Son La: Prosecuted 9 more defendants after Nhan Dan Newspaper's reflection

Previously, on January 8, 2025, Nhan Dan Newspaper published an article "Need to clarify the issue of unlicensed medical examination and treatment in Son La", reflecting signs of fraud for examination and treatment of diseases using exclusive high technology at the DHY JW CENTER Medical Examination and Treatment Center located at 27 To Hieu Street, old Son La city, now To Hieu ward, Son La province.

Immediately after Nhan Dan Newspaper published an article, DHY JW CENTER Medical Examination and Treatment Center laid off all employees and at around 2:00 a.m. on January 9, it packed up all equipment and moved it away from house number 27, To Hieu Street.

At the same time, the Center also deleted all advertising pages on Facebook; deleted all Facebook, Zalo, Telegram accounts of the group and burned related documents...

Based on the information reported by Nhan Dan Newspaper and evidence provided by the people, the People's Procuracy of Son La City, now the People's Procuracy of Region 1, coordinated with the Investigation Police Agency and Son La Provincial Police to conduct an investigation and verification in accordance with the provisions of law.

Previously, on June 20, 2025, the Investigation Police Agency, Son La Provincial Police initiated a case, prosecuted the accused and issued a detention order for 3 accused: Duong Cong Dinh, Phung Van Long, both residing in Yen Son village, Huong Dao commune, former Tam Duong district, Vinh Phuc province and Nguyen Thi Huyen residing in Trung Ha village, Tien Thinh commune, former Me Linh district, Hanoi city for the crime of "Fraudulent appropriation of property" as prescribed in Article 174 of the Penal Code.

Through further investigation of the case, it was determined that the subjects, along with Duong Cong Dinh, Nguyen Thi Huyen, and Phung Van Long, had appropriated the property of customers coming to the DHY JW CENTER for examination and treatment, including 3 "doctors" and 6 "technicians".

The three “doctors” include Do Hoang Khanh Chau, born in 1998, residing in Lang residential group, Tam Duong commune, Phu Tho province; Phung Thi Yen, born in 1998, residing in Han Lu residential group, Vinh Phuc ward, Phu Tho province; Le Thi Khanh Ly, born in 1998, permanent residence: Sub-zone 8, Na Bo, Ta Hoc commune, Son La province; temporary residence: Group 9, To Hieu ward, Son La province).

6 “Technicians”, including: Ca Mai Ly, born in 1998, residing in: Ban Bo An, Chieng Coi ward, Son La province; Bui Thi Thu Thuy, born in 2005, residing in Chieng Mung commune, Son La province; Leo Thi Hoai Ly, born in 2004, residing in Chau Co village, Chieng Coi ward, Son La province; Quang Thi Huyen Trang, born in 2006, residing in group 10, Chieng Sinh ward, Son La province; Nguyen Thi Thu Trang, born in 2001, residing in Mo Than village, Long Phieng commune, Son La province; Dang Thi Bach Tuyet, born in 1998, residing in Chim Van village, Pac Nga commune, Son La province.

The above subjects were not granted a certificate to practice medical examination and treatment, had not been trained in the medical field, and knew that DHY JW CENTER did not have high-tech equipment to treat diseases, but the subjects still provided a lot of false information to make customers trust and pay to register for medical examination and treatment packages and buy medicine at this center.

On September 5, the Investigation Police Agency, Son La Provincial Police issued a decision to prosecute and arrest 9 defendants.

The defendants prosecuted include: Do Hoang Khanh Chau, Phung Thi Yen, Le Thi Khanh Ly, Ca Mai Ly, Bui Thi Thu Thuy, Leo Thi Hoai Ly, Quang Thi Huyen Trang and Nguyen Thi Thu Trang for the crime of "Fraudulent appropriation of property" as prescribed in Article 174 of the Penal Code.

Issue a decision to prosecute the accused and order a ban on leaving the place of residence against Dang Thi Bach Tuyet for the crime of "Fraudulent appropriation of property" as prescribed in Article 174 of the Penal Code.

Mr. Vu Duc Long, Chief Prosecutor of the People's Procuracy of Region 1, said: From the information reported by Nhan Dan Newspaper and then the unit receiving the petitions from people who had been examined at the DHY JW CENTER, it was clearly identified that the subjects had committed acts of fraud and property appropriation.

After the approval of the People's Procuracy of Region 1, the Investigation Police Agency (PC02), Son La Provincial Police coordinated with the Prosecutor of the People's Procuracy of Region 1 to execute the above decisions and orders in accordance with the law.

Currently, the case is continuing to be investigated and clarified.
