School-age psychological disorders that are not given due attention will lead to many consequences.
While in recent times, there have been a series of heartbreaking incidents related to schools such as violence, depression... that have damaged both the physical and mental health of students. One of the reasons leading to the above situation is that school psychological counseling has not received due attention.
School violence occurs in many schools because there is still a big gap in support and counseling for students. It can be a psychological counselor at school or a psychologist at related agencies such as the Department of Education , who is responsible for giving advice, guidance and solving problems for students when they encounter conflicts and disagreements. Counseling is important not only to solve psychological problems, but also all issues from studying, career orientation, decision making, how to handle pressure and how to behave in unexpected situations. Most importantly, there are many ways to resolve tensions when conflicts arise between groups of students, which will reduce unnecessary arguments and violence in schools and in society.
Currently, the lack of human resources is a common difficulty for schools in implementing student counseling work today. Previously, with Circular No. 20/2023/TT-BGDDT, student counseling is a new job position and each primary, secondary and high school is assigned 1 person in this position; in case there is no staff, then a labor contract or part-time teacher is assigned. This regulation is expected to help solve the current difficulty in student counseling human resources.
However, according to leaders of many high schools, school psychological counseling is still not given due attention, human resources for this work are lacking and difficult to attract because there is no suitable regime. Most of the counselors are part-time, and those who do counseling do not create trust for students to confide and trust. National mental health care services and psychiatric hospitals do not have enough resources to meet the needs of the community, while we have many stigmas against this service, causing students with mental health problems to not want to seek help.
To improve the effectiveness of student counseling in schools, teachers agree that the first thing to do is to strengthen and enhance the team of professional counselors. Accordingly, there should be a position specializing in student counseling in each school; for schools with a large number of students, there should be more than one counselor to ensure that each student receives full attention and support.
On September 18, 2024, the Ministry of Education and Training (MOET) issued Circular 11/2024/TT-BGDDT stipulating codes, standards for professional titles and salary scales for student counselors in public general education institutions and specialized schools. The above Circular took effect from November 4, stipulating that civil servants appointed to the professional title of student counselor prescribed in this Circular shall apply the salary table of civil servants in Table 3 (professional and technical salary table for cadres and civil servants in state-owned enterprises) issued together with Decree 204/2004/ND-CP, providing specific guidance on the professional titles of student counselors of grades 1, 2, and 3.
At the same time, in the draft Law on Teachers, one of the notable new points is the proposal to delegate the right to actively recruit and use teachers to the education sector. According to the assessment of many experts, the above regulation aims to strengthen the leading role of educational management agencies in state management, in order to help the education sector take the initiative in managing and developing the teaching staff. At the same time, it also helps educational institutions proactively fill the gap in human resources/job positions based on the practical needs of each educational institution.
