Reorganize 159 commune and ward health stations under district health centers to establish 55 commune and ward health stations under regional health centers. At the same time, use health stations in old communes as stations to serve the people.

The department is responsible for advising and assisting the People's Committees at the commune level in performing the state management function of preventive medicine, medical examination and treatment, rehabilitation, traditional medicine, reproductive health, medical equipment, pharmaceuticals, cosmetics, food safety, health insurance, population, social protection, child protection and care; prevention and control of social evils (excluding drug addiction treatment and post-treatment management).
