The Hai Phong Department of Education and Training requires schools throughout the city to tighten management, ensure student safety, and prevent strangers from approaching.


Immediately after the incident in which a 4-year-old girl at Thien Huong Kindergarten (Thuy Nguyen City, Hai Phong ) was abducted by a stranger, causing widespread panic, the Hai Phong Department of Education and Training issued an urgent directive to all levels of education, especially kindergarten and primary school.

Accordingly, the Hai Phong Department of Education and Training requires schools to coordinate with relevant authorities to tighten control and supervision of visitors coming to the unit for official business, strictly adhere to the duty roster of unit leaders and security guards, and ensure that no strangers appear in the unit's premises.

Schools need to increase the use of security camera systems, student management applications, or other high-tech monitoring tools to improve the effectiveness of their management.

The Department requests that all units review and strengthen communication between schools and students' families; ensuring that information channels between schools and parents remain uninterrupted.

In addition, schools need to publicize hotlines to receive and promptly handle information related to school security, safety, and school violence. They should also disseminate information about the National Child Protection Hotline 111 (available 24/7 and free of charge).

Schools need to coordinate with the Parent-Teacher Association to raise awareness among parents about their responsibility in caring for, educating , and protecting their children. They should organize thematic sessions to educate parents about sophisticated scams such as impersonating law enforcement agencies, family members, school administrators, or teachers to make false phone calls and commit fraud.

At approximately 4 PM on January 13th, a woman aged 20-25 entered Thien Huong Kindergarten and asked the teacher if she could pick up 4-year-old NTM. Because the child's mother regularly hired someone to pick her up after school, the teacher was negligent and agreed to let the stranger leave.

At the end of school hours, the child's mother texted the teacher asking if anyone had picked up her child yet. The teacher said a woman wearing glasses had picked her up. The mother quickly called her family to check if anyone had picked up her child, but they confirmed that no one had. The incident was reported to the police.

By the afternoon of January 14th, baby TM was found in the Luong Khanh Thien street area (Ngo Quyen district, Hai Phong). At the time of finding, the baby's health was stable.

The police identified the woman who took the child as Dong Thi Ha Thu (born in 2007, residing in Hoang Lam ward, Thuy Nguyen city). She showed signs of depression. The police have detained Thu for questioning and to investigate the motive behind the incident. The teacher in charge of M's class has also been temporarily suspended from her duties.
