Sand is being brought to the construction site of 5 key road projects in the South.

Five major road projects being implemented in the southern region still need a large amount of sand to speed up progress.


Mining capacity is still low

Reporting to the Government leaders on the material supply situation for key transport projects in the Southern region, the Ministry of Construction said that as of the first week of March 2025, the Ho Chi Minh City Ring Road 3 project still lacked more than 6 million cubic meters of sand to complete the embankment work.

The project has been licensed and is qualified to exploit more than 3 million m3, is completing licensing procedures for 8 million m3, and has not yet identified the source of 1.1 million m3. The current exploitation capacity is only 5,700 m3/day, while the required capacity is 26,000 m3/day.

At the Ho Chi Minh road project, Rach Soi - Ben Nhat, Go Quao - Vinh Thuan sections, the amount of sand still lacking is 1.8 million m3 to complete the embankment work.

Of which, about 1.4 million m3 need to be brought to the construction site in March 2025 to complete the main line loading work, meeting the completion schedule by the end of 2025.

Removing difficulties in the source of construction materials for highway projects, at the recent inspection of the progress of highway projects in the Mekong Delta region (February 6), Deputy Prime Minister Tran Hong Ha requested project management boards and mining contractors to accurately summarize the needs and review the source of local sand mine materials; from there, make recommendations to specialized ministries for solutions and difficulties.

Localities are recommended to strictly control mines on a monthly and quarterly basis to have a good direction to resolve mineral exploitation procedures; and to do a good job of environmental monitoring procedures in mineral exploitation.

Currently, the project is making the most of commercial sand sources, with a capacity of only about 20,000m3/day, not meeting the requirements (46,000m3/day).

For the Cao Lanh - An Huu Expressway project, component 1 still lacks 0.6 million m3 of sand to complete the roadbed loading work before March 31, 2025. Currently, the project has been licensed and is eligible to exploit 2.3 million m3. However, the exploitation capacity is only 7,000 m3/day compared to the requirement of about 20,000 m3/day.

Component 2 project still lacks 1.4 million m3 of sand to complete the foundation work. Currently, the authorities have licensed the exploitation of nearly 1.6 million m3 out of the demand of 1.4 million m3, ensuring construction progress.

For the Chau Doc - Can Tho - Soc Trang expressway project, as of March 4, the amount of sand still lacking is more than 22 million m3 of sand to complete the embankment work.

14 million m3 of which need to be brought to the construction site in August 2025 to complete the main line loading work, ensuring progress to the finish line in 2026.

By early March, the project had been licensed and qualified to exploit more than 19 million m3; was completing procedures for more than 4 million m3; and had not yet identified the source of nearly 5 million m3. The exploitation capacity was only 24,000 m3/day, while the required capacity was 94,000 m3/day.

Located on the North-South Eastern Expressway axis under construction, as of early March 2025, the two component projects of the Can Tho - Ca Mau section (including Can Tho - Hau Giang and Hau Giang - Ca Mau) still lack 3.7 million m3 of sand to complete the embankment work.

The project has been licensed and is qualified to exploit more than 25 million m3; is completing licensing procedures for 0.6 million m3; the source of 1.4 million m3 has not been identified.

During the exploitation process, many mines had to be temporarily suspended due to a number of reasons such as landslides, exhaustion of reserves, and excessive depth of exploitation, resulting in the exploitation capacity not meeting the schedule, reaching only 30,000m3/day (required capacity 40,000m3/day).

Race to complete mining procedures in March

To ensure the progress of project implementation, the Ministry of Construction proposed that the Government leaders direct Tien Giang province to complete licensing procedures for mines with reserves of more than 7 million m3 before March 15, 2025 to supply the following projects: Can Tho - Ca Mau (0.6 million m3); Chau Doc - Can Tho - Soc Trang Expressway Component 2 Project (nearly 3 million m3); Ho Chi Minh City Ring Road 3 (nearly 4 million m3).

This locality is also requested to identify sufficient sources and complete procedures for exploiting more than 4 million m3 in March 2025 to supply the projects: Can Tho - Ca Mau (1.4 million m3); Component Project 2 Chau Doc - Can Tho - Soc Trang (more than 1.6 million m3); Ho Chi Minh City Ring Road 3 (more than 1 million m3).

Ben Tre province completes licensing procedures and puts into operation mines with reserves of more than 4 million m3 before March 15, 2025 to supply the Ho Chi Minh City Ring Road 3 project; determines sufficient sources for the remaining 1.8 million m3 of sand and completes exploitation procedures in March 2025 to supply the Chau Doc - Can Tho - Soc Trang Expressway Component 3 project.

An Giang province has identified enough sources of 1.5 million m3 of missing sand and completed exploitation procedures in March 2025 to supply enough 3 million m3 according to the assigned target for component project 1 of Chau Doc - Can Tho - Soc Trang expressway.

Also in March 2025, Soc Trang province was requested to complete licensing procedures for exploiting river and sea sand mines to supply the Chau Doc - Can Tho - Soc Trang component project 4.

Kien Giang province will complete procedures for exploiting sea sand in March 2025 to supply the Ho Chi Minh road project, Rach Soi - Ben Nhat and Go Quao - Vinh Thuan sections.
