Tighten regulations on direct university admission from 2025

According to the 2025 regular university admission guidelines just released by the Ministry of Education and Training , 4 admission methods have been removed compared to last year, including:

• Consider combining direct admission with other options (302)
• Direct admission according to the school's own project (303)
• Combining international certificates with other criteria for admission (code 408)
• Combine interview with other criteria for admission (code 412)

At the same time, the Ministry of Education and Training also added 1 method: Using international SAT certificate or other qualified international certificate for admission (code 415).

According to the explanation of the leaders of the Ministry of Education and Training, the removal of the direct admission method according to the schools' own projects aims to make the admission process and selection of candidates transparent. Universities across the country will unify the direct admission method according to the general admission regulations of the Ministry of Education and Training, avoiding the situation where each school sets different direct admission criteria, making it difficult to ensure fairness among candidates.

Another notable new point is that candidates who are considered for direct admission will not be confirmed for early admission as before. They still have to register their wishes on the system according to the general plan of the Ministry. Schools are not allowed to ask this group to commit or confirm early admission.

According to the 2025 university admission regulations, candidates eligible for direct admission include:

• Labor heroes, People's Armed Forces heroes, and National Emulation Fighters are directly admitted to the majors and programs prescribed by the training institution.
• Candidates with high achievements in national or international exams, competitions, and tournaments organized and sent to participate by the Ministry of Education and Training, the Ministry of Culture, Sports and Tourism, will be considered for direct admission in the year of high school graduation into majors suitable for the exam subjects, content of the topic or profession in which they participated, competed, and won prizes.
• Candidates with a good intermediate pedagogical degree or higher, or a good intermediate pedagogical degree and at least 2 years of work experience in the field will be considered for direct admission to the college-level Early ChildhoodEducation program.
• Candidates with extremely severe disabilities who are capable of studying certain majors as prescribed by the training institution but are unable to apply for admission under the normal admission method; Candidates who are ethnic minorities with very few people and candidates from 20 poor border and island districts in the Southwest region; Foreign candidates must meet the language proficiency standards required by the training program and major in accordance with the regulations of the Ministry of Education and Training.
