Accordingly, Director of the Department of Education and Training of Ho Chi Minh City Nguyen Van Hieu requested that principals of non-public schools be responsible before the law for the school's operations; lead and operate the school according to the provisions of law and school regulations; build and organize the school apparatus in accordance with the school's resource capacity.

The principal of a non-public school, together with the school board, shall review the school's operating regulations and find solutions to prevent any individual or organization from taking advantage of the school's name or facilities to conduct illegal activities or engage in profiteering activities that are inconsistent with the school's educational activities.

The Department of Education and Training also assigns principals to be responsible for advertising information about teaching programs, enrollment, and regulations in quality assessment work that must comply with the decisions of management and functional agencies on related contents.

Regarding expertise, Mr. Nguyen Van Hieu requested the school to be responsible for the quality of education, organize the implementation of educational programs and educational plans according to regulations; direct the training and improvement of professional qualifications for teachers, staff and employees. The school must also organize educational, cultural, sports and moral training activities for students; manage and use reference publications in accordance with the provisions of Circular No. 21/2014 of the Ministry of Education and Training.

For non-public schools with foreign investment teaching foreign programs, Mr. Hieu suggested enrolling students in accordance with the prescribed investment scale, compiling teaching materials for compulsory educational content according to regulations, submitting them to competent authorities for approval and reporting to the Department of Education and Training before implementation.

In addition, the Department of Education and Training requires foreign-invested general schools and private general schools to report to the direct management agency on the comprehensive development of the facility before November 30 every year and fully explain when requested by the state management agency.
