Revise the penalties for fire safety violations.

HNN.VN - The Government has issued Decree No. 69/2026/ND-CP amending and supplementing a number of articles of Decree No. 106/2025/ND-CP dated May 15, 2025, stipulating administrative sanctions for violations in the field of fire prevention, firefighting, and rescue.

Specifically, Decree No. 69/2026/ND-CP amends and supplements Clause 4, Article 6 regarding violations of regulations on propaganda, dissemination of knowledge, laws, training, and professional development in fire prevention and rescue by adding the category of "head of establishment" in point c, Clause 1, Article 45 of the Law on Fire Prevention and Rescue that has not received professional training in fire prevention and rescue, in order to conform with the provisions of Decree No. 105/2025/ND-CP.

According to the new regulations, a fine of VND 6,000,000 to VND 8,000,000 will be imposed on organizations and individuals who use the objects specified in points c, d, e, and g of Clause 1, Article 45 of the Law on Fire Prevention and Rescue to perform fire prevention and rescue tasks without having a written notification of the results of fire prevention and rescue training.

Amend regulations on penalties for violations of mandatory fire and explosion insurance.

Failure to equip fire-fighting equipment in accordance with regulations will result in hefty fines.

Regarding violations of regulations on mandatory fire and explosion insurance, Decree No. 69/2026/ND-CP adds the phrase "insufficient insured objects" to Clause 1, Article 17: "Purchasing mandatory fire and explosion insurance without sufficient insured objects or with incorrect mandatory fire and explosion insurance premiums as prescribed for facilities required to purchase mandatory fire and explosion insurance" to align with Article 35 of Decree No. 105/2025/ND-CP and Article 23 of Decree No. 67/2023/ND-CP regarding insured objects.

Equipping firefighting, rescue, and relief vehicles with substandard equipment will result in fines of up to 40 million VND.

At the same time, Decree No. 69/2026/ND-CP adds point c to clause 8 of Article 20, which prohibits violations of regulations on equipping and installing fire fighting and rescue vehicles.

According to the new regulations, equipping firefighting, rescue, and relief vehicles with non-compliant equipment will be subject to a fine of between 30,000,000 VND and 40,000,000 VND.

Failure to maintain the required fire-fighting water reserves is punishable by a fine of up to 5 million VND.

At the same time, Decree No. 69/2026/ND-CP also amends and supplements Clause 2 of Article 21; in which, it adds regulations on technical requirements and maintaining fire-fighting water reserves as prescribed.

Specifically, Decree No. 69/2026/ND-CP stipulates a fine of VND 3,000,000 to VND 5,000,000 for any of the following acts: Failure to maintain sufficient quantities or ensure the technical requirements of commonly used firefighting equipment and rudimentary demolition tools that have been equipped and installed; failure to maintain the required firefighting water reserves.

In addition to installing fire safety equipment, many agencies and units also organize annual training for their staff.

Amend the regulations on penalties for violations of fire prevention regulations.

In addition, Decree No. 69/2026/ND-CP also amends and supplements Clauses 2, 4, and 5 of Article 25 regarding violations of fire prevention regulations as follows:

2. A fine of VND 5,000,000 to VND 7,000,000 shall be imposed for the act of failing to maintain fire-resistant materials or fire-resistant doors or fire-resistant partitions or fire-resistant curtains or fire-resistant blinds or fire-resistant materials that have been installed or provided.”

4. A fine of VND 20,000,000 to VND 25,000,000 shall be imposed for the act of failing to maintain fire safety distances between buildings and structures.

“5. A fine of VND 30,000,000 to VND 40,000,000 shall be imposed for the act of failing to equip or install fire-resistant materials or fire-resistant doors or fire-resistant partitions or fire-resistant curtains or fire-resistant blinds or fire-resistant materials.”

The fines stipulated above are the penalties applied to an administrative violation committed by an individual.

Households, businesses, and residential communities that violate regulations will be subject to the same fines as individuals who commit administrative violations…
