
Throughout the night of July 31 to this morning August 1, prolonged heavy rain in the upstream area of the Northwest caused the water level of Nam Ban stream ( Son La province) to rise, causing flooding and landslides in Pung Banh commune (Son La province).
According to preliminary statistics, 9 houses have been directly affected by flooding and landslides. Provincial Road 105, the section passing through Dom and Keo Hin villages to the center of Pung Banh commune, is currently deeply flooded. Motorbikes cannot circulate, while cars have great difficulty moving.
Mr. Vu Trieu Phu, Chairman of the People's Committee of Pung Banh commune, said that the commune's natural disaster prevention force and the shock team are focusing on supporting people to move from dangerous areas and along streams to safety.
This morning, many communes in Son La province such as Pung Banh, Sam Kha, Nam Pam, Hang Chu and Lang Cheu 4 still suffered heavy rain with measured rainfall ranging from 89 to 132.4mm.
Many places are at risk of flash floods and landslides. Local authorities have advised people to take precautions, not to cross the spillway, not to stay in huts, not to visit fields or go fishing in streams. At the same time, people traveling in this area need to closely monitor the development of rain and floods, especially in the foothills and streams.

Not only in Son La, in Dien Bien province, heavy rain lasting from early morning on August 1st has caused serious damage to people and property.
According to the Defense Command of Area 3 - Na Son (Dien Bien Province Military Command), heavy rains occurred in the communes of Xa Dung, Na Son, Tia Dinh and Phinh Giang, causing many areas to be isolated. Particularly in Han Pu Xi village (Xa Dung commune), floods swept away many houses, 10 houses were buried by landslides. According to preliminary reports, 2 children in Tia Dinh commune were missing.
Many households in Na Son and Phinh Giang communes of Dien Bien province also suffered from flooding, even having their houses swept away. Upon receiving the information, the Dien Bien Provincial Military Command directed the Defense Command of Area 3 - Na Son to deploy emergency rescue forces.


However, due to prolonged heavy rain, many sections of the road from the commune center to the villages have been eroded and trees have fallen, completely cutting off the roads. Mobilization by car is impossible, and rescue forces are facing many difficulties due to deep flooding and loss of communication.
The situation in Han Pu Xi village (Xa Dung commune) is currently very serious. This area is completely isolated, without signal and power.
Mr. Sung A Mang, Chairman of Xa Dung Commune People's Committee, said that the commune has mobilized maximum human resources. However, due to landslides and isolation, access to the scene is currently very difficult. More seriously, in Hang Pu Xi village, according to preliminary reports, 2 children were buried by landslides. Currently, unfavorable weather conditions have prevented rescuers from reaching the scene.
In Suoi Lu village (in Xa Dung commune), floodwaters rushed in at night, forcing many households to evacuate urgently. Some families were flooded up to the roof. Xa Dung commune authorities are mobilizing all local forces for emergency rescue, with each village taking the maximum initiative according to its capacity. However, the severe isolation has made rescue work extremely difficult.
