The Ministry of Labor, War Invalids and Social Affairs is soliciting comments on the electronic information page on the Circular amending and supplementing a number of articles of Circular No. 17/2022/TT-BLDTBXH dated September 6, 2022 guiding the implementation of a number of contents on vocational education and job creation for workers in sub-projects and component contents of the 3 national target programs for the period 2021-2025 (hereinafter referred to as Circular No. 17/2022).
Specifically, Article 1 of the draft Circular amends and supplements 7 contents.
Firstly, add Clause 3 to Article 7 of Circular No. 17/2022 as follows: “3. The sectors and occupations selected to develop economic and technical standards for training are decided by the agency assigned to organize the development based on the planning, strategies, and socio-economic development plans of the region, sector, and locality within the scope of the Program”.
Second, add Clause 3 to Article 8 as follows: “3. The sectors and occupations selected to develop a list of minimum training equipment shall be decided by the agency assigned to organize the development based on the planning, strategies, and socio-economic development plans of the region, sector, and locality within the scope of the Program”.
Third, add Clause 3 to Article 9 as follows: “3. Industries and professions selected to develop standards for facilities in practice, experimentation, and testing by assigned agencies The task of organizing the development of decisions based on the planning, strategies, and socio-economic development plans of regions, sectors, and localities within the scope of the Program".
Fourth, amend and supplement Article 10 as follows:
“a) Comply with the provisions of the law on prices and documents guiding the Law on Prices; Decree No. 60/2021/ND-CP dated June 21, 2021 of the Government stipulating the financial autonomy mechanism of public service units and other relevant regulations; Decree No. 32/2019/ND-CP dated April 10, 2019 of the Government promulgating regulations on assigning tasks, ordering or bidding for the provision of public products and services using the state budget from regular expenditure sources; Decision No. 1508/QD-TTg dated July 27, 2016 of the Prime Minister promulgating the list of public service services using the state budget under the state management of the Ministry of Labor, War Invalids and Social Affairs.
b) The sectors and occupations selected to develop vocational education service prices using the state budget are selected and decided by the agency assigned to organize the development based on the list of public careers in the field of vocational education, ensuring consistency with the planning, strategies, and socio-economic development plans of the region, sector, and locality within the scope of the Program.
Fifth, amend the title of Article 23 and amend Clause 2 of Article 23 as follows:
a) Amend the name of Article 23 as follows: “Article 23. Building vocational training models; supporting vocational training”.
b) Amend Clause 2, Article 23 as follows: “2. Implementation method: According to the provisions of Clause 2, Article 20, Clause 2, Article 21 of this Circular and Article 24 of Circular No. 15/2022/TT-BTC”.
Sixth, amend Clause 1, Article 32 as follows: “1. Support the repair and maintenance of a number of construction items, factories, classrooms, dormitories and facilities serving the living and training of learners; purchase machinery and equipment for training for vocational education institutions in ethnic minority and mountainous areas”.
Seventh, amend point e, clause 2, Article 36 as follows: “e) Support vocational training at elementary level and under 3 months for rural workers who are people of working age in rural areas including: Villages, communes, districts, towns and provincial cities with communes of 63 provinces and centrally run cities”.
It is known that Circular No. 17/2022 guides the implementation of a number of contents on vocational education and job creation for workers in 2 sub-projects and a component content of 3 national target programs for the period 2021-2025.
That is: Sub-project 1 "Developing vocational education in poor and disadvantaged areas" in Project 4 under the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period approved in Decision No. 90/QD-TTg dated January 18, 2022 of the Prime Minister.
Sub-project 3 "Project on developing vocational education and creating jobs for workers in ethnic minority and mountainous areas" under Project 5 under the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period, Phase I: from 2021 to 2025 was approved in Decision No. 1719/QD-TTg dated October 14, 2021 of the Prime Minister.
Content No. 09 "Continuing to improve the quality of vocational training for rural workers, linked to market needs" in Component Content No. 03 of the National Target Program on New Rural Construction for the 2021-2025 period approved in Decision No. 263/QD-TTg dated February 22, 2022 of the Prime Minister.
Previously, Decision No. 29/QD-BCDCTMTQG on the 2023 Work Program of the Central Steering Committee for National Target Programs for the 2021-2025 period clearly stated that the Ministry of Labor, War Invalids and Social Affairs should soon develop and issue a Circular amending and supplementing a number of articles of Circular No. 17/2022.
At the same time, the Ministry of Labor, War Invalids and Social Affairs, relevant ministries, central agencies and localities need to report on the implementation results of Resolution No. 24/2021/QH14 of the National Assembly approving the investment policy of the National Target Program on Sustainable Poverty Reduction to the Supervision Delegation according to Resolution No. 52/2022/QH15 of the National Assembly before July 15, 2023.
The conference to review 3 years of implementing the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period is expected to be held in the second quarter of 2023.
