After the merger, what is the birth rate of 34 provinces and cities?

According to calculations by the General Statistics Office and the Ministry of Finance, data related to fertility (total fertility rate) of 34 provinces/cities after the 2024 arrangement will change in some newly merged provinces.

The General Statistics Office assesses this as an important indicator in implementing the Population Strategy to 2030 and has a strong impact on national socio -economic development.

According to published data sources, the total fertility rate (TFR) in 2024 of 34 provinces/cities under the Central Government after the arrangement has changed in terms of replacement fertility.

Specifically, from 21/63 provinces with a birth rate below the replacement level, after rearranging provinces and cities, the country now has 13/34 provinces with a birth rate below the replacement level (total fertility rate < 2.1 children/woman).

Of which, the 5 provinces and cities with the lowest birth rate in the country are Ho Chi Minh City (1.43 children/woman); Tay Ninh (1.52 children/woman); Can Tho (1.55 children/woman); Ca Mau (1.58 children/woman) and Vinh Long (1.60 children/woman).

18/34 provinces have total fertility rates at replacement level to below high fertility (total fertility rate from 2.1 children/woman to below 2.5 children/woman).

3/34 provinces with high fertility rates (total fertility rate from 2.5 children/woman) are Lao Cai (2.5 children/woman); Tuyen Quang (2.55 children/woman) and Dien Bien (2.65 children/woman).

Before the merger of provinces and cities, Ho Chi Minh City was still the locality with the lowest birth rate in the country with 1.39 children/woman. Ha Giang had the highest birth rate in the country (2.69 children/woman), nearly twice as high as Ho Chi Minh City.

Previously, in 2020, the Prime Minister issued a decision approving the "Program to adjust birth rates to suit regions and subjects by 2030", which adjusts and perfects support and incentive policies in regions with low birth rates.

According to statistics, the low birth rate area includes 21 provinces and cities: Ho Chi Minh City, Dong Thap, Hau Giang, Ba Ria - Vung Tau, Binh Duong, Khanh Hoa, Long An, Bac Lieu, Tay Ninh, Soc Trang, Ca Mau, Dong Nai, Binh Thuan, Tien Giang, Can Tho, Vinh Long, An Giang, Ben Tre, Da Nang, Quang Ngai and Kien Giang.

These are 21 localities included in the low birth rate adjustment program. Thus, after the merger, there will be 13 provinces and cities with low birth rates and these localities will be included in the birth rate adjustment program, perfecting support and birth promotion policies.

Currently, provinces and cities support an average of 1 million VND for couples who have 2 children before the age of 35. Hau Giang province also supports one-time prenatal and newborn screening costs according to medical service prices at public facilities; supports one-time hospital fees of 1.5 million VND...

Recently, Ho Chi Minh City has created a list of support for women who give birth to 2 children before the age of 35 with a cost of 3 million VND.
