After 3 years of implementing Conclusion No. 01-KL/TW dated May 18, 2021 of the Politburo (13th tenure) on continuing to implement Directive No. 05-CT/TW dated May 15, 2016 of the Politburo "On promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle", in the province, there have been more and more practical and specific actions and many good, creative and effective models, creating a strong spread to all classes of people. Thereby, contributing significantly to the successful implementation of political and professional tasks at each agency, unit and locality, actively contributing to the socio-economic development, building Nam Dinh province to become increasingly rich, beautiful and civilized.

Effective models, typical
Nam Dinh City is the political , economic and social center of the province, so studying and following Uncle Ho's example has always been led and directed by the Standing Committee of the City Party Committee in conjunction with the goal of building a civilized and modern city, worthy of being the center of the Southern Red River Delta. In recent times, the Party Committees, authorities and people of the city have chosen the key task of studying and following Uncle Ho's example in conjunction with the implementation of the task of expanding, establishing wards and arranging commune-level administrative units. The process of implementing the policy of expanding administrative boundaries, establishing more wards and arranging commune-level administrative units has been closely directed and organized by the Party Committees and authorities of Nam Dinh City, ensuring the procedures and instructions of the superior agencies. In particular, the City Party Committee and People's Committee of Nam Dinh City have issued directives, conclusions, plans, documents to lead and direct the work of arranging commune-level administrative units; Establish a steering committee for the arrangement of commune-level administrative units for the period 2023-2025 and assign specific tasks to members; establish working groups in wards and communes subject to the arrangement to monitor and urge the implementation. Along with that, wards and communes subject to the arrangement have established steering committees to lead and direct the focus on doing a good job of propaganda work, creating high unity in awareness and consensus among the people. The results of collecting public opinions in commune-level administrative units directly affected by the arrangement, the percentage of voters in Nam Dinh city agreeing with the project to expand the city's administrative boundaries reached 99.73%; for the establishment of Nam Van and Nam Phong wards in the city, the percentage of voters agreeing was over 95%.
With the Party Cell of the Provincial Women's Union, many models of studying and following Uncle Ho's example have been built and replicated in various fields to spread the noble moral values in Ho Chi Minh's ideology, morality and style, promoting the intelligence and solidarity of cadres, party members and women's union members to join hands in building a strong Union. One of the models that has been built with strong influence is the model of "Studying and following Uncle Ho to carry out charity programs, supporting women and children in difficult circumstances". The model has been participated in by 100% of the agency's staff. Thereby, actively supporting the programs "Accompanying women in the border areas", "Shelter of love", "Hoang Ngan Scholarship Fund"; regularly maintaining a savings group following Uncle Ho's example at the Provincial Union office, each person saving from 200 thousand to 2 million VND/month; On average, each year, 300 million VND is saved to support cadres and civil servants to borrow money to study to improve their qualifications and solve family problems. The model is also maintained to encourage cadres and party members to save monthly to support Ms. Pham Thi Nhon, a former cadre of the Provincial Women's Union, who is old and has a difficult family, currently living in Hong Thuan commune (Giao Thuy) with a support level of 300,000 VND/month. Especially in 2023 and 2024, implementing the "Godmother" program, cadres and party members in the agency will save and directly sponsor 7 orphans in Giao Thuy, Truc Ninh, Nghia Hung, and Vu Ban districts with a support level of 300,000 VND/month/child.
Together with the Nam Dinh City Party Committee, the Provincial Women's Union Party Cell, learning and following Uncle Ho is being creatively applied by Party committees, authorities, the Fatherland Front and organizations from the province to the grassroots in selecting, building and implementing models through many new and creative ways. Typically, Giao Thuy District Party Committee has well implemented the strategic breakthrough content associated with implementing the local political tasks. The Provincial Police with the model of learning and following the Six Teachings of Uncle Ho to the People's Police Force. The Provincial Military Command with the models "Following the footsteps of Dien Bien soldiers - Going forward to win 3 firsts"; "Good training, strict discipline, high combat readiness", "Good training, strict training, discipline, efficiency". The provincial Department of Education and Training with the models "Each teacher is an example of morality, self-study and creativity", "All for beloved students", "Innovation and creativity in teaching and learning", "Building friendly schools, active students", "Good at school work, good at home work". The provincial Farmers' Association with the model "Farmers compete in production, good business, unite to help each other get rich and reduce poverty sustainably" ... Along with the collectives, many examples of constantly learning and following Uncle Ho shine in daily life, they are cadres, party members, farmers who together create a fragrant flower garden with actions that create a strong influence in life. Typically, party member Nguyen Thanh Hoa, Party Cell 2 Phu Le, Hai Chau commune (Hai Hau) is always at the forefront of the movement to build a model new rural area (NTM) of the hamlet. Teacher Doan Van Thoai has many dedicated contributions to the education cause. Comrade Vu Dinh Kien, Deputy Secretary of the Commune Youth Union, Chairman of the Youth Union of Truc Noi Commune (Truc Ninh) is active in economic development and homeland construction. In order to make studying and following Uncle Ho's ideology, morality and style a regular task and a voluntary action for each cadre and party member, the Standing Committee of the Party Central Committee always considers the development of a plan to cultivate and practice Ho Chi Minh's ideology, morality and style as one of the important solutions to focus on leading and directing Party committees, Party organizations, agencies and units to implement. Accordingly, based on the content of the annual theme, the Standing Committee of the Party Central Committee has suggested 4 thematic contents for each quarter for district Party committees, city Party committees, Party committees directly under the Provincial Party Committee, the Fatherland Front and socio-political organizations to organize activities based on the practical situation of the locality and unit; strengthen the role of social supervision and criticism, participate in giving opinions on Party building, government building, especially supervising the heads of Party committees, governments and organizations at all levels. At the same time, direct Party committees, Party organizations, agencies and units in the whole province to review and select key tasks and breakthrough contents to focus on leading and directing in order to create clear changes. In particular, focus on urgent, complicated and sensitive issues, issues that are of interest to cadres, Party members, people and public opinion such as handling violations in the fields of land and construction order; environmental sanitation; compensation and site clearance; public reception, handling of petitions, resolving citizens' reflections, recommendations, complaints and denunciations; administrative reform, digital transformation, implementation of office culture and public ethics; rectification of discipline, administrative discipline, working style of cadres, civil servants and public employees...
In carrying out assigned tasks, Party committees, authorities, localities and units in the area have focused on discovering, building and replicating models and typical examples; regularly paying attention to, monitoring and evaluating the results of implementing the construction of models and typical examples. Up to now, the whole province has maintained over 500 models of learning and following Uncle Ho's example in conjunction with implementing the Resolution of the 4th Central Committee (term XII, XIII) on Party building and rectification, thereby contributing to preventing and repelling the degradation of political ideology, ethics, lifestyle, manifestations of "self-evolution", "self-transformation", promoting the prevention and fight against corruption, waste and bureaucracy; promptly and effectively resolving many pressing and prominent issues at the grassroots level right from the beginning, promoting the movement of building advanced new-style rural areas and model new-style rural areas; clearing the ground for the construction of key projects of the Central and the province, creating a driving force for socio-economic development, security and defense of the province. Since the beginning of the 2020-2025 term, on average, nearly 95% of grassroots Party organizations and nearly 90% of Party members of the Provincial Party Committee have been classified as having fulfilled their tasks well or better. The province's economy has maintained stability and development, with an average GRDP growth rate of 8.8% per year in the 2021-2023 period. The economic structure has shifted in a positive direction. Investment attraction has achieved positive results, attracting a number of large, high-tech, environmentally friendly investment projects, which are significant in promoting the socio-economic development of the province. The socio-economic infrastructure system, especially transport infrastructure, has received investment attention and focused direction for implementation. Many key projects and works under implementation, when completed, will create a new look and new momentum for socio-economic development in the coming time. In particular, up to now, the whole province has 197/204 (96.6%) communes meeting advanced NTM standards; 34/188 communes meeting model NTM standards; 5/16 towns recognized as smart urban areas; completed dossiers to submit to the Prime Minister for consideration and recognition of Giao Thuy district meeting advanced NTM district standards in 2023... All of these successes and results have affirmed the significance and practical effectiveness of studying and following Ho Chi Minh's ideology, morality and style.
