Six public investment projects have disbursed less than 50% of their funds.

According to the Department of Planning and Investment of Dong Nai province, the disbursement rate of public investment capital in Dong Nai province is slow, especially in 6 key projects.

The Biên Hòa - Vũng Tàu expressway section passing through Đồng Nai province is also experiencing slow disbursement due to land acquisition issues.

Specifically, for major projects such as: land acquisition, compensation, and resettlement for Long Thanh International Airport; the Bien Hoa - Vung Tau expressway; Ho Chi Minh City's Ring Road 3; and the compensation, support, and resettlement project for the central arterial road of Bien Hoa city… the disbursement rates are all low.

Specifically, the land acquisition, compensation, and resettlement project for Long Thanh Airport in 2024 has been allocated over 2,500 billion VND. As of August 2024, the disbursement rate for this project has reached over 35% of the plan.

Furthermore, for the compensation, support, and resettlement sub-project of component 2 of the Bien Hoa - Vung Tau expressway in 2024, over 1,000 billion VND was allocated. However, as of August, the disbursement rate had only reached over 5% of the plan.

In addition, component project 4, compensation, support, and resettlement for the Ho Chi Minh City Ring Road 3 section through Dong Nai, was allocated 691 billion VND, but the disbursement rate has only reached over 20% to date.

As for the compensation, support, and resettlement project for the central arterial road in Bien Hoa city, only over 20% of the total capital of over 600 billion VND has been disbursed.

Thus far, the total disbursement of public investment capital for key projects in Dong Nai has only reached about 40% of the plan.

According to the Project Management Boards, the reason for the low disbursement is due to land acquisition issues, which make it difficult for contractors to carry out construction, resulting in delays compared to the plan.

Many projects and construction works are underway while waiting for land and sand in Dong Nai.

In response to this situation, to expedite the disbursement of funds and the completion of projects, the province has compiled a list of key projects in the province, comprising 28 projects.

Of these, 12 projects are currently under construction and are accelerating land clearance procedures.

According to Mr. Vo Tan Duc, Chairman of the People's Committee of Dong Nai province, the total capital allocated for key projects is nearly 10,000 billion VND. However, in the first half of 2024, only about 2,000 billion VND had been disbursed, achieving only a small fraction of the plan.

The leaders of Dong Nai province are urging relevant units to promptly hand over land for expressways and ring roads so that contractors can begin construction, accelerate project components, and increase disbursement. Specifically, by the end of September, land will be handed over for the Bien Hoa - Vung Tau expressway and the section of Ring Road 3 passing through Dong Nai province.
