Positive results from 4 strategic pillars
On the morning of July 14 in Hanoi, the Ministry of Science and Technology (MOST) held a "Conference to review the results of science, technology, innovation and digital transformation activities in the first 6 months of 2025". Chaired by Minister Nguyen Manh Hung, the conference announced positive results, affirming the leading role of the industry in the context of strong restructuring.
The summary report on the first 6 months of 2025 and the direction and tasks for the last 6 months of the year shows that in the first 6 months of 2025, the total revenue of the science and technology sector is estimated to reach more than 2.4 million billion VND, an increase of 16% over the same period in 2024 and reaching 53% of the annual plan. The sector has paid more than 54,310 billion VND to the state budget (up 10%) and contributed 537,769 billion VND to GDP (up 15%). The total number of employees in the sector is about 1.67 million people, an increase of 4% over the same period.
Strong growth figures in all four strategic areas including science , technology, innovation and digital transformation have demonstrated the effectiveness of the new operating model.
In the field of science, the quality and quantity of research continued to improve with the number of international publications increasing by nearly 9%, 849 certificates of scientific and technological research results were granted. 42 national science and technology programs are being implemented, playing a key role in connecting research with production and life.
The technology sector also witnessed remarkable growth in transfer and protection activities. 15 new technology transfer certificates and 5 renewal certificates were granted, promoting the commercialization of products. More than 1,000 licenses in the field of atomic energy were issued. The number of international standards accepted by Vietnam increased by 25% and the issuance of codes and barcodes increased by nearly 9%. A remarkable step forward was the issuance of more than 40,000 protection certificates, an increase of 58.3% compared to the same period in 2024.
The innovation ecosystem has helped Vietnam rise 2 places on the GII 2024 Ranking (to 44/133), continuing to lead the group of middle-income countries. This development is driven by the establishment of the Vietnam Technology Exchange (bringing the total number to 24 exchanges), along with the growth of 940 science and technology enterprises and nearly 4,000 startups, supported by 208 investment funds, 84 incubators and 40 business promotion organizations.
In particular, digital transformation has become the main growth driver as the digital economy contributed 18.72% to GDP (up 10%). Other important indicators include: 630 million transactions on the national data sharing platform, the rate of online records reaching nearly 40%, telecommunications revenue increasing by 12.8%, and the rate of Internet Protocol version 6 (IPv6) usage in the top 10 in the world.
Restructuring history and creating breakthrough institutions
The results achieved in the first 6 months of 2025 are a clear demonstration of a big mindset and decisive action. Despite the challenges of merging the apparatus, the Ministry of Science and Technology still implemented three key points in parallel: perfecting the organization, perfecting the institution and promoting professional tasks.
The first half of 2025 marks a historic turning point for the Ministry of Science and Technology when it officially operates under a new organizational model from March 1 after merging two ministerial-level agencies. This is not just a mechanical merger but a comprehensive restructuring, positioning the Ministry of Science and Technology as the leading agency leading the four key pillars: Science - Technology - Innovation - Digital Transformation.
With a streamlined model, reducing the number of affiliated units by 40.5% (from 42 to 25), the ministry quickly stabilized and demonstrated its outstanding role as an "institutional architect". One of the outstanding achievements was advising the Politburo to issue 4 strategic resolutions and submitting 5 important draft laws to the National Assembly for approval at the 9th Session, becoming the unit with the largest number of laws passed.
At the same time, decentralization and delegation of authority were promoted in the spirit of Resolution 18, with 78 tasks being decentralized and delegated and 6 tasks being assigned authority between government levels. The “one-stop shop - one-stop shop” model was widely applied, creating maximum convenience for people and businesses.
Deputy Minister of Science and Technology Pham Duc Long said that in the last 6 months of the year, the Ministry of Science and Technology has identified this as a pivotal time to successfully complete the 5-year plan for 2021-2025. Key tasks include continuing to develop and amend important draft laws such as the Law on Digital Transformation and the Law on Intellectual Property; implementing the National Program for Strategic Technology and Industrial Development. At the same time, continue to improve the industry database system, towards a future of development based on digital platforms and innovation.
