(QNO) - These days, the construction site of the Van Ly bridge and access road project (connecting Dien Ban and Dai Loc) is always bustling and lively.

Bustling construction site

From the existing western bank of the river (Dien Hong commune, Dien Ban town), a temporary bridge has "extended" more than half the width of the river. The contractor, Dat Phuong Group Joint Stock Company, said that after completing the temporary bridge, along with a 1,000-ton barge and a 400CV tugboat, they will be used for underwater construction. On the bank, along the road passing through Hamlet 3 of Dien Hong commune, the bridge girder casting platform is gradually taking shape, and the first girder will be cast in a few days.

As dusk approached, trucks carrying ready-mix concrete continued to move in and out of the construction site on the west bank of the Thu Bon River to meet the schedule for building a bridge pier.

Engineer Dao Hong Ngoc, a site technical officer of Dat Phuong Group Joint Stock Company, shared that the Van Ly bridge and access road project commenced construction on September 16, 2023. After a short period of completing the procedures for borrowing the road for public use, the contractor focused on implementing the work on both the west and east banks (Phu Van hamlet, Dien Quang commune, Dien Ban town).

On the construction site, the contractor initially mobilized 5 cranes (35-60 ton capacity), 1 excavator, 1 roller, and 2 concrete pumps. In addition to temporary bridges, barges, and tugboats, 2 traffic control stations were also established to ensure safe waterway traffic through the construction area. In terms of manpower, Dat Phuong Group Joint Stock Company deployed 8 technical staff; 15 machine operators; 60 skilled workers, and many personnel from indirect departments to the construction site.

After work, they will rest and eat in the well-established and fairly sturdy camp area. The catering team also consists of long-time employees who have served in logistics for construction projects from North to South that Dat Phuong has won contracts for.

Engineer Dao Hong Ngoc stated that, to date, the contractor has completed the bored piles for 5 piers and 2 abutments on the dry land side of the west and east banks. Specifically on the east bank, abutment M1 and pier T1 have been completed; piers T7 and T8 on the west bank are currently undergoing finishing work.

On the construction site, steel is being proactively stockpiled to ensure sufficient supply for the entire month of February 2024. This is because the contractor is concerned that after the Lunar New Year of the Year of the Dragon 2024, a shortage of supplies from the supplier would disrupt construction. The total value of completed work currently exceeds 20 billion VND.

Speaking to a reporter from Quang Nam Newspaper , Mr. Nguyen Van Thuong - Deputy Director of the Quang Nam Provincial Project Management Board for Investment and Construction of Transportation Works (the project's investor) shared that, regarding the Van Ly bridge specifically, the contractor has committed to completing the main bridge by the end of 2024, and opening it for technical traffic in early 2025.

Regarding the access road project, Dien Ban town commits to handing over all agricultural land by the end of April 2024; and completing the land clearance related to houses, structures, etc., by the end of 2024.

Along with Dien Ban town, Dai Loc district is also urgently taking steps to develop a compensation, support, and resettlement plan for the construction of the access road (connecting from the west of Van Ly bridge, through Dai Hoa commune, and connecting to DT609B and DT609C). The province has directed localities to expedite land clearance and ensure timely handover so that contractors can begin construction and complete the project in time for the 23rd Provincial Party Congress (2025-2030 term). To achieve this goal, the locality assigned as the investor for the compensation and land clearance sub-project of the Van Ly bridge and access road project needs to urgently implement the construction of resettlement areas and arrange new housing for affected people.

According to the site manager of Dat Phuong Group Joint Stock Company, engineer Dao To Van, the construction site is scheduled to take a break for the Lunar New Year from the 22nd day of the 12th lunar month (February 1, 2024) to the 9th day of the 1st lunar month of the Year of the Dragon (February 18, 2024). Because most of the staff and workers are from the northern provinces and spend almost the entire year working on the project with little opportunity to return home, the company is creating conditions for them to reunite with their families for an extended period. This action not only demonstrates concern for the well-being of employees but also helps them "recharge their energy" to focus intensely on their tasks after the holiday, which is expected to bring a larger and more intense workload.

Despite the Lunar New Year holiday, the contractor still deployed security personnel to ensure safety at the construction site and camp areas.

“The number of personnel and equipment currently on the construction site is still not very concentrated. After the Lunar New Year holiday, the company's leadership will continue to deploy additional personnel and specialized equipment to accelerate the construction progress of the main bridge. At the same time, we will proceed with the construction of some smaller bridges on the approach roads if the land is handed over,” said engineer Dao Hong Ngoc.

On January 1, 2024, the Prime Minister signed Official Dispatch No. 01 on continuing to uphold the highest sense of responsibility and accelerate the progress of investment and construction of transportation infrastructure projects and works.

The Prime Minister requested that the Chairpersons of the People's Committees of provinces and centrally-governed cities with projects mobilize the entire political system to participate in disseminating information and persuading people to accelerate the progress of land clearance and relocation of technical infrastructure; with a focus on investing in the construction of resettlement areas, ensuring that people have new homes that are at least equal to or better than their old homes.

Directing all levels and sectors to coordinate closely with investors and construction contractors to do a good job of propaganda, mobilization, support, creating more jobs and livelihoods for local people, fostering enthusiasm and a sense of belonging – "the people remember those who leave, and cherish those who stay."

Closely coordinate with the project management agency in the transportation sector to expedite the licensing of material quarries, especially those under special mechanisms; review common material quarries in the locality to ensure supply and capacity meet the project's construction schedule and restore the site to its original state after completion.
