Six public investment projects disbursed less than 50%

According to the Department of Planning and Investment of Dong Nai province, the disbursement rate of public investment capital in Dong Nai province is slow, especially in 6 key projects.

Bien Hoa - Vung Tau Expressway section through Dong Nai is also slow to disburse due to land acquisition problems.

Specifically, large projects such as: land acquisition, compensation, resettlement support for Long Thanh International Airport; Bien Hoa - Vung Tau Expressway; Ho Chi Minh City Ring Road 3; compensation, support, resettlement project for Bien Hoa city center axis road... have low disbursement rates.

Of which, the project of land acquisition, compensation, and resettlement support for Long Thanh airport in 2024 has been allocated capital of more than 2,500 billion VND. As of August 2024, the capital disbursement rate for this project reached more than 35% of the plan.

In addition, for the sub-project of compensation, support and resettlement of Bien Hoa - Vung Tau Expressway component 2 in 2024, a capital source of more than 1,000 billion VND was allocated. However, by August, the capital disbursement rate only reached over 5% of the plan.

In addition, component project 4, compensation, support, and resettlement of Ho Chi Minh City Ring Road 3 through Dong Nai, was assigned 691 billion VND, and so far the disbursement rate has only reached over 20%.

The compensation, support and resettlement project for the central axis road of Bien Hoa city has only disbursed more than 20% of the total capital of more than 600 billion VND.

Thus, up to now, the total disbursement of public investment capital for key projects in Dong Nai has only reached about 40% of the plan.

According to the Project Management Boards, the reason for low disbursement is due to site clearance problems, making it difficult for contractors to carry out construction, and progress is slower than planned.

Many projects are being built while waiting for land and sand in Dong Nai.

Faced with this situation, to speed up the disbursement of capital and completion of projects, the province has made a list of key works and projects in the province with 28 projects.

Of these, 12 projects are under construction and site clearance is being accelerated.

According to Mr. Vo Tan Duc, Chairman of Dong Nai Provincial People's Committee, the total capital allocated for key projects and works is nearly 10,000 billion VND. In more than half of 2024, the disbursed capital was only about 2,000 billion VND, achieving only a small part of the plan.

Dong Nai provincial leaders urged relevant units to promptly hand over land for highways, belt roads, etc. for contractors to construct, speed up projects, and increase disbursement. Specifically, by the end of September, the land for Bien Hoa - Vung Tau highway and belt road 3 section through Dong Nai province will be handed over.
