383 solid classrooms will be built to replace degraded classrooms.

Recently, at the 7th regular October meeting of the Hai Duong Provincial People's Committee, Mr. Luu Van Ban , Vice Chairman of the Provincial People's Committee, listened to and commented on the content of reports and submissions from departments, branches and localities, including considering opinions on building more solid classrooms.

At the meeting, the Department of Education and Training of Hai Duong province proposed to adjust and supplement the subjects and capital structure to implement the project to build and supplement classrooms in shortage ateducational institutions in Hai Duong province in the period of 2023 - 2025.

According to the report, during this period, the Department of Education and Training proposed to invest in building 383 solid, standard classrooms to replace temporary classrooms, borrowed classrooms, and supplement classrooms lacking due to increased students.

Of which, 80 preschool classrooms, 121 primary school classrooms and 182 secondary school classrooms will be invested. The total estimated cost is over 325 billion VND.

The capital for building new classrooms at primary level in communes is 100% from the "National Target Program on New Rural Construction".

For primary schools in wards and towns, 100% of construction costs come from the provincial budget. For preschool and secondary schools, the provincial budget supports 55%, the remaining 45% comes from the district budget.

Phung Van Trinh Primary School (Dong Lac Commune, Nam Sach District, Hai Duong) is building 14 more classrooms.

Mr. Luu Van Ban requested clarification of the support mechanism for inter-level schools. The Chairman of the District People's Committee is responsible for the accuracy of the review of missing classrooms at all levels. Due to regulations on public investment for communes with outstanding construction debts, the District People's Committee is the investor in implementing the project to build missing classrooms. Therefore, it is necessary to remove the content of the commune budget in the project.

The Standing Vice Chairman of the Hai Duong Provincial People's Committee also requested that in 2024, the construction of new classrooms must be completed to meet teaching and learning needs. The construction must adhere to regulations to ensure that classrooms meet standards.

The Department of Education and Training received opinions from delegates attending the meeting, edited and completed the report of the Party Committee of the Provincial People's Committee to submit to the Standing Committee of the Hai Duong Provincial Party Committee and provide comments before October 28.
