From developing telecommunications infrastructure and building shared digital platforms to deploying smart city services, Hue is gradually forming a digital government ecosystem, creating a transparent, convenient, and efficient working environment. In the process of building a digital government, the city identifies digital infrastructure as a fundamental element. To date, 100% of villages and hamlets in the city have mobile and fixed broadband coverage; the mobile broadband subscriber rate has reached 87% of the population. 5G technology is also being strongly deployed with a coverage rate of approximately 60%, opening up many opportunities for applying new technologies in urban management, commerce, and services. The dedicated data transmission network has been connected to 100% of state agencies. Along with infrastructure, many shared digital platforms have been put into operation, forming an ecosystem serving management and administration. Notable examples include the city-level data integration and sharing platform (LGSP), a comprehensive governance platform for administration, an online meeting platform, and a virtual assistant platform serving citizens and businesses.
In particular, the digital reporting platform is proving highly effective in aggregating and analyzing data from various fields to create a visual reporting system that supports leadership and management. To date, the system has developed more than 20 reporting categories with over 50 dashboards and various visual chart types, helping leaders at all levels quickly grasp the socio -economic situation and make timely decisions.
According to the head of the Department of Science and Technology, the deployment of digital platforms has fundamentally changed the way government agencies work. Instead of manual processing, many administrative procedures have been digitized, saving time, reducing paperwork, and increasing transparency in public service.
The digital work platform is also becoming an "electronic working environment" for officials and civil servants in the area. This platform integrates more than 20 digital processes such as work management, document processing, work schedules, paperless meetings, receiving field reports, and handling public services.
At the Department of Science and Technology, a digital work platform has been implemented synchronously, helping staff monitor and process work quickly, while also connecting with Zalo OA accounts and the Hue-S application to enhance interaction with the public.
Increase the level of access to digital services.
One of the highlights of digital transformation in Hue is bringing digital services closer to the people. Along with the VNeID application, the Hue-S smart city platform is also widely used in the community.
Mr. Vo Quang Phuc from Vy Da ward said that using digital applications saves a lot of time when doing administrative procedures. People only need to use the VNeID or Hue-S application to submit information and track the processing results directly on the application.
To keep pace with the global digital transformation trend, the city is also focusing on building a digital society and digital citizens by popularizing digital skills among the community. Currently, 100% of communes and wards have established community digital technology teams. Training programs and workshops on digital skills are also widely implemented with the participation of many agencies and organizations.
To optimize essential services, the city continues to research and improve the interface and user processes for low-traffic services, such as environmental sanitation services, to increase convenience and attract users. It also improves online information monitoring by applying more advanced algorithms and technologies to enhance the ability to filter and remove spam and advertisements, allowing the system to focus on valuable and relevant local news. Furthermore, it is researching and piloting new AI camera solutions, particularly for flexibly monitoring sidewalk order and the sidewalk economy, ensuring order while creating livelihoods for residents.
According to Deputy Director of the Department of Science and Technology Nguyen Kim Tung, the biggest goal of digital transformation is not just the application of technology, but also the building of a service-oriented administration, a transparent government whose work performance is measured by specific quantifiable metrics. Digitalizing public services also facilitates convenient and quick access to public services for citizens and businesses.
