With the goal of ensuring social security and improving the quality of life for its people, Bac Giang province has intensified efforts to eliminate temporary and dilapidated houses for poor and near-poor households, as well as families of war veterans, through social mobilization. Through this implementation, many innovative and effective approaches have been developed and replicated.

With the theme "Millions of loving hearts, building thousands of solidarity homes," in 2024, the program to mobilize and support the construction and elimination of temporary and dilapidated houses for poor and near-poor households, and to support families of war veterans facing housing difficulties or needing repairs or reconstruction in Bac Giang province, has supported the completion of the construction and repair of 1,396 houses.

Specifically, Bac Giang province has started construction, repair, completed and handed over 968 houses for poor and near-poor households, 233 houses for households of people with meritorious services, and 195 houses for households in ethnic minority and mountainous areas, achieving 100% of the set plan and targets. Notably, in 2024, the Vietnam Fatherland Front at all levels in the province mobilized over 86 billion VND. Of this, the "For the Poor" Fund at all levels received over 36 billion VND in support funds. They also mobilized over 51,000 man-days of labor, thousands of tons of raw materials, and many other household items and supplies.

To achieve these impressive results, from the beginning of 2024, Bac Giang province implemented many solutions and launched a widespread, flexible movement suitable for all individuals in the province as well as Bac Giang residents living throughout the country, with the spirit of "Everyone contributes what they can, everyone contributes their labor, everyone contributes their resources, everyone contributes what they can, everyone contributes what they can, from funding and labor for transportation and dismantling to providing household items and supplies for families after the handover of their houses.

Bac Giang province has determined that each house for poor households, near-poor households, and families of war veterans is built not only with bricks, stones, cement, and steel, but also with the spirit of solidarity, the tradition of mutual support, and the affection and compassion of the entire society. Therefore, mobilizing resources is a shared responsibility between the State, society, and the people. In this, state resources play a leading role. Social resources are key, with the principle of State support, community assistance, and households organizing housing construction with 100% of the funding mobilized from social sources. With this consistent spirit, hundreds of houses for beneficiaries have been started construction and renovation in 2024.

For example, the Bac Giang Provincial Police force has provided support for 27 houses with a total cost of over 6.1 billion VND. Of this, the contribution from officers and soldiers was over 2 billion VND. The Provincial Military Command mobilized support for 15 solidarity houses, comrade houses, houses of compassion, and houses of military-civilian solidarity. The Women's Union at all levels has supported the construction of 49 new houses with a support value of over 2 billion VND; providing over 20,000 man-days of labor… To date, the entire province has mobilized funds, man-days of labor, materials, and household goods worth nearly 78 billion VND to eliminate temporary housing for eligible beneficiaries.

According to Mr. Dinh Duc Canh, Chairman of the Vietnam Fatherland Front Committee of Bac Giang province, the program to eliminate temporary and dilapidated houses in the province has mobilized the entire political system and all strata of the people to participate. The Vietnam Fatherland Front at all levels has been proactive and creative in its implementation and has been rich and diverse in its mobilization efforts. The methods of support are detailed, specific, public, and transparent to each target group, thereby increasing the people's trust in the Party and the State.

In 2025, the Steering Committee at all levels in Bac Giang province will continue to identify the elimination of temporary and dilapidated houses for poor households, near-poor households, and households of people with meritorious services as an important political task that needs to be focused on and implemented with the spirit of "High determination, great effort, decisive action; focused and targeted implementation; clear assignment of people, tasks, timeframes, responsibilities, results, and outcomes." The goal is to complete the elimination of 100% of temporary and dilapidated houses for households with legal land ownership by September 2025 to celebrate the 20th Provincial Party Congress; and to focus on resolving obstacles and striving for the highest possible results in eliminating temporary and dilapidated houses for households that do not yet meet the criteria.

With the theme "A Warm Home for the People of Bac Giang," Bac Giang province aims to complete the elimination of temporary and dilapidated houses for 882 households in 2025, including 523 new constructions and 359 repairs. Of these, 245 houses will be for people with meritorious service to the revolution; 110 houses for poor and near-poor households under two national target programs; and 527 houses for poor and near-poor households under the program to eliminate temporary and dilapidated houses. The total budget for implementation is approximately 45 billion VND, ensuring a minimum support of 60 million VND for new constructions and 30 million VND for repairs.
