At the regular September press conference at the Ministry of Science and Technology on September 26, Mr. Chu Thuc Dat, Deputy Director of the Department of Innovation, said that the draft Law on Technology Transfer (amended) was built to achieve four main goals: perfecting the legal framework; promoting the transparent development of the science and technology market; encouraging the commercialization of research and innovation results and strengthening control of cross-border technology transfer activities, while improving state management capacity.

The Law amending and supplementing the Law on Technology Transfer continues to inherit the scope of regulation of the current Law on Technology Transfer, including regulations on technology transfer activities in Vietnam, from foreign countries to Vietnam, from Vietnam to foreign countries; rights and obligations of organizations and individuals participating in technology transfer activities; technology appraisal; technology transfer contracts; measures to encourage technology transfer, development of science and technology market; state management of technology transfer.
At the same time, the law continues to apply to the following subjects: organizations, enterprises, and individuals participating in technology transfer activities; central and local state management agencies and related organizations, enterprises, and individuals.
Deputy Director of the Department of Innovation Chu Thuc Dat emphasized: the draft revised law focuses on 6 new policy groups, notably: expanding the scope of regulated technology to cover new technology, especially strategic technology and green technology; supporting and promoting the transfer of endogenous technology through ownership rights, technology usage rights and technology capital contribution to investment projects; creating financial-legal incentives with strong incentive mechanisms, requiring international contractors to commit to technology transfer and training Vietnamese human resources; developing a professional science and technology market, enhancing the role of technology exchanges, innovation centers, creative startup support centers, etc.
With new points such as expanding the scope of regulation, increasing financial and legal incentives and encouraging the commercialization of research results, the bill is expected to create a modern and transparent legal framework, promote innovation and develop the science and technology market.
On that basis, the Law on Technology Transfer (amended) is not only a legal tool for managing technological activities, but also becomes a driving force to nurture the innovation ecosystem, enhancing national competitiveness in the context of deep integration.
In October 2025, the Ministry of Science and Technology focused on implementing one of the key strategic tasks of perfecting institutions and policies.
Along with the Law amending the Law on High Technology, the Law amending and supplementing a number of articles of the Law on Intellectual Property; and the Law on Digital Transformation, the ministry is urgently preparing the draft Law on Technology Transfer (amended) to ensure progress in submitting it to the National Assembly for consideration and approval at the 10th Session of the 15th National Assembly.
