Proposal to cut and simplify about 44% of tax administrative procedures

According to Mr. Mai Xuan Thanh, Director of the Tax Department, the implementation of Resolution No. 68-NQ/TW of the Politburo on private economic development (KTTN) has been concretized by the Party Committee of the Tax Department with many drastic policies and solutions, closely linked to the task of modernizing tax management and reforming administrative procedures.

Implementing Resolution No. 68-NQ/TW of the Politburo , Resolutions of the Government and the National Assembly, the Party Committee of the Tax Department has issued an Action Plan; deployed, inspected and supervised, aiming to realize the goal of making the private economy an important driving force of the national economy.

Mr. Mai Xuan Thanh said that on June 16, the Party Committee of the Tax Department issued Resolution No. 11-NQ/DUCT to concretize the major orientation of the Ministry of Finance into practice, focusing on tax administrative reform, digital transformation and supporting private enterprises to fulfill their State budget obligations.

On that basis, on July 8, the Tax Department issued Decision No. 2456/QD-CT on the Action Plan to implement the Resolutions of the Party, National Assembly and Government on developing the private economy.

The objective of Resolution No. 11-NQ/DUCT is to institutionalize and synchronously implement the tasks and solutions set out in Resolution No. 68-NQ/TW of the Politburo, resolutions of the Government and the National Assembly on private economic development. Accordingly, the content focuses on innovating thinking, unifying awareness and action in private economic development; promoting reform, perfecting and improving the quality of institutions and policies to ensure and protect the right to freedom of business and the right to fair competition of the private economic sector.

“The Tax Department focuses on simplifying and automating tax procedures; at the same time, it focuses on supporting taxpayers to create favorable conditions for the comprehensive development of the private economy. Compliance management for business households and individual businesses is enhanced, along with encouraging business households to participate in digital transformation and use electronic invoices generated from cash registers. In addition, the Plan also emphasizes the task of preventing tax base erosion and ensuring sustainable revenue for the State budget,” said Mr. Mai Xuan Thanh.

According to the Tax Department, the state budget revenue in the first 6 months of 2025 from the private economic sector reached VND259,230 billion, equal to 125% compared to the same period last year. In addition, about VND96,749 billion was exempted, reduced, and extended taxes to support businesses and people. During the same period, more than 13,600 business households converted from lump-sum tax to declaration, nearly 1,500 households converted into enterprises.

Mr. Mai Xuan Thanh assessed that, regarding the improvement of institutions and policies, the Tax Department has reviewed and proposed to abolish the lump-sum tax form for business households, build a new tax management method in the direction of declaration; participate in amending the Law on Personal Income Tax and many other detailed policies to create favorable conditions for business households and individuals.

“The Tax Department has proposed to cut and simplify about 44% of tax administrative procedures and advised the Ministry of Finance to issue tax support packages to help businesses and people restore production and business,” said the Director of the Tax Department.

The digital transformation of the Tax sector has achieved many outstanding results, accordingly, more than 98% of tax-declaring business households have made electronic tax declarations; more than 110,000 business households have registered to use electronic invoices generated from cash registers, of which more than 20,000 households with revenue of less than 1 billion VND/year have voluntarily participated.

“Business household management has also been comprehensively reformed through Project 420. In the first 6 months of the year, total budget revenue from business households and individuals reached 17,100 billion VND, equal to 131% compared to the same period in 2024. The entire Tax sector has added more than 254,000 business households to management, handled nearly 200,000 cases, collected and increased revenue by more than 1,783 billion VND,” said a representative of the Tax Department.

According to Mr. Mai Xuan Thanh, with high political determination, solidarity, creativity and dedication, the Party Committee of the Tax Department will continue to strive and lead the unit to successfully implement the goals of Resolution 68-NQ/TW, contributing to the sustainable development of the private economic sector and the modernization of the national financial system.

“One of the key tasks from now until the end of the year is to focus on leading the successful implementation of the task of collecting state budget revenue, striving to complete and exceed the assigned budget estimate, ensuring correct, full and timely collection; at the same time, the Tax Department will strengthen risk management, combat revenue loss, tax fraud and transfer pricing,” said Mr. Thanh.

At the same time, administrative reform and modernization of the Tax sector continue to be promoted, with the goal of taking taxpayers as the center of service. The Tax Department will synchronously deploy digital transformation solutions, improve the quality of online public services, and create maximum convenience for people and businesses.
