That was the affirmation of the Central Party Committee member, Provincial Party Secretary, Chairman of the People's Council of Long An province - Nguyen Van Duoc at the Conference of the Provincial Party Standing Committee to thoroughly grasp and implement the policy and orientation to arrange and streamline the apparatus in the provincial political system.

At the conference, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council - Nguyen Van Duoc thoroughly grasped 4 viewpoints in implementing the arrangement and streamlining of the provincial apparatus: (1) Unification and synchronization with the Central, in which, there are some contents that are superior to the Central and have a suitable and effective roadmap. (2) The ideology must be clear - Political determination must be the highest - Actions must be truly drastic. (3) The implementation process must maintain and promote the spirit: Solidarity - stability - development. (4) The arrangement and streamlining of the apparatus in the political system this time is in the direction of "Refined - compact - strong - effective - efficient - effective", aiming to minimize overlap in leadership and management, improve the efficiency and responsibility of each agency and unit; save the state budget, use resources more reasonably and effectively; at the same time create conditions for cadres and civil servants to maximize their capacity and expertise in performing public duties.

At the same time, we must be consistent with the guiding ideology of the General Secretary - To Lam : "This is a particularly important task, a revolution in streamlining the organizational apparatus of the political system. This is not only a matter of scale or quantity, but more deeply, it is necessary to create qualitative changes in the operation of the political system"; "Streamlining the organizational apparatus of the political system is a very urgent issue, it must be done, the sooner it is done, the more beneficial it is for the people and the country"; "missing the opportunity is a mistake to the people".

In principle, the Provincial Party Secretary summarized in a concise, easy-to-remember, easy-to-understand way for agencies and units subject to the arrangement to easily implement, that is: (1) People follow the work. (2) One job (function) is only done by one agency and is responsible for it. (3) "Run and line up at the same time; running means the whole line must run, no chaos; the Central does not wait for the locality, the locality does not wait for the Central; the province does not wait for the district, the district does not wait for the province".

In which, the Provincial Party Secretary analyzed that one task is only done by one agency and is responsible for, which means one agency performs many tasks, one task is only assigned to one agency to preside over and take primary responsibility; thoroughly overcome the overlapping of functions and tasks, division of areas and fields; the agencies and organizations that were previously initially arranged must also be reviewed and proposed again; resolutely eliminate intermediary organizations.

The Provincial Party Secretary also affirmed that the Central Government will issue specific policies to ensure the legitimate rights and interests of cadres, party members, civil servants, public employees, and workers; ensure the streamlining of the organizational apparatus associated with the streamlining of staff, minimizing the impact on the lives of cadres, party members, civil servants, and workers. The regimes and policies can be superior for those subject to the arrangement and give special priority to those who volunteer. The Provincial Party Secretary requested that units and agencies must strictly comply with the policies and regimes of the Central Government and localities when implementing the arrangement.

Sacrificing for the country and for the province to develop is glorious, is proud and in the heart will be light, will be peaceful” - the Provincial Party Secretary shared, thoroughly grasping the common spirit and recalling the words of the General Secretary - To Lam: “We must overcome and accept sacrifice; the virtue of sacrifice is our tradition; sacrifice brings glory and honor; sacrifice personal interests for the country to develop”.

At the conference, the Provincial Party Secretary informed that the Provincial Party Standing Committee had decided to establish a Provincial Steering Committee; the decision clearly assigned the tasks of each member; and agreed on the implementation contents according to the Central's direction and the actual situation of the province.

On behalf of the Provincial Party Committee Standing Committee, the Provincial Party Committee Secretary requested each comrade in the Steering Committee to promote a high sense of responsibility, promptly carry out assigned tasks according to the plan, ensure progress, time and implement the information and reporting regime in accordance with the regulations of the Central and the province; promptly make recommendations and proposals on problems and difficulties to the Steering Committee and the Provincial Party Committee Standing Committee for timely direction.

The Provincial Party Secretary requested each agency, unit, and locality to urgently review the functions, tasks, and organizational structure; evaluate the staff and civil servants according to job positions, meeting the requirements of new tasks to propose plans to arrange and streamline the internal focal points of agencies, units, and organizations within the scope of leadership and management and implement staff streamlining to ensure the organization is streamlined, suitable to the situation and characteristics of the agency and unit. In addition, it is necessary to review and propose to competent authorities to decide to merge, dissolve, and end the tasks of a number of steering committees; only retain those steering committees with truly necessary functions and tasks.

The Provincial Party Secretary added that the Provincial Party Standing Committee has decided to temporarily suspend the recruitment and acceptance of civil servants at the provincial and district levels; temporarily suspend the appointment and introduction of candidates for higher positions or approve the policy of perfecting the leadership and management positions of agencies, units and localities that are expected to be reorganized and streamlined.

For other leadership and management positions in agencies, units, localities and the mobilization of cadres to perfect leadership and management positions according to the personnel structure of party congresses at all levels for the 2025-2030 term, party committees, party organizations, and collective leadership of agencies and units need to closely and thoroughly review the structure, quantity, personnel, requirements for performing specific tasks and report to competent authorities for consideration and decision according to regulations.

In parallel with the above tasks, the Provincial Party Secretary especially noted that the implementation of the arrangement of the apparatus and restructuring of the staff must be associated with ensuring the simultaneous good implementation of two important tasks: (1) Accelerating and making breakthroughs in implementing the socio-economic tasks in 2025, contributing to "reaching the finish line" of the Resolution of the 11th Provincial Party Congress. (2) Well preparing the conditions for organizing Party congresses at all levels in the province towards the 14th National Party Congress, with the requirement that the new apparatus must be better than the old one and put into operation immediately; not to interrupt work, not to leave gaps in time, not to leave vacant areas and fields; not to affect the normal activities of society and people.

In each difficult and challenging period, the precious traditions and virtues of Long An people are strongly promoted. That is the tradition of fighting "bravely and steadfastly" with the whole country to gain victory in the two resistance wars to save the country, build and protect the Fatherland; the spirit of self-reliance, self-improvement, breakthrough, creativity in labor and production with the policy of exploiting Dong Thap Muoi; the pioneering spirit, leading the way in innovation with the policy of "price - salary - money".

In particular, most recently, the perseverance and determination to overcome extremely difficult times with the unprecedented battle of the "Covid-19 pandemic".
