LAO CAI PROVINCE DEPARTMENT OF FOREIGN AFFAIRS ATTENDED THE CONFERENCE ON FOREIGN AFFAIRS WORK AND SUMMARY OF EMULATION AND REWARD WORK OF EMULATION CLUSTER NO. 1 - MINISTRY OF FOREIGN AFFAIRS IN 2024

From January 10-11, 2025, Emulation Cluster No. 1 - Ministry of Foreign Affairs held a Conference on Foreign Affairs Work and Summary of Emulation and Reward Work in 2024 in Lang Son province.

Attending the Conference were comrade Nguyen Nhu Hieu, Director of the Department of Foreign Affairs, Ministry of Foreign Affairs and representatives of leaders and experts of 08 Departments of Foreign Affairs of the provinces: Quang Ninh, Dien Bien, Son La, Lao Cai, Lai Chau, Cao Bang, Ha Giang , Lang Son.

  Ms. Trinh Tuyet Mai - Director of the Department of Foreign Affairs of Lang Son province (Head of Emulation Cluster No. 1 in 2024) approved the Report on foreign affairs and summary of emulation and commendation work in 2024, and the direction and tasks for 2025 of the Emulation Cluster. Thereby, in 2024, the foreign affairs work of Emulation Cluster No. 1 achieved many positive and outstanding results. The Department of Foreign Affairs of the provinces advised the Provincial Party Committee, People's Council, and People's Committee to manage and organize foreign affairs activities and border management work in accordance with regulations and effectively: advising on handling procedures for 1,034 incoming delegations and 998 outgoing delegations; advising and guiding the organization of 66 international conferences and seminars; coordinating the handling of 159 consular cases; advising on signing 146 international agreements at the provincial and department/branch/local levels; Advise the province to effectively implement programs/projects/aid of the previous year and receive new programs/projects/aid; advise on implementing cultural diplomacy activities combined with political diplomacy, economic diplomacy and people-to-people diplomacy; introduce potentials, strengths, and investment cooperation opportunities through international conferences and seminars, on the occasion of international organizations visiting and working in the province and delegations of provincial leaders visiting and working abroad; through cultural events, bring unique traditional culture, economic, cultural and tourism potential to international friends; proactively participate in and organize foreign cultural events to promote the traditional image of the locality to international friends and tourists, etc.

Comrade Trinh Tuyet Mai - Director of the Department of Foreign Affairs of Lang Son province (Head of Emulation Cluster No. 1 in 2024) approved the Report on foreign affairs work and summary of emulation and reward work in 2024, and directions and tasks for 2025 of the Emulation Cluster.

To deepen the work of foreign affairs and border management, the Department of Foreign Affairs of the provinces gave speeches and shared the difficulties and advantages in each locality. On the side of Lao Cai province, comrade Pham Thanh Quang, Director of the Department, gave a speech on actively implementing effective, substantive and in-depth foreign affairs to contribute to deepening cooperative relations and becoming a resource to support the socio-economic development of the locality.

With the achieved results, the Department of Foreign Affairs of all provinces were recognized by the Provincial People's Committee and the Ministry of Foreign Affairs and awarded many titles/forms of commendation, in which Lang Son received the Emulation Flag of the Ministry of Foreign Affairs and the Emulation Flag of the People's Committee of Lang Son province, the Department received 02 specialized Certificates of Merit from the Provincial People's Committee and 02 individuals received Certificates of Merit from the Chairman of the Provincial People's Committee; Lao Cai: received 01 Certificate of Merit from the Minister of Foreign Affairs for the collective "Excellently completed the task of local foreign affairs in 2023" and Certificate of Merit from the Chairman of the Provincial People's Committee for the collective "Had many achievements in contributing and supporting the construction of new rural areas in 2023", the title of Excellent Labor Collective of the Provincial People's Committee for 01 collective under the Department; Son La received the Emulation Flag of the Ministry of Foreign Affairs, the Department of Foreign Affairs and 03 individuals of the Department received Certificates of Merit from the Governor of Hua Phan Province (Lao PDR) for their contributions to the organization of the Hua Phan - Son La Tourism and Cultural Festival in 2024, 01 individual was awarded a Certificate of Merit by the Chairman of the Provincial People's Committee at the 4th Provincial Congress of Ethnic Minorities in 2024; Quang Ninh: 02 Certificates of Merit from the Chairman of the Quang Ninh Provincial People's Committee; Lai Chau: 01 department collective received the title of excellent performance; 03 individuals received certificates of merit from the Ministry of Foreign Affairs; 02 individuals received certificates of merit from the Provincial People's Committee; Dien Bien: The Provincial People's Committee recognized the title of Excellent Labor Collective for 01 collective and awarded Certificates of Merit to 01 collective and 02 individuals with outstanding achievements in 2023; 01 individual and 01 collective with outstanding achievements in the activities of commemorating the 70th anniversary of Dien Bien Phu victory (May 7, 1954 - May 7, 2024) were awarded Certificates of Merit by the Provincial People's Committee; Ha Giang: Certificates of Merit from the Chairman of the Provincial People's Committee to 02 collectives and 01 individual, Certificates of Merit from the Vietnam Union of Friendship Organizations: 01 individual; Cao Bang: The Department of Foreign Affairs was awarded 03 Certificates of Merit by the Provincial People's Committee; 01 collective was awarded a Certificate of Merit by the Provincial People's Committee for outstanding achievements in the period of 2022-2023; 05 individuals were awarded Certificates of Merit by the Provincial People's Committee, 01 Certificate of Merit from the Minister of Foreign Affairs to the Department of Foreign Affairs, 05 individuals were awarded Certificates of Merit by the Minister of Foreign Affairs.

At the Conference, the Department of Foreign Affairs of the provinces in the Cluster voted and honored the Department of Foreign Affairs of Lao Cai province and the Department of Foreign Affairs of Lang Son province as outstanding units to propose the Ministry of Foreign Affairs to award the Emulation Flag in 2024, proposed to award the Certificate of Merit to the Department of Foreign Affairs of Son La province and the Department of Foreign Affairs of Lao Cai province was elected as the Head of Emulation Cluster No. 1 - Ministry of Foreign Affairs in 2025. In the position of Head of Emulation Cluster No. 1 in 2025, the Department of Foreign Affairs of Lao Cai province launched the emulation and commendation movement and together with the Departments of Foreign Affairs of the provinces signed a covenant and unanimously strived to excellently complete the assigned tasks in 2025. After the Conference program, the delegates visited Huu Nghi International Border Gate and some famous places of Lang Son province.
