The conference heard Comrade Pham Van Hau, Permanent Deputy Secretary of the Provincial Party Committee, present the report of the Provincial Party Standing Committee assessing the results of the three-year implementation of Resolution No. 13-NQ/TU and Resolution No. 15-NQ/TU. Through discussion, the Provincial Party Committee unanimously agreed that the study, understanding, and dissemination of the resolutions were carried out seriously, creating positive changes in the awareness and actions of Party committees, government agencies, and the people regarding the position, role, and importance of developing and improving the quality of human resources in key economic sectors and developing the Southern key economic region of the province. Plans, action programs, mechanisms, and policies were promptly issued to attract investment in infrastructure and mobilize human resources to promote development.

Inspection and supervision of implementation have been strengthened, thereby promptly resolving difficulties and obstacles, contributing to accelerating the progress of achieving the set goals. The results after 3 years of implementation have contributed to maintaining stability and relatively strong growth in the province's economy; the Southern key economic region alone has an estimated average growth of 13.3% per year, contributing 22.53% to the province's GRDP; GRDP per capita reached VND 106.2 million, 1.2 times higher than the province as a whole. Infrastructure investment has been focused, investment attraction, administrative reform, and environmental improvement have been promoted; key projects and driving forces have been accelerated. The percentage of workers employed in key economic sectors increased by 16.5%; the percentage of trained workers increased by 5.1%. Training and professional development for cadres, civil servants, and public employees have achieved positive results. The vocational training network has been expanded; key vocational training institutions in the province have received investment for development; and the socialization of education has been strengthened, contributing to meeting the needs of society and businesses in the province for improving the quality of human resources.

Besides the achievements, the Provincial Party Committee also pointed out limitations and difficulties; clarified the causes, and proposed key tasks and solutions that need to be implemented in the coming period.
In his concluding remarks at the conference, the Provincial Party Secretary emphasized that the implementation of Resolution No. 13-NQ/TU and Resolution No. 15-NQ/TU took place amidst a mix of favorable conditions, difficulties, and challenges. However, with high determination in leadership, guidance, and management from Party committees and governments at all levels, a high level of consensus was achieved throughout the political system and among the people, resulting in important initial achievements. To continue the successful implementation of these resolutions, he requested that Party committees, governments, localities, and units focus on effectively implementing the identified goals, targets, tasks, and solutions. It is important to promptly address difficulties and obstacles to create breakthroughs in improving the quality of human resources serving the province's key economic areas and to promote the Southern key economic region to become a dynamic, green growth economic zone with a significant ripple effect for the development of other economic regions in the province, contributing to the rapid and sustainable socio-economic development of the province.

The Provincial Party Secretary directed that, regarding Resolution No. 13-NQ/TU, it is necessary to implement training and professional development for cadres and civil servants according to the job position scheme; review training programs for workers to ensure they meet the actual needs of localities and businesses; promptly and fully implement mechanisms and policies to support the development and improvement of vocational training quality from national target programs; improve the quality of human resources in key economic sectors, prioritizing the training of energy workers and developing urban economic human resources associated with the task of building digital government and smart cities; and strengthen the application of information technology in connecting supply and demand to improve the efficiency of training and labor utilization. Regarding Resolution No. 15-NQ/TU, focus on directing the review and implementing effective solutions to comprehensively achieve the goals and targets by 2025, in conjunction with the concretization of the Provincial Planning for the period 2021-2030, with a vision to 2050, and related sectoral and field plans. Focus on leading and directing the resolution of difficulties and obstacles, meeting the demand for leveling materials, and accelerating the progress of projects in the Southern key economic zone. Continue to review and propose to competent authorities the removal of difficulties, obstacles, inadequacies, and inconsistencies between legal documents, especially regarding land and investment; research and propose to the Central Government the development of new policies to contribute to breakthroughs in the socio-economic development of the Southern key economic zone and the province.
