Accordingly, all critical routes at risk of being directly affected by Typhoon No. 5 will be temporarily closed to traffic. The road closure applies to all vehicles, except for personnel and vehicles serving in typhoon prevention and emergency response. The closure will last until the typhoon passes or until further notice.
In areas prone to landslides and flooding, the passage of people and vehicles is strictly prohibited. The People's Committees of communes and wards, especially in mountainous areas, must urgently organize warnings, deploy forces to be on duty, and prevent people from accessing dangerous roads to avoid loss of life.
During the storm's landfall (expected from 11:00 AM to 10:00 PM on August 25th), people without essential tasks are strictly advised to stay indoors to ensure their safety. The Provincial Police Department is tasked with leading and coordinating with the Department of Construction and local People's Committees to implement road closures, ensure traffic safety, and strictly handle violations. Road closures will be implemented flexibly and adaptably according to the actual situation.
The People's Committees of communes and wards, along with the press, radio, and television agencies of Nghe An province, are responsible for widely publicizing the road closure information so that people understand and strictly comply with it.
Earlier that morning, at a quick meeting at the Forward Command Post located at the headquarters of Military Region 4, Deputy Prime Minister Tran Hong Ha emphasized that Typhoon No. 5 is a very strong storm with complex developments and a prolonged duration. He stressed that while the forecast of the storm's path has been relatively accurate, functional forces and localities must not be complacent. He also requested that localities, agencies, and functional forces urgently mobilize resources to ensure the safety of the people.
