- Implementing digital transformation in conjunction with the task of protecting national territorial sovereignty and border security, the Bao Lam Border Guard Station has recently developed a "Anonymous Email Box" model to receive crime reports via QR code, creating a safe and effective interaction channel between citizens and law enforcement agencies.

The model is designed to be simple, secure, and convenient for citizens to use. Specifically, when detecting signs of law violations, citizens only need to use their smartphones to scan the QR code to access the anonymous reporting form. This mailbox does not require informants to declare their identity or personal information. All information sent will be directly transferred to the system managed by the leaders of the Bao Lam Border Guard Station, received, classified, and processed according to the correct procedures, ensuring absolute confidentiality and preventing the leakage of information that could affect the informant.
Furthermore, to ensure the model's widespread adoption, officers and soldiers of the Bao Lam Border Guard Post directly visited each family, guiding residents on how to use smartphones to scan QR codes and fill out online forms. During the implementation of the model, officers and soldiers also integrated the dissemination of legal information to the people. This contributed to improving digital transformation in the community and enhancing citizens' responsibility in reporting crimes, maintaining local security and order, and protecting national border sovereignty.
Lieutenant Colonel Do Van Phuc, Political Officer of Bao Lam Border Guard Station, said: "The implementation of the 'Anonymous Email Box' model using QR codes is a practical solution, applying digital transformation in operational work and public mobilization. The absolute security of information has helped eliminate hesitation, allowing people to confidently provide valuable information, thereby improving the effectiveness of crime prevention and control in the area."
Launched in early May 2026, the "Anonymous Email Box" model is being implemented by the Bao Lam Border Guard Station in both in-person and online formats. For the in-person format, QR codes are publicly displayed in central locations with high population density for easy viewing and use by the public. For the online format, QR codes are widely disseminated and promoted online through the Facebook page of the Bao Lam Border Guard Station's Youth Union.
Ms. Mong Thi Moi, from Con Keo village, Dong Dang commune, said: "Currently, most people in the area use smartphones. Since the officers and soldiers of Bao Lam Border Guard Post posted QR codes at the community center and instructed us on how to report information, we have found it very convenient. In particular, the anonymous reporting feature gives us complete peace of mind. Now, whenever we spot a stranger or a vehicle with suspicious signs entering or leaving the area, we proactively scan the code and send the information to the authorities without any hesitation."
Shortly after implementation, the model proved effective. For example, on May 17, 2026, through intelligence gathering and receiving tip-offs, authorities promptly detected and stopped a Hyundai Getz vehicle, license plate 30F-038.32, in Na Pan village, Dong Dang commune. There, authorities caught Dinh Quoc Cuong red-handed transporting four Chinese nationals without valid entry or exit documents, with the intention of facilitating their illegal exit from the country.
The "Anonymous Email Box" model demonstrates that proactively applying information technology has helped the Bao Lam Border Guard Station improve the efficiency of promptly grasping the situation, promoting the role of the people in participating in crime prevention and control, contributing to maintaining security and order in the area, and firmly protecting national border sovereignty in the new situation.
