The conference listened to Comrade Pham Van Hau, Standing Deputy Secretary of the Provincial Party Committee, present the report of the Provincial Party Committee Standing Committee assessing the results of 3 years of implementing Resolution No. 13-NQ/TU and Resolution No. 15-NQ/TU. Through discussion, the Provincial Party Committee unanimously agreed that the work of studying, thoroughly grasping and disseminating the resolutions was carried out seriously, creating positive changes in the awareness and actions of Party committees, authorities and people about the position, role and importance of developing and improving the quality of human resources in key economic sectors and developing the Southern key economic region of the province. Timely promulgation of plans, action programs and mechanisms, policies, attracting infrastructure investment and mobilizing human resources to promote development.

The inspection and supervision of implementation have been strengthened, thereby promptly removing difficulties and obstacles, contributing to speeding up the progress of the set goals. The results after 3 years of implementation have contributed to maintaining the stability and growth of the province's economy; the key economic region in the South alone has grown by an average of 13.3% per year, the contribution of the region to the province's GRDP reached 22.53%; the average GRDP per capita reached 106.2 million VND/person, 1.2 times higher than the whole province. Infrastructure has been focused on investment, investment attraction, administrative reform, and environmental improvement have been promoted; key and driving projects and works have been accelerated. The rate of laborers working in key economic sectors increased by 16.5%; the rate of trained laborers increased by 5.1%. The training and fostering of cadres, civil servants, and public employees has achieved positive results; Vocational training network is expanded; key training and vocational training facilities of the province are invested in and developed; socialization ofeducation is enhanced, contributing to meeting the needs of improving the quality of human resources of society and businesses in the province.

In addition to the achieved results, the Provincial Party Executive Committee also pointed out limitations and difficulties; clarified the causes, proposed key tasks and solutions to be implemented in the coming time.

Concluding the conference, the Provincial Party Secretary emphasized that the implementation of Resolution No. 13-NQ/TU and Resolution No. 15-NQ/TU took place in a context of many advantages, difficulties and challenges. However, with the high determination in leadership, direction and management of Party committees and authorities at all levels, it has created a high consensus of the entire political system and the people, thereby achieving important initial results. To continue to successfully implement the resolutions, he requested Party committees, authorities, localities and units to focus on effectively implementing the identified goals, targets, tasks and solutions. Pay attention to promptly removing difficulties and obstacles to create a breakthrough in improving the quality of human resources to serve the province's economic centers and promote the Southern Key Economic Zone to become a dynamic economic zone, green growth, with great spillover effects to develop other economic zones in the province, contributing to promoting the province's socio-economic development in a fast and sustainable direction.

The Provincial Party Secretary directed that, in accordance with Resolution No. 13-NQ/TU, it is necessary to conduct training and fostering for cadres and civil servants according to the job position project; organize a review of training occupations for workers, ensuring that they are suitable for the actual needs of localities and enterprises; promptly and fully implement mechanisms and policies to support development and improve the quality of vocational training from national target programs; improve the quality of human resources in key economic sectors, prioritize training of energy sector workers and develop urban economic human resources associated with the task of building digital government and smart cities; strengthen the application of information technology in connecting supply and demand to improve the efficiency of training and labor use. Regarding Resolution No. 15-NQ/TU, focus on directing the review and finding effective solutions to comprehensively complete the goals and targets by 2025 in conjunction with the concretization of the Provincial Planning for the period 2021-2030, with a vision to 2050 and the planning of related sectors and fields. Focus on leading and directing the resolution of difficulties and obstacles, meeting the demand for leveling materials and speeding up the progress of projects in the Southern key economic region. Continue to review and recommend competent authorities to consider removing difficulties, obstacles, inadequacies, and lack of synchronization between legal documents, especially on land, investment, etc.; research and propose the Central Government to develop new policies, contributing to creating breakthroughs in the socio-economic development of the Southern key economic region and the province.
