Comrade Le Minh Ngan holds the position of Standing Deputy Secretary of Lai Chau Provincial Party Committee

On the morning of September 6, Lai Chau Provincial Party Committee held a conference to announce the Secretariat's Decision on personnel work.

The representative of the Central Organizing Committee presented the decision to comrade Le Minh Ngan.

At the Conference, on behalf of the Party Central Committee, comrade Nguyen Quang Duong, member of the Party Central Committee, Deputy Head of the Central Organizing Committee, presented the Decision on transfer and appointment of comrade Le Minh Ngan to hold the position of Standing Deputy Secretary of Lai Chau Provincial Party Committee for the 2020-2025 term.

According to Decision No. 2283-QDNS/TW dated August 30, 2025 of the Secretariat, comrade Le Minh Ngan ceased to hold the position of Member of the Executive Committee, Member of the Standing Committee of the Party Committee of the Ministry of Agriculture and Environment , Deputy Minister of Agriculture and Environment; transferred and appointed to participate in the Executive Committee, Standing Committee of the Provincial Party Committee, holding the position of Standing Deputy Secretary of the Lai Chau Provincial Party Committee for the 2020-2025 term.

Lai Chau provincial leaders presented flowers to congratulate the new Standing Deputy Secretary of Lai Chau province for the 2020-2025 term.

Speaking at the Conference, Comrade Nguyen Quang Duong highly appreciated the results that Lai Chau had achieved in the past term; affirmed that the mobilization of cadres was based on the requirements of the task, aiming to continue to develop Lai Chau quickly and sustainably. He emphasized that Comrade Le Minh Ngan is a professional cadre, matured from the grassroots, having held many positions, always completing tasks excellently, especially in the field of Natural Resources and Environment; at the same time, he has been planned to be in the Central Executive Committee for the next term.

The new Standing Deputy Secretary of Lai Chau province delivered a speech accepting the assignment.

In his acceptance speech, comrade Le Minh Ngan expressed his emotion and thanked the Politburo , the Secretariat, the Government and the central ministries and branches for their trust. In his new position, he affirmed that he will join the Executive Committee and the Standing Committee of the Provincial Party Committee to lead and direct the successful implementation of the 15th Lai Chau Provincial Party Congress, striving to bring Lai Chau to develop rapidly and sustainably, contributing to the whole country entering a new era - the era of national strength.

Comrade Le Minh Ngan, born in 1969, hometown Quang Binh province (now Quang Tri province), Kinh ethnic group, Master's degree in Economics. He has held the following positions: Director of the Department of Natural Resources and Environment of Quang Binh province; Vice Chairman of the People's Committee of Quang Binh province, term 2016-2021.

The Standing Committee of Lai Chau Provincial Party Committee presented flowers to congratulate former Permanent Deputy Secretary Vu Manh Ha on his recent appointment as Permanent Deputy Minister of Health.

In February 2020, he was transferred and appointed by the Prime Minister to the position of Deputy Minister of Natural Resources and Environment; and reappointed in January 2025. Implementing the policy of merging ministries, from March 1, 2025, he will hold the position of Deputy Minister of Agriculture and Environment.

Previously, on September 3, 2025, Prime Minister Pham Minh Chinh signed Decision No. 1881/QD-TTg to receive and appoint comrade Vu Manh Ha, alternate member of the Party Central Committee, Standing Deputy Secretary of Lai Chau Provincial Party Committee, to hold the position of Permanent Deputy Minister of Health.
