After nearly four years of implementing the National Target Program 1719, it has contributed to improving the material and spiritual lives of ethnic minority people in Binh Thuan province.

The province has focused on implementing Project 1 to address the shortage of residential land, housing, production land, and clean water, thereby helping people improve their living conditions and gradually achieve a stable life.
To ensure the synchronized and effective implementation of National Target Program 1719, the People's Committee of Binh Thuan province established the Steering Committee for National Target Programs, 2021-2025, with specific operating regulations. Simultaneously, Binh Thuan province has reorganized the working group for National Target Program 1719, 2021-2025, chaired by the Provincial Ethnic Affairs Committee. Furthermore, the Ethnic Affairs Committee also conducts inspections and monitoring of the progress of Project 1 and coordinates with relevant departments and agencies to inspect and evaluate the program in localities. From 2021 to the present, the units have conducted 18 inspections at the district and commune levels, and 2 thematic inspections to ensure the program is implemented on schedule and achieves the highest possible effectiveness.
Specifically for Project 1, which addresses the shortage of residential land, housing, production land, and clean water, Binh Thuan province has been allocated over 39 billion VND from 2022 to 2024. To date, the province has disbursed over 25 billion VND, reaching 63.3%. It is estimated that by the end of 2024, Binh Thuan province will provide production land to 1 household, residential land to 70 households, housing to 412 households, vocational retraining support to 1,191 households, and decentralized clean water support to 245 households; and invest in upgrading 8 water supply projects. In addition to funding from the National Target Program 1719, poor ethnic minority households also receive loan support for production, business, and housing construction.
One of the localities that has effectively implemented the National Target Program 1719 is Tanh Linh district. To date, the total investment capital of the National Target Program 1719 in the district for the period 2022-2024 is over 89 billion VND. Of this, the district has disbursed over 61 billion VND, reaching 68.5% of the total capital. This funding has helped the locality complete many important projects and policies, focusing on socio -economic development for ethnic minority communities. In particular, Project 1 on housing support, vocational retraining, and loans under Decree 28/ND-CP/2022 has brought many positive changes to the lives of the people.
According to Mr. Nguyen Dang Le, Vice Chairman of the People's Committee of Tanh Linh District, when implementing Project 1, the district disbursed more than 10 billion VND out of a total capital of over 14.1 billion VND to support housing and vocational retraining for people in the communes of Mang To, La Ngau, Duc Binh, Duc Thuan, Gia Huynh, and Suoi Kiet. Specifically, in 2022, the locality implemented the program to support the construction of houses for 74 households and vocational retraining for 44 households, achieving a disbursement rate of over 92%. In 2023, 56 ethnic minority households received support to build new houses, and the vocational retraining capital disbursed reached 100%. In 2024, the program continued to support the construction of 92 houses and provide loans for people to invest in buffalo and cattle farming and production machinery.
Mr. Nguyen Minh Tan, Head of the Ethnic Affairs Committee of Binh Thuan province, said that under Project 1 on addressing the shortage of residential land, housing, production land, and clean water, the entire province was allocated over 35 billion VND to meet the basic needs of ethnic minority people in this area. It can be affirmed that the capital from the National Target Program 1719 has brought positive results in all aspects of the economic, educational , cultural, and social life of ethnic minority people in the province. Therefore, the locality has been very decisive in implementing the Program to maximize the effectiveness of the capital. With the allocated funds, hundreds of households have received financial support for house construction, career chuyển đổi, production development, and poverty alleviation. This has helped ethnic minority people feel secure, confident, and comply well with the Party's guidelines, the State's policies and laws, as well as those of the province.
