Accordingly, the Director of the Ho Chi Minh City Department of Education and Training, Nguyen Van Hieu, requested that principals of private schools be held legally responsible for the school's operations; lead and manage the school in accordance with the law and school regulations; and build and organize the school's structure in line with the school's resources.
The principal of a private school, together with the school board, will review the school's operational regulations and develop solutions to prevent any individual or organization from exploiting the school's name or facilities to conduct illegal activities or engage in self-serving acts inconsistent with the school's educational mission.
The Department of Education and Training also assigns school principals the responsibility for ensuring that advertising and information regarding teaching programs, admissions, and quality accreditation regulations comply with the decisions of relevant management and functional agencies.
Regarding professional matters, Mr. Nguyen Van Hieu requested that the school be responsible for the quality of education, organize and implement the educational program and plan according to regulations; and direct the training and professional development of teachers, staff, and employees. The school must also organize educational, cultural, and sports activities, and moral training for students; and manage and use reference publications in accordance with the regulations of Circular No. 21/2014 of the Ministry of Education and Training.
Regarding private schools with foreign investment that teach foreign curricula, Mr. Hieu suggested that enrollment should be in accordance with the prescribed investment scale, teaching materials containing mandatory educational content should be compiled and submitted to the competent authority for approval, and reported to the Department of Education and Training before implementation.
In addition, the Department of Education and Training requires foreign-invested and private high schools to report to their direct supervisory agency on the overall development of their institutions before November 30th of each year, and to provide full explanations when requested by state management agencies.
