According to the review, the province currently has 97 projects using private capital and state budget funds that are facing difficulties and obstacles in many fields such as: culture, education, tourism, health, national defense, border areas, agriculture , land, resources, transportation, urban development and technical infrastructure.

As of May 6th, Son La province had resolved difficulties for 42 out of 97 projects, with 55 projects still under focused processing. The main reasons for the delays in many projects are primarily due to administrative procedures, land issues, land leasing; overlapping legal regulations; changes in planning; prolonged land clearance processes with lack of public consensus; and some investors with limited capacity and slow project implementation.

During the meeting, leaders of departments and agencies, along with the Vice Chairmen of the Provincial People's Committee in charge of relevant fields, focused on analyzing the causes and proposing solutions to resolve the backlog of each group of projects. Many opinions suggested further categorizing projects according to their specific issues for appropriate handling, ensuring compliance with legal regulations; and strengthening guidance and monitoring of the progress of resolution by departments, localities, and investors.

The delegates also proposed focusing on resolving obstacles related to compensation and resettlement support; and definitively addressing outstanding issues regarding land allocation, land leasing, and land use conversion in accordance with the 2024 Land Law.

Concluding the working session, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Nguyen Dinh Viet, requested the Vice Chairmen of the Provincial People's Committee and relevant departments and agencies to continue reviewing all outstanding and delayed projects to classify them specifically according to problem groups and the authority to handle them. At the same time, it is necessary to clearly identify the causes, responsibilities, and solutions for each project.

The Chairman of the Provincial People's Committee emphasized: "Strengthen coordination in advising the Provincial People's Committee on solutions to address obstacles in projects; for projects that can continue to be implemented, focus resources on completing them soon; resolutely deal with projects that are behind schedule, prolonged, or no longer feasible."
