On the afternoon of May 18th, the National Center for Meteorological and Hydrological Forecasting warned that from the night of May 19th to May 21st, the Northern region, Thanh Hoa and Nghe An provinces will experience moderate to heavy rain and thunderstorms, with some areas experiencing very heavy rain. Rainfall amounts will generally range from 60-120mm, with some areas exceeding 250mm. Some heavy rain showers (over 100mm within 3 hours) are possible.

Simultaneously, the Department of Meteorology and Hydrology ( Ministry of Agriculture and Environment ) also submitted a report to the National Steering Committee for Civil Defense regarding this rainfall. According to the meteorological and hydrological agency, on May 18th, both day and night, the Northeast and North Central regions experienced thunderstorms with rainfall amounts generally ranging from 20-40mm, and exceeding 100mm in some areas. The area from Quang Tri to Lam Dong and the Southern region received 10-30mm of rain, with some areas exceeding 80mm, concentrated in the late afternoon and evening. The thunderstorms carried the risk of tornadoes, lightning, hail, and could cause flash floods and landslides. Prior to this, on May 16th and 17th, some areas experienced heavy rain, causing localized flooding.

In response to these weather developments, on the afternoon of May 18th, the National Steering Committee for Civil Defense issued a document requesting the People's Committees of 34 provinces and cities to closely monitor weather forecasts and warnings, and promptly inform local authorities and the public to proactively prevent the risks of extreme weather.

The National Steering Committee for Civil Defense has requested that localities review areas at risk of flash floods and landslides, proactively evacuate people to safe places, and prepare local forces and resources to support disaster relief efforts should such situations occur.

Coastal provinces and cities from Quang Ninh to An Giang are closely monitoring the developments of strong winds at sea, informing owners of vessels and boats operating at sea to proactively take preventive measures, ensuring the safety of people and property, and maintaining communication to promptly handle any arising situations.

The National Steering Committee for Civil Defense also requested localities to strengthen information dissemination, update guidance on skills for responding to heavy rain, tornadoes, lightning, flooding, flash floods, landslides, and strong winds at sea; organize serious duty shifts, and regularly report the situation to the National Steering Committee for Civil Defense through the Department of Dyke Management and Disaster Prevention (Ministry of Agriculture and Environment).
