To effectively implement ethnic policies, Son La province has put forward many specific solutions to address the shortage of housing and production land, helping ethnic minority people have housing, arable land, and stable jobs, contributing to poverty reduction in ethnic minority areas in the locality.

Recently, the People's Committee of Son La province held a meeting with relevant departments, agencies, and the People's Committees of districts and cities regarding the draft Resolution of the Provincial People's Council on land support policies for ethnic minority communities living in the province. Accordingly, the province will review and summarize the difficulties and obstacles in implementing Decision No. 24/2023 of the Provincial People's Committee, which stipulates production norms for Project 1 - National Target Program for socio -economic development in ethnic minority and mountainous areas (National Target Program 1719) in Son La province. The aim is to focus on resolving these issues and ensuring that ethnic minority communities have housing and land for production, with land use rights certificates issued. This will contribute to overcoming the difficulties faced by local communities.
To boost activities aimed at caring for ethnic minority communities, Thuan Chau district is continuing to implement planning, resettlement, and the construction of socio-economic infrastructure.
According to Mr. Lo Van Quy, Head of the Ethnic Affairs Department of Thuan Chau district, to address the shortage of residential land, housing, production land, and clean water, in 2022-2023, the district supported the construction of new houses for 170 poor households in 22 communes; provided loans to 125 poor households; supported 420 poor households lacking production land with machinery, agricultural tools, and vocational training; and provided 645 households with water storage tanks. Simultaneously, five clean water projects were constructed in the communes of Chieng Pha, Chieng Bom, Ban Lam, and Bon Phang.
By the end of 2024, Thuan Chau district aims to support vocational retraining for 740 poor households lacking land for production and provide decentralized access to clean water for 949 poor households. Currently, the district is continuing to implement planning, resettlement, and the construction of socio-economic infrastructure to create livelihoods for the people.
In Phu Yen district, to implement Project 1 on addressing the shortage of residential land, housing, production land, and clean water under the National Target Program 1719, Phu Yen district has focused on deploying tasks and solutions to effectively utilize project funds, creating momentum for people to develop their economy and sustainably escape poverty. In 2024, Phu Yen district was allocated 23.8 billion VND to address the shortage of residential land, housing, production land, and clean water for ethnic minority households. According to Mr. Le Ngoc Son, Deputy Head of the Ethnic Affairs Department of Phu Yen district, the district has coordinated with communes to regularly inspect and supervise the implementation of the National Target Program 1719 in general and Project 1 on addressing the shortage of residential land, housing, production land, and clean water in particular in the localities.
Currently, the district is disbursing housing support funds to 173 households as per the district People's Committee's decision. In addition, the district is directing specialized agencies to coordinate with communes to strengthen the dissemination of land law information to the people. Simultaneously, it is reviewing and updating the annual land use plan, which will serve as the basis for changing land use purposes and allocating land to eligible households.
To continue effectively implementing ethnic policies, Son La province will focus resources on investing in socio-economic development; effectively integrating capital from various programs and projects; building essential infrastructure; and creating a strong shift in the agricultural economic structure. This will contribute to creating favorable conditions for ethnic minorities to develop production and improve their living standards.
