On the morning of August 23, Vice Chairman of the Provincial People's Committee Duong Tat Thang - Deputy Head of the Provincial Committee for Disaster Prevention and Search and Rescue, and a working delegation inspected the response to storm No. 5 in the communes of Thach Ha, Viet Xuyen, Loc Ha, Toan Luu, Thach Xuan, Dong Kinh, Mai Phu and Hong Loc.
Accompanying were leaders of departments, branches, members of the Provincial Steering Committee for Disaster Prevention and Control and representatives of relevant localities.

As of 9:00 a.m. on August 23, there were 188 fishing boats of fishermen from inside and outside the province anchored at the Cua Sot fishing port and storm shelter area. The Ha Tinh Fishing Port and Storm Shelter Management Board proactively coordinated with the Cua Sot Border Guard Station to notify, guide and support fishermen to bring their boats to safe storm shelters.

Next, the provincial working delegation inspected the subsidence location on the Huu Nghen dike in Dong Ha 2 village, Thach Ha commune (formerly Dong Ha 2 village, Thach Long commune, Thach Ha district).

At locations K25+851 to K25+881 on the Huu Nghen dike, the lower part of the dike has been eroded and eroded deeply, in some places up to 7 - 8m deep. On the surface of the dike and traffic road, there have been many subsidence and large cracks, in some places the cracks are deeper than 20cm; the stone embankment on the slope has many sections washed away by water. The subsidence, cracking, and landslide points are close to residential areas and have spread to the houses of households, causing cracks in the gates, yards, and walls of houses.

Through on-site inspection and listening to reports from localities, Vice Chairman of the Provincial People's Committee Duong Tat Thang acknowledged the proactiveness of units and localities in preparing plans to respond to storms and floods. However, it is quite worrying that currently in the communes, there are a number of degraded bridges, culverts, and dikes that have not been repaired in time, a number of projects are being implemented, and many landslides threaten infrastructure, houses, and traffic.

Vice Chairman of the Provincial People's Committee Duong Tat Thang affirmed: The tropical depression has strengthened into a storm, directly affecting the North Central provinces, including Ha Tinh. Therefore, local authorities and people must closely monitor weather developments, immediately deploy proactive measures, especially on-site plan 4 to respond and minimize damage caused by storm No. 5.
Units and localities urgently call on ships and boats to come ashore to avoid storms; strictly manage the departure of ships and boats; guide ships and boats to anchor at wharves and river mouth areas to ensure safety; proactively develop plans to ensure the safety of natural disaster prevention works and works under construction.
Proactively develop plans to drain and prevent flooding for summer-autumn rice and aquaculture areas; organize tree pruning, bracing, and reinforcing signs, houses, public works, industrial parks, factories, and warehouses. Review areas that are frequently deeply flooded, areas at risk of flash floods and landslides, assign staff to specifically monitor areas at high risk of natural disasters, and proactively implement response plans, including plans to evacuate people, to ensure the safety of people's lives.
For degraded structures with high risk of insecurity, it is necessary to arrange forces and vehicles to be on standby at key locations to be ready to respond to the developments of floods and rains. Regularly inspect and control the area, resolutely not allowing people to stay on boats, cages, rafts, and watchtowers during heavy rain and strong winds.
