Car chassis number is unclear, how to get vehicle inspection?

A faded or illegible VIN is one of the reasons why a car might fail its vehicle inspection.


The Construction Newspaper's hotline received a reader's question regarding a truck whose chassis number has rusted due to prolonged use in transporting construction materials, causing the number to fade. In this case, how can the vehicle be registered for inspection?

Regarding this matter, a representative from a vehicle inspection facility in Hanoi stated that the chassis number is a unique sequence of identifying characters affixed to the vehicle's frame to identify that particular vehicle.

The chassis number is also commonly referred to as the VIN. The VIN consists of 17 characters and contains information about the place of manufacture, manufacturer, model, year of manufacture, and other details about the vehicle.

The VIN number can accurately identify the type and model of the vehicle, as well as information about the year of manufacture, manufacturer, country of manufacture, and vehicle specifications.

Attaching VIN numbers to vehicles helps authorities control and ensure the legality of road transport vehicles, as well as helping vehicle owners manage information about their vehicles.

Because of the importance of the chassis number, QCVN 122: 2024/BGTVT on the inspection of motor vehicles for circulation stipulates four significant defects or malfunctions related to the vehicle's chassis number that can cause the vehicle to fail the inspection.

This includes: Incorrect stamping location compared to vehicle records; signs of alteration or erasure; unclear or incorrect letters and numbers compared to vehicle records; incomplete visibility of the chassis number.

In comparison to the case of the Construction Newspaper reader, the chassis number is rusted and faded, making the letters and numbers illegible; therefore, the truck will fail the vehicle inspection.

To avoid this situation, vehicle owners need to go through the procedure of having their vehicle's chassis number re-engraved.

Circular 79/2024/TT-BCA, effective from January 1, 2025, regulating the issuance and revocation of vehicle registration certificates and license plates for motor vehicles and specialized motorcycles, specifies five cases in which engine and chassis numbers can be re-stamped; including cases where the vehicle has been registered but the engine or chassis number has corroded, faded, rusted, or lost one or more characters during use.

However, the vehicle's engine number or chassis number must be confirmed as original by an inspection agency; only then will the chassis number be re-stamped according to the number recorded in the certificate of origin.

In all cases, the re-stamping of the engine number and chassis number as stipulated above will be carried out by the vehicle registration authority.

To have a vehicle registration number re-stamped, the vehicle owner needs to prepare the necessary documents and submit them to the Traffic Police Department of the local police or the competent commune/ward police.

These documents include: Application for re-stamping of the chassis number; Vehicle registration certificate; personal documents of the vehicle owner, including identity card (or household registration) if the owner is a Vietnamese citizen. If the vehicle owner is a Vietnamese citizen residing abroad but working in Vietnam, a temporary or permanent residence declaration and passport must be provided.

In addition, you need to submit the following documents related to the vehicle: proof of purchase or gift; registration fee; proof of vehicle origin; and the Application Form.

After the documents are received and deemed valid, the police will re-stamp the vehicle's chassis number.

Once the new VIN number is issued, the vehicle owner takes the car for inspection to obtain a new certificate and inspection sticker, ensuring the vehicle is eligible to participate in traffic.

Vehicle owners should note that for cars with engine numbers or chassis numbers that have been illegally cut, welded, erased, altered, or re-stamped (not by the police), the vehicle registration process will not be processed.
