TPO - According to Deputy Prime Minister Nguyen Van Thang, scoring KPIs in public investment disbursement helps improve the efficiency of investment capital utilization and enhance the sense of responsibility in complying with administrative discipline and public service regulations.

On the morning of June 2nd, at the Government headquarters, Deputy Prime Minister Nguyen Van Thang chaired a meeting on the method of scoring KPIs for ministries, sectors, and localities regarding the disbursement of public investment capital.

Speaking on behalf of the agency drafting the scoring scheme, Deputy Minister of Finance Nguyen Duc Tam said that the scoring is expected to be conducted on a monthly and annual basis. The annual score will be the primary benchmark for evaluating the level of completion of the disbursement tasks assigned by the Prime Minister.

The monthly scoring results are intended to commend ministries, agencies, and localities that have performed well in disbursement and to encourage and remind those that have not performed well.

Both the monthly and annual scoring methods will focus on two sources of public investment capital: planned capital allocated for the year and planned capital that has been extended for implementation and disbursement from years prior to the planning year.

Regarding the scoring criteria, for monthly periodic scoring: The total score is 100 points; comprising 3 component criteria with the following point structure: Disbursement rate of planned capital compared to the national average disbursement rate up to the end of the month (45 points); Number of planned capital disbursed during the month compared to the registered planned capital disbursement for the month (45 points); Compliance with reporting requirements on the disbursement of planned capital on the integrated financial database system (10 points).

For the annual scoring, the total score is 100 points, comprising two component indicators with the following scoring structure: the disbursement rate of the State budget compared to the national disbursement rate that must be completed as directed by the Prime Minister (90 points) and compliance with reporting requirements (10 points).

The pilot program ran from July to September.

The opinions expressed at the meeting were in strong agreement on the need to develop and promptly issue a set of KPI evaluation criteria for public investment disbursement in order to strengthen discipline, improve implementation efficiency, and create incentives to accelerate disbursement.

KPI scoring results should also become one of the important bases for evaluating the performance of teams and individuals, as well as for emulation and reward programs.

In addition, some opinions suggest establishing specific evaluation thresholds to classify disbursement results, thereby creating an objective basis for scoring, ranking, and comparing between agencies and units.

Concluding the meeting, Deputy Prime Minister Nguyen Van Thang emphasized that the issuance of regulations on the scoring method for disbursing public investment capital is essential. Not only in the area of ​​public investment capital disbursement, but the Government will also soon study the application of KPI-based scoring methods to a number of tasks of ministries, sectors, and localities.

According to him, scoring KPIs in public investment disbursement helps improve the efficiency of investment capital utilization, enhance a sense of responsibility in adhering to administrative discipline and public service regulations, and promote the proactive spirit of each organization and individual in carrying out the task of disbursing public investment capital.

The Deputy Prime Minister agreed to the issuance of a Prime Minister's decision stipulating the scoring method for disbursing public investment capital plans. The calculation, evaluation, and scoring will be carried out monthly and in-depth evaluations will be conducted quarterly.

The Deputy Prime Minister clarified that a pilot program for scoring will be implemented from July to September, followed by official rollout.
