social Insurance of Region V actively responded to the emulation movements launched by the Prime Minister, the Provincial People's Committee, and Vietnam Social Insurance, concretizing the emulation contents into the monthly and quarterly work programs and plans, associated with the implementation of the political tasks of the industry and locality. Typically, implementing the emulation movement "The whole country joins hands to build new rural areas", the campaign "The whole people unite to build new rural areas and advanced new rural areas", Social Insurance of Region V has developed a plan to organize the implementation of emulation contents associated with criteria related to professional tasks, focusing on synchronously implementing solutions to increase the number of people participating in health insurance, striving for 100% of communes to achieve the rate of people participating in health insurance (HI).

Mr. Tran Anh Tuan, Director of Trang Dinh Social Insurance, informed: To overcome difficulties and complete assigned tasks and targets, we have launched an emulation movement associated with professional work, thereby promoting the sense of responsibility, initiative and positivity of each officer and employee with many flexible ways. Not only promoting and mobilizing the development of social insurance through conferences, social insurance employees and collection agents are also divided into groups, providing home consultation, promoting and mobilizing via social networks Zalo, Facebook, etc.

Every year, the Social Insurance of Region V launches and organizes its affiliated units to register for emulation, sign emulation agreements, and strive to successfully complete assigned targets and tasks. In addition, depending on the actual situation, the unit launches specialized emulation movements targeting key areas of the industry such as: emulation to develop participants and reduce social insurance, health insurance, and unemployment insurance debts; specialized emulation on collection and development of social insurance and health insurance participants; sprint emulation for the last 3 months of 2024; "Peak month of propaganda to develop voluntary social insurance and health insurance participants to make achievements in response to the Month of mobilizing and implementing universal social insurance"...

The good organization of emulation movements has created motivation and encouragement for cadres, civil servants and employees in the unit to strive to complete their assigned tasks well. Receiving a certificate of merit from the General Director of Vietnam Social Security for her outstanding achievements from 2023 to 2024, Ms. Dinh Thuy Nga, an officer of Loc Binh Social Security, shared: Responding to the emulation movements launched by the provincial Social Security, I always actively responded, spent time studying documents, approached people in many forms to help people have correct and complete awareness and voluntarily register to participate. Particularly in the Month of mobilizing and implementing universal social insurance (May 2025), I developed 37 participants.

Every year, the Social Insurance of Region V has completed and exceeded the assigned targets and tasks. The number of people participating in social insurance, health insurance, and unemployment insurance has increased gradually over the years. To date, the whole province has 708,055 people participating in social insurance, health insurance, and unemployment insurance. The collection of social insurance, health insurance, and unemployment insurance has been completed and exceeded the assigned plan every year, with the collection of the following year being higher than the previous year. The total collection in 2024 reached over 2,000 billion VND, an increase of 452 billion VND compared to 2020. Particularly from the beginning of 2025 to now, the total collection of social insurance, health insurance, and unemployment insurance has reached over 1,000 billion VND, an increase of 630 billion VND compared to the same period in 2024.

In the coming time, Social Insurance Region V will continue to innovate the content and methods of organizing emulation movements in a practical and effective manner, closely following the core tasks and requirements of digital transformation of the whole industry. At the same time, it will continuously improve the quality of service, taking the satisfaction of people and businesses as a measure of the success of the patriotic emulation movement in the new period.
