Joy from social security policies
Earlier this year, the clean water project to upgrade the Sieng Long clean water supply system for 4 villages in Quang Tan commune was inaugurated and put into use. The project has an investment of more than 12.8 billion VND, with a scale of 1 water treatment plant with a capacity of 30m³/h and an HDPE pipeline system providing water to 500 households, 2,000 people and to primary schools, kindergartens, secondary schools, agencies and units located in the area.
Mr. Chiu A Tai, Sieng Long village, Quang Tan commune, excitedly said: In the past, we all used water from streams and creeks for daily activities. Now that the government has invested in a water treatment plant and has pipes leading to our homes, we are very excited because we have clean water and it is convenient for daily activities.
Sharing the same joy as Mr. Tai and more than 500 households in Quang Tan commune, in Luong Minh commune, a clean water project for more than 400 households was also put into use this year. The project has a total investment of about 30 billion VND, including many items such as: Dam combined with collection pit and raw water pumping station; raw water pipeline; 500m3/day and night treatment plant; distribution pipeline; service pipeline... ensuring water supply for people in Tan Oc 1, Tan Oc 2, Phu Lien villages... People in the area are excited when the project comes into operation, meeting expectations for quality clean water, serving enough daily needs in the dry season.
In addition to building clean water projects, in recent times, Quang Ninh has also paid attention to other social security issues of people in ethnic minority, mountainous and border areas, especially realizing the dream of settling down for poor and disadvantaged households in these areas.
Seeing the house gradually being completed, Mrs. Ly Si Mui, Than Phun village, Hai Son commune, could not hide her joy. Having a decent house is her lifelong dream that has come true. With the attention of the locality, at the beginning of this year she received 80 million VND from the program "Joining hands to eliminate temporary and dilapidated houses" to build a solid level 4 house. Mrs. Mui said: The old house was built a long time ago, it was damaged a lot, every time it rained and was very worried. The new house is almost finished, in just over a month I can move in, I am very happy and excited. Now I am more secure, focusing on doing business and developing the economy .
In 2023-2024, Quang Ninh has eliminated more than 500 temporary and dilapidated houses for poor and disadvantaged households in the province. It is expected that by the end of October this year, 135 more decent houses will be put into use, helping 135 poor and near-poor households solve their housing problems.
Among the many social security policies achieved by Resolution 06 of the Provincial Party Committee, public health care is a highlight. With the province's resources, Quang Ninh has maintained a policy of supporting 100% of the cost of issuing health insurance cards to more than 70,000 ethnic minorities in communes that have just emerged from poverty until the end of 2025. The health network from the province to the grassroots level has been strongly consolidated, with 3 major health projects completed in the period of 2021-2025, along with a series of commune health stations invested and upgraded. Along with investing in medical equipment for the grassroots level, every year the Quang Ninh health sector has a policy of sending hundreds of cadres and employees of medical facilities in mountainous and ethnic minority areas to participate in training courses to improve their professional qualifications and skills at home and abroad; Sending cadres from higher levels to reinforce lower levels, maintaining channels for coordination and sharing expertise... The province also promotes the combined military-civilian medical model, mobile medical examination and treatment, and pioneers in applying remote medical examination and treatment services. In particular, nutrition programs and maternal and child health care are implemented synchronously, helping to reduce the rate of malnutrition in children under 5 years old to below 10.5%.
Synchronize investment, improve the quality of life of people in difficult areas
Quang Ninh currently has 42 ethnic minority groups with nearly 163,000 people, scattered in more than 85% of the province's area. Implementing Resolution 06-NQ/TU of the Provincial Party Committee on socio-economic development, ensuring national defense and security in ethnic minority, mountainous, border and island areas for the 2021-2025 period, Quang Ninh province has allocated over VND 4,200 billion in public investment capital from the provincial budget for this goal. From that investment resource, the province has focused on investing in a synchronous and convenient infrastructure system, focusing on solving urgent problems of housing, electricity, domestic water, poverty reduction, healthcare, education... for people in disadvantaged areas. Thanks to that, the appearance of rural areas, mountainous areas and islands has changed significantly, with synchronous and modern investment in transport infrastructure, electricity, water, telecommunications, schools, hospitals and cultural institutions.
To improve the quality of education, in the past 5 years, Quang Ninh has invested in repairing and upgrading 24 schools; purchasing modern and synchronous educational equipment. Thanks to that, the whole province has built a system of schools and classrooms reaching all the remote and isolated areas, in the direction of solidification and standardization. Along with that, it is necessary to focus on improving the quality of teachers and career orientation for ethnic minority students, ensuring that 100% of students in mountainous and island areas receive career counseling before the high school exam, many students have the opportunity to access careers related to the development needs of the province.
In order to eliminate information poverty, the province has focused on investing in grassroots information and communication infrastructure. 100% of villages and hamlets in the area have been covered by mobile phones; the rate of population covered by 4G mobile network reached 100%; eliminating low-frequency areas of television and mobile phone signals. Maintaining 100% of households using safe electricity and improving electricity quality. The province also prioritizes investment in centralized water supply projects, raising the rate of rural households using hygienic drinking water to an estimated 99.99%; of which, the rate of households using clean water meeting QCVN 01-1:2018/BYT reached 85.5%; the rate of ethnic minority households using hygienic water reached 100%.
The province has also directed relevant agencies to strengthen the dissemination of legal education and legal aid to villages, hamlets, and residential areas, bringing the law closer to people in disadvantaged areas. Up to now, over 95% of people in ethnic minority, mountainous, border, and island areas have been disseminated, educated, and provided with legal information.
At the same time, policies to preserve and promote ethnic cultural values have been implemented synchronously. The province has issued plans, decisions, and approved projects to preserve, restore and promote ethnic sports, improve the efficiency of the system of cultural and sports institutions, preserve, embellish and promote the value of the system of historical and cultural relics and scenic spots, and manage and organize festivals in the province. Direct the construction, restoration and development of ethnic minority villages associated with the development of community tourism in mountainous areas in the province; implement the Project on sustainable community tourism development, the Project on sustainable tourism development, associated with the effective restoration and promotion of unique indigenous cultural values of ethnic minorities. Since then, many cultural villages associated with community tourism have been formed... both creating new livelihoods for people and preserving traditional identities.
In 2024, the Thanh Y Dao Cultural Space Exhibition House was inaugurated in Khe Su 2 village, Yen Tu ward. The project has a total investment of 800 million VND, recreating 5 Thanh Y Dao cultural spaces, with bilingual annotations (Vietnamese - English), including: Space to display ethnic costumes of men and women; space to introduce the general introduction of the Coming of Age Ceremony; model of a rammed earth house; space to display the kitchen corner of the Thanh Y Dao people; some images and artifacts associated with the life, activities and culture of the Thanh Y Dao people.
Mr. Trieu Van Loan, Party Cell Secretary and Head of Khe Su 2 Village, excitedly said: This exhibition space is the long-cherished wish of our Dao Thanh Y people. Since the project was put into operation, not only Dao Thanh Y people in Khe Su 2 Village, but also Dao Thanh Y people in neighboring localities and other provinces have come to visit and admire. This place has also become a place for people to meet each other on holidays, Tet, and important events.
Thanks to the focus on ensuring social security policies in ethnic minority areas, the lives of people in this area have been further improved. If at the end of 2021, the whole province still had more than 1,500 poor households (accounting for 0.41%), mainly ethnic minorities, then up to now, the whole province has only 8 poor households according to the province's new poverty standards, accounting for 0.002%. The average income per capita in ethnic minority, mountainous, border and island areas has increased rapidly, reaching 83.79 million VND/person/year, double that of 2020. The income gap has gradually narrowed, and people's lives have improved significantly. This is an outstanding result, demonstrating the determination to "Leave no one behind" in Quang Ninh's development journey.
Mr. Ly Tai Thong, a prominent representative of Quang La commune, said: The province's proper investment and support resources in recent years, especially Resolution 06, have affirmed the spirit of solidarity, responsibility, and affection for the difficulties of people in ethnic minority areas, remote areas, border areas, and islands. The policies put into practice have met the people's wishes and expectations, continuing to create motivation for people in ethnic minority areas to develop production, exploit advantages, and get rich on their homeland...
