Early construction of Hoa An bridge underpass connecting two roads along Dong Nai river

According to Mr. Nguyen Ton Trong, Director of Bien Hoa City Project Management Board ( Dong Nai ), the locality is currently completing related procedures and documents to soon start the project to build a tunnel under Hoa An bridge.

The construction site of Hoa An bridge underpass is located on the east bank of Dong Nai river, passing through Bien Hoa city.

Mr. Trong said that Bien Hoa City People's Committee has also submitted the feasibility study report for the Department of Planning and Investment to review. The project design is expected to be completed in the early fourth quarter, so relevant functional units are also speeding up to be able to start the project by the end of 2024.

The Hoa An bridge underpass project (belonging to group B project) in 2020 was assigned by Dong Nai Provincial People's Committee to Bien Hoa City People's Committee to prepare and submit for approval the investment proposal dossier.

On December 4, 2020, the Provincial People's Council officially approved the project investment policy. The Provincial People's Committee then assigned the Bien Hoa City People's Committee to be the project investor.

The Hoa An underpass project aims to connect the Dong Nai riverside road and Nguyen Van Tri street to create a route running across the east bank of the Dong Nai river from Bien Hoa to Vinh Cuu.

The project is built to connect Dong Nai riverside road and Nguyen Van Tri road with a length of about 620m. The project includes items such as: underpass, access roads at both ends of the tunnel, drainage system, lighting, ventilation, etc.

The underpass alone has a closed section about 40m long, a clearance of 4.5m and an open tunnel about 360m long, the access road at both ends of the tunnel is about 220m long. The total investment of the project is about 310 billion VND from the Dong Nai provincial budget. The expected implementation time is from 2021 with a maximum implementation time of 4 years, parallel to the construction time of the Dong Nai riverside road connecting Bien Hoa city and Vinh Cuu district.

However, for many years, the Hoa An bridge underpass project has not yet started construction, while the Dong Nai riverside road started construction on schedule in 2021. Up to now, although the riverside road is behind schedule due to land acquisition problems, it has taken shape, many sections are accessible to vehicles and is expected to be completed by the end of this year.

With the riverside road about to reach its finish line, the construction of the Hoa An bridge underpass to connect the riverside road and Nguyen Van Tri street is even more urgent.

When the two routes are connected, they will form a route along the East bank of the Dong Nai River stretching from Bien Hoa city to Vinh Cuu district.

In addition to the value of creating a landscape along the Dong Nai River, this route will contribute to sharing traffic volume on Huynh Van Nghe Street, making it easier for people from the inner city to travel to the districts.

In reality, many sections of the Dong Nai riverside road have been paved with asphalt, installed with railings, and have a water supply system... However, some sections are still under construction or cannot be implemented due to site clearance issues.

According to the Bien Hoa City Project Management Board (Dong Nai), the Dong Nai riverside road has a total length of 5.2km, stretching from Hoa An bridge to the border of Vinh Cuu district. According to the design, the entire cross-section of the road has a right-of-way of 34m, including a 22.5m wide roadway, 5m wide sidewalks on each side and a 1.5m wide median strip in the middle.

The riverside road was started on November 25, 2021 with a total investment of nearly 1,300 billion VND, invested by Bien Hoa City People's Committee. The project is expected to be completed and put into use from June 2023, but due to land acquisition problems and lack of resettlement, the project has only completed about 57% of the construction so far.
