The Department of Land Management has issued the "Handbook on State management in the field of land when implementing two-level local government"
On July 25, Ms. Doan Thi Thanh My, Deputy Director of the Department of Land Management ( Ministry of Agriculture and Environment ), said that the Department has completed the addition of a graphic diagram describing the steps of administrative procedures in the "Handbook on State management in the field of land when implementing two-level local government".
Accordingly, 48 administrative procedures on land and 10 internal procedures at the central, provincial and communal levels have been detailed diagrammed, helping authorities at all levels clearly understand the regulations, authority and implementation process according to the new model of decentralization, delegation of authority and division of authority. At the same time, illustrating with diagrams also helps people easily access and exercise their rights and obligations related to land.
According to Ms. My, after a short time of publication, this is a practical document that helps localities clearly understand the regulations, authority, and implementation process, thereby effectively implementing land management tasks, contributing to improving the effectiveness and efficiency of State management of land at the local level. "The Department will continue to update and complete the guidance content in the Handbook when there are amendments, supplements, and replacements from competent authorities," said Ms. Doan Thanh My.
Previously, in early July 2025, the Department of Land Administration issued the "Handbook on State management in the field of land when implementing two-level local government". The Handbook not only contains the authority and tasks prescribed in Decree No. 151/2025/ND-CP, but also summarizes the authority of the central, provincial and communal authorities as prescribed in the Land Law and the Decrees detailing the implementation of the Law without decentralization, delegation of authority, and division of authority in Decree No. 151/2025/ND-CP.
