After the merger, Phan Dinh Phung ward has more than 121,500 people. In the area, there are bustling business and trading activities of the province with many traditional markets, restaurants, residential areas... therefore, the management of urban order, especially land use, construction, and traffic safety, faces many difficulties.
The situation of encroaching on the roadway and sidewalk for business; parking, washing cars; gathering materials and hanging advertising signs and classified ads against regulations still occurs. To avoid violations and legal gaps, immediately after the merger, the locality directed relevant sectors to take drastic measures. In particular, the police force has increased inspection, review, and strictly handled violations of the law at individual housing projects, violations of construction order, etc.
Not only Phan Dinh Phung, Van Xuan ward was merged from Nam Tien, Dong Tien, Tan Huong and Tien Phong communes, with a population of over 61,600 people, and is also particularly interested in urban order management.
Comrade Tran Xuan Truong, Secretary of the Van Xuan Ward Party Committee, said: We have directed the local government to take drastic action, absolutely not allowing any cases to take advantage of the merger to violate regulations on construction order; use land for the wrong purpose...
It can be seen that, although it has just started operating under a two-level government model, localities in the province have still strengthened urban order management to prevent violations. However, in the face of potential risks such as encroachment on roadsides for business in central areas; violations of construction order regulations... tightening urban order management after the merger still needs more attention.
Propaganda work to raise people's awareness in properly implementing regulations on urban order always plays an important role. At the same time, encouraging people to participate in monitoring, detecting and denouncing violations at the grassroots level also contributes to better urban order management.
Along with that, inspection and supervision activities of all levels, functional agencies, wards and communes also need to be strengthened to promptly detect and correct violations of urban order. It is necessary to strictly handle organizations and individuals who violate urban order regulations to deter, set an example and prevent similar incidents from recurring.
In the journey towards building a civilized urban area, tightening the management of order plays a very important role. Therefore, this work needs to be carried out publicly, transparently, with a specific plan and implementation roadmap. Local leaders need to uphold their responsibilities, do a good job of directing, clearly assigning people and tasks, and evaluating the capacity of cadres in the process of deploying and implementing tasks.
