The Hanoi People's Committee has just issued a plan to organize groundbreaking and inauguration ceremonies for large-scale investment projects and construction works of significant importance in the city, in anticipation of the 14th National Congress of the Communist Party of Vietnam.
According to the plan, on the morning of December 19th, Hanoi will simultaneously hold groundbreaking ceremonies for 7 major investment and construction projects whose investment policies have been decided by the City, along with projects under the authority of central ministries and agencies. This activity aims to create a vibrant atmosphere of competition and spread confidence and expectations for a new phase of development for the Capital city.

Organizing groundbreaking and inauguration ceremonies for large-scale projects is identified as a practical activity to celebrate the 14th National Congress of the Party, while continuing the positive effects following the groundbreaking and inauguration events of major projects on August 19, 2025, on the occasion of the 80th anniversary of the August Revolution and National Day, and on October 10, 2025, the anniversary of the Liberation of Hanoi. These projects are expected to contribute to boosting Hanoi's GRDP growth in 2026 and subsequent years to 11% or more, while also creating a positive social impact, strengthening public confidence and consensus in transportation, urban, and social infrastructure projects.
The groundbreaking and inauguration ceremonies for projects celebrating the 14th National Congress of the Communist Party of Vietnam were held on the morning of December 19th at various project sites throughout Hanoi. The program was broadcast live via video conference on Vietnam Television, ensuring consistency in script, rituals, images, and sound across all locations, thereby clearly demonstrating the scale, significance, and impact of the event.
Notably, Hanoi was chosen as the location for two important connection points. The central connection point is located at the groundbreaking ceremony for the Olympic Sports Urban Area project, from where it connects online to 79 other connection points nationwide, including key projects and works organized by central ministries, agencies, and localities to be launched and inaugurated at the same time.

The main bridgehead of Hanoi city is located at the Red River Landscape Boulevard Construction Investment Project, affirming the strategic role of the project in the orientation of urban spatial development and infrastructure of the Capital.
Among the urban infrastructure projects that have commenced, the Olympic Sports City Construction Project is a large-scale project of particular importance. The project has a preliminary total investment of approximately 925,000 billion VND, covers an area of about 9,171 hectares, and is projected to accommodate a population of approximately 751,000 people. It will be implemented across 11 communes: Dai Thanh, Ngoc Hoi, Nam Phu, Thuong Tin, Hong Van, Chuong Duong, Thuong Phuc, Binh Minh, Tam Hung, Thanh Oai, and Dan Hoa. The project is oriented towards developing into a modern sports-urban complex, capable of enabling Hanoi to host continental and international sporting events such as the ASIAD, the Olympics, and the World Cup.
On the same occasion, Hanoi commenced the construction of the Red River Scenic Boulevard Project, with a preliminary total investment of approximately 855,000 billion VND and a research area of about 11,000 hectares. This includes a scenic transportation axis approximately 80 km long, a system of parks, public spaces, and urban redevelopment areas. A component project that commenced construction is the Phu Thuong Ward Public Park, covering approximately 2 hectares with a preliminary total investment of about 670 billion VND, contributing to the realization of the goal of developing the Red River into a green, scenic, and cultural axis of the capital city.

In the transportation sector, the city organized the groundbreaking ceremony for the Hanoi urban railway project , Line 5 (Van Cao - Ngoc Khanh - Lang - Hoa Lac), with a total length of nearly 40 km and a total investment of over 72,000 billion VND, aiming to reduce traffic congestion, promote urban development according to the TOD model, and connect the central area with the western part of the city. In addition, there is the project to build a road connecting Gia Binh Airport with Hanoi under the PPP and BT contract methods, with a total investment of nearly 33,000 billion VND, serving regional connectivity and the organization of the APEC 2027 Conference.
In addition to major infrastructure projects, Hanoi simultaneously commenced construction on many socially significant projects, including the Tien Duong 1 Social Housing Project (Tien Duong Park City) in Phuc Thinh commune, with a total investment of over 9,300 billion VND, providing approximately 4,000 apartments. Also included are the Times Square Hanoi Complex Project on Pham Hung Street, Yen Hoa ward, with a total investment of 4,998 billion VND, and the project to renovate, upgrade, and reconstruct the park along both sides of the To Lich River in Nghia Do ward, with a total investment of approximately 4,665 billion VND.
BOX: At exactly 9:00 AM on December 19th, the groundbreaking and inauguration ceremonies for 234 major projects and works to celebrate the 14th National Congress of the Communist Party of Vietnam will be held simultaneously at 79 locations nationwide. According to the Ministry of Construction , among the 234 projects and works mentioned above, there are: 148 projects that commenced construction and 86 projects that were inaugurated and opened to traffic in 34 provinces and cities, with a total investment of over 3.4 million billion VND, of which 96 projects use state capital of over 627,000 billion VND, accounting for approximately 18% of the total capital.
