Reorganizing the structure of agencies in conjunction with downsizing the workforce.

According to the plan, the Chairman of the People's Committee of Hai Phong City requested that agencies, units, and localities complete the project or plan for restructuring and streamlining the political system's apparatus before January 1, 2025.

Hai Phong is implementing the reorganization, consolidation, and transfer of functions of departments and agencies to ensure the rational organization of multi-sectoral and multi-field management departments and offices, adhering to the principle of one agency performing multiple tasks and one task being assigned to only one agency to take the lead and bear primary responsibility. The reorganization of the organizational structure is linked to downsizing the workforce and restructuring, improving the quality of the staff, civil servants, and public employees.

For the departments, after the merger, there will be one office, one departmental inspectorate, and one division performing the functions of Finance - Planning - Investment; reducing the number of specialized divisions by at least 15-20%, and implementing multi-tasking, multi-field management divisions.

In addition to merging 12 departments into 6, the Chairman of the People's Committee of Hai Phong City also requested districts and communes in the area to reorganize and merge some departments, bureaus, and public service units. Some localities will proceed with merging the Land Fund Development Center with the Investment and Construction Project Management Board, the Department of Agriculture and Rural Development with the Department of Natural Resources and Environment, etc.

Specifically for educational and training institutions under the People's Committee of districts and communes, Hai Phong requires continued review to implement the rearrangement and merger of preschools within the same administrative unit at the commune level; and the rearrangement of primary and secondary schools with fewer than 15 classes. Local authorities should review primary and secondary schools within the same administrative unit at the commune level to propose plans for rearranging and merging schools of the same level or establishing combined primary and secondary schools (depending on the actual conditions of the locality), ensuring the principle of convenience for the people and protecting the rights of students.

The People's Committee of Hai Phong City will also transfer the Health Centers under the Department of Health to district and county management and terminate the operation of the Steering Committees under the People's Committees at the district level. The completion deadline is before December 31, 2024.

Regarding staffing levels, initially, the maximum number of personnel in newly established agencies, localities, and units will be based on the number of employees present before the restructuring, merger, or consolidation. However, these agencies, localities, and units must develop plans to reduce staffing levels in accordance with central government regulations.
