Speaking at the 1st Congress of Lam Dong Provincial Party Committee, Permanent Deputy Prime Minister Nguyen Hoa Binh frankly pointed out: The scale of Lam Dong's economy is still not commensurate with its potential and advantages; growth quality is not sustainable; industrial development is not commensurate with its stature; infrastructure, especially connecting infrastructure, still has many shortcomings.

According to Permanent Deputy Prime Minister Nguyen Hoa Binh, the merger of the three provinces of Lam Dong, Binh Thuan and Dak Nong is a historic decision of the Central Government, opening up for Lam Dong an unprecedentedly large development space, converging the strength of the fertile plateau and the dynamic coastal region.
The Deputy Prime Minister emphasized that Lam Dong is a locality rich in potential, with outstanding and distinct advantages in tourism, renewable energy, and the exploitation and processing of bauxite and titanium minerals.
"To turn potential into reality for economic growth and improving people's lives, we cannot think in the old way, cannot follow the beaten path. New opportunities require a new vision, a new political determination and breakthrough actions. This is the measure of the mettle and leadership capacity of the Provincial Party Committee," Deputy Prime Minister Nguyen Hoa Binh emphasized.
Need to replace weak, evasive and fear-of-responsibility officials
Regarding personnel work, Permanent Deputy Prime Minister Nguyen Hoa Binh noted that in the process of arranging and perfecting the staff after the merger, Lam Dong province needs to ensure a harmonious combination between inheritance and innovation, absolutely not allowing localism, locality or group interests to arise. Lam Dong must boldly screen and replace weak cadres, those who do not meet requirements, avoid or fear responsibility, and at the same time consider quality, capacity, prestige and work efficiency as the highest criteria in evaluating, arranging and using cadres.
The Deputy Prime Minister directed that Lam Dong needs to concentrate resources and deploy synchronous solutions to remove unreasonable issues in structure, payroll and staff arrangement, and at the same time overcome infrastructure shortages to serve digital transformation. The activities of commune-level authorities in Lam Dong must absolutely not be interrupted or stagnant, but must change positively every day, demonstrated through the level of satisfaction of people and businesses.
Speed up progress of strategic transport projects
Lam Dong must take advantage of new development space, exploit all potentials and outstanding opportunities, optimize the efficiency of resource use to create a breakthrough in economic development. The province needs to concentrate the highest resources to achieve the target of double-digit economic growth in the period of 2025 - 2030.
Accordingly, Lam Dong must maximize its existing advantages such as: the largest natural area in the country, strategic geopolitical position, abundant natural resources, relatively synchronous transport infrastructure, diverse culture, many valuable heritages, creating a foundation for comprehensive and sustainable socio-economic development associated with environmental protection.
Deputy Prime Minister Nguyen Hoa Binh pointed out that industry must be identified as the main growth driver of Lam Dong. The province needs to focus on developing a strategic industrial triangle including mining and deep processing of bauxite - alumina - aluminum and titanium, in the direction of applying modern technology, strictly protecting the environment, gradually forming national-level mining industrial centers.
For agriculture, Lam Dong needs to master the entire value chain, from high-tech production to deep processing and export, aiming to build a world-class agricultural brand.

Regarding tourism and services, Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized that Lam Dong needs to harmoniously combine mass tourism and high-quality experiential tourism, gradually creating an ecosystem connecting the country's leading tourism brands.
Specifically, from high-end resort tourism, sea sports tourism in Mui Ne, Phan Thiet, to cultural exploration, agricultural tourism in Da Lat, or adventure tourism, experiencing UNESCO global geological heritage at Dak Nong Geopark. The province needs to attract strategic investors, form large-scale, international-class tourism - resort - entertainment complexes, creating a breakthrough for the green, sustainable economy.
Deputy Prime Minister Nguyen Hoa Binh emphasized: “To achieve the above goals, connecting infrastructure must go one step ahead. It is necessary to prioritize all resources, speed up the progress of strategic transport projects such as the Dau Giay - Lien Khuong; Gia Nghia - Chon Thanh; Nha Trang - Lien Khuong expressways, along with upgrading national highways and two airports Lien Khuong and Phan Thiet. This is the traffic artery connecting economic zones in the province, opening the door to trade with the whole country and internationally."
