On the morning of May 5, at the 9th session of the 15th National Assembly, delegates discussed in groups the proposal to amend and supplement a number of articles of the 2013 Constitution.

According to the proposal, there are 2 groups of contents to be amended and supplemented. One is the regulations related to the Vietnam Fatherland Front and socio-political organizations.

Second, the provisions in Chapter 9 are to implement the two-level local government organization model; at the same time, there are transitional provisions to ensure that local governments operate smoothly, in accordance with the roadmap for implementing the arrangement and merger of provinces and communes, without organizing at the district level.

The scope of this amendment is limited, expected to only involve about 8/120 articles of the 2013 Constitution. Therefore, the National Assembly Standing Committee proposed that the National Assembly issue a resolution amending the Constitution, instead of approving the full text of the new Constitution. The deadline for completing the amendment is before June 30, 2025, and it is expected to take effect from July 1, 2025.

Speaking at the meeting, General Secretary To Lam said that this National Assembly session has many important contents, and will meet 2 weeks early to have conditions for discussion, but it will not last too long, until the end of June.

One of the very important contents is to amend and supplement a number of articles of the 2013 Constitution. On May 14, the National Assembly will hold a plenary session at the Assembly Hall to discuss this content.

The General Secretary noted that the amendment of the Constitution must follow the prescribed procedures, as it involves collecting public opinions. Therefore, although only eight articles of the Constitution are being amended and supplemented, the drafting agencies, the National Assembly, and the Government have made very careful preparations.

"If it is possible to fundamentally amend the Constitution, we will probably have to wait until the next congress to consider that. When we calculate whether we need to add more about the country's development platform, then we will consider developing a longer-term vision," the General Secretary stated.

According to the General Secretary, we have to do many things at the same time, and one thing must be coordinated with another. "At the same time, we must focus on preparing for congresses at all levels, arranging the organization, streamlining the apparatus. If we want the congress to be successful, we must have an apparatus, including the administrative apparatus and the Party's organizational apparatus, to conduct the congress. At the same time, we must still ensure all regular work, ensuring the requirements of socio-economic growth," the General Secretary emphasized.

The General Secretary added that the Government will hold a meeting to evaluate the first four months of the year, "with very encouraging indicators". In particular, the criteria for budget collection, production and business development are relatively good. In the first four months, about 48% of the year's plan has been achieved. Hanoi alone "is also very active, with a very high increase", reaching more than 50%.

In addition to the goal of socio-economic development, in order for the country to develop, the General Secretary noted that it is also necessary to focus on solving cultural, social, educational and health issues. Along with that, it is necessary to continue improving people's lives. As the country develops, the people must enjoy those achievements.

The General Secretary emphasized that if the above tasks are not completed this year, some targets of the 13th Congress term will not be completed. Completing the 13th Congress term is a very good premise for setting out plans for the 14th Congress and is the basis for believing that the goals of the 14th Congress will be completed.
