
Tighten discipline
In 2021, the Hai Duong Department of Education and Training ranked 16th out of 18 departments and agencies in administrative reform, with many component indicators performing poorly. Determined to improve its ranking in administrative reform, the Department has implemented many comprehensive solutions and tightened discipline and order.
Every year, starting in December, the department issues a plan for administrative reform; assigns specific tasks and targets to each department and responsible individual; and links the responsibility of each individual to their assigned tasks. Each department and official clarifies the causes and proposes corrective measures for criteria that reduce or lower scores. The department also directs officials directly involved in receiving and processing administrative procedures at the Provincial Public Service Center to enhance their awareness, responsibility, attitude, and spirit of serving the people during the process of receiving and processing administrative procedures.
The Department assigns one Deputy Director to directly supervise and manage administrative reform; it clearly stipulates that officials and civil servants are responsible before the law and the Director of the Department if they engage in harassment, corruption, obstruction, failure to implement, or incorrect implementation of procedures for handling administrative procedures.
Weekly and monthly, the Department of Education and Training holds meetings between the department's leadership and the heads of subordinate departments to evaluate and review the performance of assigned tasks for each official and employee. At the beginning of 2024, the department established an Administrative Procedure Control Team. The team reports weekly on the results of handling administrative procedures to the leadership. This allows for timely assessment of the administrative procedure processing situation and clarification of the reasons for delays in processing applications.
From the beginning of 2024 to the present, the Department of Education and Training has conducted two administrative reform inspections of the Personnel and Organization Department and the Primary Education Department; combined with inspections related to administrative reform work for five affiliated units including Tu Ky II, Phu Thai, Nam Sach II, Gia Loc II, and Thanh Ha High Schools. Through these inspections, shortcomings have been promptly identified, and recommendations for timely rectification have been made in the performance of duties by units and individuals.
Promoting digital transformation

Ms. Le Thi Thoa from Cam Giang district needed to have her high school diploma reissued. She went to the Provincial Public Administration Service Center to request a reissue. With guidance from a specialist at the Department of Education and Training, Ms. Thoa logged into the Hai Duong Provincial Administrative Procedures Information System to submit her application online. To avoid traveling and waiting, she registered for home delivery of the results. “I find the application of technology in submitting applications online and receiving results at home very convenient. We can both track the processing of our application on the system and avoid unnecessary travel,” Ms. Thoa said.
Recognizing the crucial importance of digital transformation in administrative reform, since 2022, the Department of Education and Training has promoted the application of information technology in receiving and processing administrative procedures. It has focused on investing in infrastructure, machinery, and equipment to support administrative reform. The Department has established a Steering Committee for Digital Transformation and applied digital transformation to almost all professional activities, such as handling administrative procedures, management, teaching, testing, evaluating teaching quality, and digitizing management information. Currently, 100% of educational institutions in the province are using software for managing grades and electronic records, connecting via API to the industry's database containing information on schools, staff, students, and facilities. Nearly 50% of administrative procedures in the education sector are provided at the full-process public service level. 100% of documents (except confidential documents) issued by the Department of Education and Training are in electronic form, integrated with electronic signatures, and interconnected with agencies and departments on the national document exchange platform. The rate of administrative procedures received and processed online reaches approximately 99%; 100% of applications are processed correctly and on time.
Thanks to the increased application of information technology; the enhancement of the role and responsibility of each official and employee; and the tightening of discipline and order, the quality of administrative reform at the Department of Education and Training has been continuously improved.
Several limitations regarding organizational reform, civil service reform, and online application processing have been thoroughly addressed and resolved. In 2021, the Department of Education and Training rose from 16th place in the administrative reform ranking to 9th out of 18 departments and agencies, an increase of 7 positions in 2022. In 2023, the department continued to rise 4 positions to reach 5th place in the ranking.
Representatives from the Department of Education and Training stated that in the coming period, the sector will continue to tighten discipline, link the responsibility of heads of agencies and departments with administrative reform; strengthen monthly and quarterly inspections and evaluations of administrative reform results, and be determined to maintain a high ranking in administrative reform at the departmental level.
